About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programs aimed at reducing poverty and stimulating economic growth. MCC is an agency of the Government of the United States of America that is dedicated to assisting countries dedicated to good governance, financial freedom and investment in people. A Responsible Entity called the Millennium Challenge Account-Mozambique (“MCA-Mozambique”) has been created and designated by the Government of the Republic of Mozambique to implement the Compact.
Mozambique Coastal Connectivity and Resilience Compact
The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the Government of the United States of America, implements projects under the $537.5 million Compact that addresses development challenges in the country, with a geographic focus on Zambezia Province. The Compact consists of three projects, namely:
1. The Rural Transport and Connectivity Project (CTR)) aims to reduce transport costs in Zambézia province, increase the resilience of the road network, improve access to social services and promote women’s mobility.
2. The Project for the Promotion of Reform and Investment in Agriculture (PRIA)) aims to increase agricultural investments and the productivity and incomes of smallholder farmers and other actors in the value chain in Mozambique.
3. The Coastal Livelihoods and Climate Resilience (CLCR) Project aims to combat the degradation of coastal ecosystems, including overexploitation of fisheries, so that the most productive ecosystems are restored to their function.
Director of Commercial Agriculture Aggregation and Grant Management
Position Objective
This Director position is under the supervision of the Director General of Promoting Reform and Investment in Agriculture (PRIA) and is responsible for the successful management and implementation of the Zambezia Trade Aggregators Platform (ZCAP) Activity within the PRIA Project. The Director will assist the Director General of PRIA in the implementation of ZCAP activities, capacity building of private and public stakeholders, reporting and oversight of contracts, grants and budget management. The Director will assist the Director General to ensure alignment of project implementation with the overall objectives of the Compact and judicious management of its resources.
Location: This position is based in Maputo with frequent travel to Zambézia.
Salary range: This position falls within Grade “D” of the MCA-Mozambique Salary Scale.
Main Responsibilities
Project Management and Coordination
- Manage and coordinate the day-to-day aspects of the ZCAP activity within the PRIA Project and ensure that the project objectives are in line with the Compact requirements, ensuring that cross-cutting requirements (e.g. Gender and Social Inclusion, DAS, M&E) are implemented.
Stakeholder Management and Skills Development
- Liaise with relevant ministries and international donors as required to ensure the quality and alignment of ZCAP activities undertaken under the PRIA.
- Assist the Director General of PRIA in coordinating MCA-Mozambique’s efforts to develop strong and sustainable linkages between the public and private sectors, notably between commercial aggregators and smallholder farmers in Zambézia.
- Further develop PRIA projects and use a work plan to ensure MCA-Mozambique’s capacity to implement the program, managing risks and delays against established program timelines through data-driven monitoring tools.
- Assist the PRIA General Manager in recruiting the PRIA Project team, as well as training, developing and managing the performance of staff to ensure the ability to deliver on the Project objective. Although this position is not supervisory, there is a strong likelihood that this Manager will be required to provide guidance and instructions to MCA-Mozambique staff based in Zambézia for spot checks of quality control for project execution.
Contract and Grant Management
- Integrate sustainability dimensions into the PRIA Project life cycle, including skills development, social inclusion and gender equality, and environmental and economic aspects. With regard to the ZCAP activity in particular, closely monitor the achievement of beneficiaries’ results and the resulting incentive payments.
- Manage consultant performance, including quality and timeliness of deliverables, coordination with stakeholders and compliance with contractual requirements.
- Manage contractor performance, including compliance with schedule, costs and contractual requirements, quality of deliverables, quality of subcontractors and grant recipients, and compliance with environmental, health, safety, quality and other contractual requirements.
- Manage the delivery of required products, take responsibility for overall progress and resource utilization, and take corrective action if necessary.
Compliance and Risk Management
- Guide external implementing entities on compliance with relevant Implementing Entity Agreements, MCC technical guidelines, local regulations and reporting requirements to ensure compliance and transparency.
- Identify and predict potential risks and issues specific to delivery forecasts in a timely manner and advise on mitigation measures and solutions.
Monitoring, Evaluation and Reporting
- Coordinate with the Director of M&E and Economics and other members of the M&E team, as relevant, on the M&E of the project and any matters that may affect the economic model of the project, including ensuring quarterly delivery of data and background documentation to report on the Compact M&E plan.
- Create and optimize approaches and build consistency in the quality of program outcomes, implementation and evaluations of the PRIA Project.
- Assist the PRIA Director General in proactively reviewing all potential and ongoing issues within ZCAP-related contracts and grants, with the aim of resolving these issues expeditiously and fairly, in collaboration with MCA-Mozambique leadership.
- Assist the PRIA General Manager in ensuring the development, implementation and, when necessary, modification of budgets and organizational charts, ensuring synergies within the organization.
Support for Cross-Cutting Projects
- Serve as the Acting Director General of PRIA when the Director General of PRIA is unavailable to perform those duties.
- Where necessary, provide support in assessing the viability of livelihood activities under the Community Livelihoods and Coastal Resilience (CLCR) project.
- Perform any other duties as assigned to support the overall success of the Project and the Mozambique Compact.
Required Skills
Academic Background
- Have a bachelor’s degree in Agriculture, Agribusiness, Agricultural Economics, Business Administration, Public Administration or a related field.
- Preferably, have a Master’s degree in Economics, Business Administration, Public Administration or related fields.
Technical skills
- Minimum of 10 (ten) years of relevant and progressive professional experience, especially in the field of commercial agriculture and/or agricultural development, with successful experience in the implementation and/or monitoring of programs and projects.
- Experience in drafting, reviewing and approving procurement documents in accordance with international standards.
- Proven ability to work collaboratively with national and international stakeholders and counterparts, including central government, local government, civil society organizations, and private companies and associations.
- Experience in the agricultural sector is required, preferably with a strong background in private sector development.
- Preferably, have experience in planning and organizing market awareness actions.
- Familiarity and/or experience with procurement guidelines and procedures of international donor institutions, notably the World Bank, African Development Bank, Asian Development Bank and/or knowledge and experience in the administration/management of an MCC compact is an advantage.
- Experience working in interdisciplinary teams of professionals who produce high-quality results.
- Experience in compliance with environmental, health and safety standards during construction on site.
- Experience in managing contracts and grants, preferably with consultants and companies working in the field of agricultural development or promoting the private sector for the benefit of rural families.
Language and Information Technology Knowledge
- Excellent written and verbal communication skills in Portuguese, with working knowledge of English.
- Solid computer skills with MS Office productivity programs (Word, Excel, PowerPoint, MS Project).
