About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programs aimed at reducing poverty and stimulating economic growth. MCC is an agency of the Government of the United States of America that is dedicated to assisting countries dedicated to good governance, financial freedom and investment in people. A Responsible Entity called the Millennium Challenge Account-Mozambique (“MCA-Mozambique”) has been created and designated by the Government of the Republic of Mozambique to implement the Compact.
Mozambique Coastal Connectivity and Resilience Compact
The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the Government of the United States of America, implements projects under the $537.5 million Compact that addresses development challenges in the country, with a geographic focus on Zambezia Province. The Compact consists of three projects, namely:
1. The Rural Transport and Connectivity Project (CTR)) aims to reduce transport costs in Zambézia province, increase the resilience of the road network, improve access to social services and promote women’s mobility.
2. The Project for the Promotion of Reform and Investment in Agriculture (PRIA)) aims to increase agricultural investments and the productivity and incomes of smallholder farmers and other actors in the value chain in Mozambique.
3. The Coastal Livelihoods and Climate Resilience (CLCR) Project aims to combat the degradation of coastal ecosystems, including overexploitation of fisheries, so that the most productive ecosystems are restored to their function.
PIR Specialist (Transport)
Position Objective
The CTR Project includes several Policy and Institutional Reform (PIR) elements that will help the GRM improve governance and delivery in the roads sector.
The CTR Project IRP Specialist, under the supervision of the CTR Project General Manager, supports the successful implementation of the selected Policy and Institutional Reforms (IRPs) under the CTR Project, Road Maintenance Activity. The IRP Specialist contributes to the alignment of Project execution with the overall objectives of the Compact and the judicious management of its resources. Although based in Maputo, a significant amount of work is expected to be carried out in Mocuba. As such, the IRP Specialist will be required to travel to Zambezia Province as part of the IRP work.
Location: This position is based in Maputo with occasional travel to Zambézia.
Salary scale: This position falls within Grade “C” of the MCA-Mozambique Salary Scale.
Main Responsibilities
Strategic Planning and Implementation
- Provide strategic support in leadership and direction for the overall planning, implementation, monitoring and evaluation of the Policy and Institutional Reforms (PIR) in the Road Maintenance Activity, ensuring alignment with the compact objectives and national development priorities.
- Collaborate with a multidisciplinary team of technical staff, experts and/or consultants to support the PIR components of the CTR Project.
- Support the timely preparation of all monthly, quarterly and other reports from MCA-Mozambique to MCC or other stakeholders.
- In coordination with the CTR Project Director (and/or Deputy General Director) and the Project Management Consultant (CGP), contribute to the implementation of a cohesive management framework, including tools, that integrate the technical and transversal areas of the project.
Stakeholder Engagement and Relationship Management
- Establish and maintain strong relationships with the National Roads Administration (ANE) and the Roads Fund (FE) which are the main beneficiaries of the PIR component.
- Establish and maintain strong relationships with other technical counterparts in government, local authorities, project beneficiaries including women and youth, and other stakeholders to ensure their active participation and support in project implementation, as appropriate.
Project Management and Coordination
- Work interdisciplinarily and collaboratively across MCA-Mozambique to contribute to the development of optimal approaches to align resource management, project planning and delivery to the objectives of the MCA-Mozambique Compact.
- Represent, as appropriate, the CTR Project PIR component(s) at meetings, conferences and to project stakeholders (e.g. with national/local government counterparts, civil society, project beneficiaries, etc.) and identify and develop potential partnerships that can advance the work of MCA-Mozambique.
- Working with the CGP, ANE and FE, ensure the delivery of the necessary products for the implementation of the proposed elements of policy and institutional reform at the national level as well as in Zambézia Province.
Monitoring, Evaluation and Reporting
- Collaborate with the CTR Project Managing Director (and/or Deputy Managing Director) in responding to M&E requests related to the project and any matters that may affect the project economic model, including ensuring quarterly delivery of source data and documentation to report against the Compact M&E plan, as appropriate.
- Assist in gathering responses and guidance for external enforcement agencies on compliance with the Enforcement Agency Agreement, MCC technical guidelines, local regulations and reporting requirements to ensure compliance and transparency.
- In coordination with the MCA-Mozambique CGP, introduce tools to communicate the process and progress of the CTR Project milestones.
- Collaborate in the development, implementation and, when necessary, in the modification of budgets and organizational charts, ensuring synergies within the organization.
- Utilize and update, as needed, expense tracking systems in addition to the organization’s online tools to ensure effective planning, accurate forecasting, and ongoing monitoring of project execution.
Cross-Cutting Issues and Compliance
- In coordination with the CGP, oversee the implementation of gender and social inclusion assessment activities in the Transport sector, including the skills maximization sub-activity.
- Perform any other duties as assigned to support the overall success of the Project and the MCA-Mozambique Compact.
Required Skills
Academic Background
- Bachelor’s degree in transportation, engineering, economics, law, public policy, international development, engineering, planning, public administration, project management or related field. (Master’s degree preferred)
Technical Skills
- Minimum of seven (7) years of experience in policy and institutional reforms associated with road network management. Experience in transport planning is desirable.
- Experience and knowledge of the legal and regulatory areas of the transport sector in Mozambique (or the region) is highly desirable.
- Experience working with a wide range of stakeholders in government settings (including central and local), civil society organizations and private companies and associations and across multiple ministries and agencies in a government setting.
- Proven knowledge of road network management including budgeting, planning and data collection and analysis with appropriate QA/QC techniques.
- Experience in managing and working with donor-funded projects, preferably with organizations such as MCC, the World Bank, the European Union or other international development agencies.
- Experience working within an interdisciplinary team.
- Good communication skills, with proven experience in writing reports and liaising with project stakeholders.
Preferred Skills
- Knowledge of public finance management.
Language and Information Technology Knowledge
- Computer skills (MS Office, Internet and familiarity with project management software).
- Fluency in Portuguese and proficiency in professional English (sufficient to answer a phone call with English-speaking interlocutors).
