About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programs aimed at reducing poverty and stimulating economic growth. MCC is an agency of the Government of the United States of America that is dedicated to assisting countries dedicated to good governance, financial freedom and investment in people. A Responsible Entity called the Millennium Challenge Account-Mozambique (“MCA-Mozambique”) has been created and designated by the Government of the Republic of Mozambique to implement the Compact.
Mozambique Coastal Connectivity and Resilience Compact
The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the Government of the United States of America, implements projects under the $537.5 million Compact that addresses development challenges in the country, with a geographic focus on Zambezia Province. The Compact consists of three projects, namely:
1. The Rural Transport and Connectivity Project (CTR)) aims to reduce transport costs in Zambézia province, increase the resilience of the road network, improve access to social services and promote women’s mobility.
2. The Project for the Promotion of Reform and Investment in Agriculture (PRIA)) aims to increase agricultural investments and the productivity and incomes of smallholder farmers and other actors in the value chain in Mozambique.
3. The Coastal Livelihoods and Climate Resilience (CLCR) Project aims to combat the degradation of coastal ecosystems, including overexploitation of fisheries, so that the most productive ecosystems are restored to their function.
CTR Project Resettlement Specialist
Position Objective
The Resettlement Specialist, under the supervision of the Millennium Challenge Account-Mozambique (MCA-Mozambique) Director of Connectivity and Rural Transport (CTR) Resettlement, will provide technical and management support for the successful implementation of all aspects of CTR resettlement activities.
The Resettlement Specialist is responsible for supporting and assisting the Resettlement Director in carrying out all activities related to involuntary land acquisition, physical and economic displacement, livelihood restoration activities and all other resettlement-related topics covered by the International Finance Corporation (IFC) Performance Standards (PS) 5 on Land Acquisition and Involuntary Resettlement relevant to Compact projects.
Location: The initial placement for this position will be in Maputo, with extensive travel to Zambézia. Full relocation to Mocuba is anticipated during pre-implementation of the Compact.
Salary scale: This position falls within Grade “C” of the MCA-Mozambique Salary Scale.
Main Responsibilities
Project Management and Execution
- Assist the Resettlement Director in developing Requests for Proposals (RFPs) for Resettlement Action Plans (PARs) and resettlement implementation and participate in their evaluation.
- Support, under the direction of the Resettlement Director, the development, implementation and monitoring/evaluation of project-specific PARs.
Coordination and Collaboration
- Assist the Resettlement Director in collaborating and coordinating with MCA management, PAR developers, PAR implementers, project consultants, construction companies, construction supervision engineers, Implementing Entities, relevant local, regional and national authorities and other relevant entities to ensure the Compact’s compliance with IFC PS 5.
- Help review and verify that RAPs are prepared in a way that reduces involuntary resettlement in line with the objectives of PS5 and are complete and thorough, contain a grievance procedure consistent with the general grievance procedure for the MCA that is part of the Environmental and Social Management System (ESMS), address livelihood restoration and vulnerable people affected by the project, and have an implementation timetable that is coordinated with the work plan for specific project implementation and comply with PS5 standards.
- Through collaboration with other Directors, review and verify documents to determine whether designs and procurement contracts incorporate resettlement issues and adequate access to site information.
- Assist the Resettlement Officer in coordinating with relevant authorities to obtain RAP approvals from all designated authorities.
- Assist the Resettlement Director with day-to-day oversight of the implementation of the RAPs and verify that implementation arrangements and operations are consistent with approved project-specific RAPs and PS-5.
- Together with the Resettlement Director, collaborate with the Director of Social Inclusion and Gender to ensure that gender and social vulnerability issues are integrated into the development and implementation of the RAPs.
Stakeholder Engagement and Communication
- Assist the Resettlement Director, in collaboration with the Public Relations Director and the Director for Social Inclusion and Gender, in public consultation, organizing meetings with stakeholders and communicating information on resettlement issues to people affected by involuntary land acquisition and resettlement, in accordance with the RAPs and other approved guidelines and procedures.
- Support the Resettlement Director to contribute to the Stakeholder Engagement Plan and coordinate with those responsible for it to ensure that the impacts and rights of people affected by resettlement are addressed.
- Support the Resettlement Officer in coordinating with the Finance Officer, Fiscal Officer or equivalent function during the development and implementation of the RAP to determine and agree on the methods of payment of cash compensation, the documentation required for approval of compensation payments, the preparation of payment lists and all related activities.
- Depending on the procurement method and the entity responsible for providing in-kind compensation, assist the Resettlement Officer in coordinating with the Procurement Officer and Procurement Agent, as well as any relevant government entities, construction contractors, construction supervision engineers, or separate contractors or consultants.
- At the request of the Resettlement Director, oversee a registry (with the assistance of the RAP developer or implementer, as appropriate) to ensure that any resettlement-related complaints arising from the implementation of MCA activities are resolved in a timely manner and in accordance with the grievance procedures agreed upon in the approved RAPs; the registry is anticipated to be a component of the CTR Project’s geospatial information system.
Monitoring and Reporting
- Assist the Resettlement Director in developing tracking systems to monitor resettlement and displacement progress and assist in preparing progress reports for MCC and the Government using information provided by relevant project implementers.
- Assist the Resettlement Director in developing and implementing procedures to handle and oversee new resettlement cases that may arise during construction.
- Assist in developing procedures and RFPs for any specialist resettlement-related studies that may be required, e.g. livelihood restoration, vulnerable people or land acquisition that may involve expropriation.
Technical Support and Expertise
- Support in the development of procedures and RFP for independent monitoring and evaluation of resettlement impacts after resettlement and supervision of the conduct of such studies.
- In the absence of the Resettlement Director, act as an in-house expert on land acquisition and resettlement issues.
- Under the direction of the Resettlement Director, make frequent visits and inspections to the areas where resettlement will be taking place and participate in meetings (according to a schedule to be established) with all relevant consultants and contractors; and
- Inform the Resettlement Director through written and oral communications about the results of the work carried out and alert the Resettlement Director to any issues arising in the field.
Required Skills
Academic Background
- Bachelor’s degree in social sciences, land ownership, law or other field related to the skills required to carry out involuntary resettlement and land acquisition.
Technical Skills
- Minimum of five (5) years of professional experience in a relevant sector, which must include at least five years of experience in resettlement and three years of experience in IFC, World Bank or other donor resettlement policies and standards.
- Proven knowledge of Mozambican legislation on land and resettlement.
- Experience working on the development and/or implementation of Resettlement Action Plans consistent with World Bank OP 4.12, IFC PS-5, or other multilateral or bilateral donor resettlement procedures.
- Experience in conducting field consultations and stakeholder engagement processes.
- Experience working on the ground and in the field, for example, making field visits and interacting with different stakeholders.
- Good understanding of gender and social exclusion issues in the context of resettlement.
- Proven knowledge and experience of working with gender and social exclusion issues in the context of resettlement and land issues.
- Proven oral and written communication skills to interact with a variety of stakeholders.
- Ability to work with multidisciplinary teams and institutions and manage multiple tasks.
- Responsible and flexible attitude and ability to manage a variety of tasks under the supervision of the Resettlement Director.
Preferred Skills
- Proven experience working in the development and/or implementation of resettlement action plans in projects for the transport sector (roads and bridges).
Language and Information Technology Knowledge
- Computer skills in MS Office (Word, Excel, PowerPoint, Outlook), familiarity with project management software such as MS Project and experience with tracking systems.
- Excellent written and oral communication skills in Portuguese with a good level of oral and written English.
- Excellent written and oral communication skills in one of the local Zambézia languages (Chuabo, Lomwe, Sena, Elomwe) is an advantage.
