About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programs aimed at reducing poverty and stimulating economic growth. MCC is an agency of the Government of the United States of America that is dedicated to assisting countries dedicated to good governance, financial freedom and investment in people. A Responsible Entity called the Millennium Challenge Account-Mozambique (“MCA-Mozambique”) has been created and designated by the Government of the Republic of Mozambique to implement the Compact.
Mozambique Coastal Connectivity and Resilience Compact
The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the Government of the United States of America, implements projects under the $537.5 million Compact that addresses development challenges in the country, with a geographic focus on Zambezia Province. The Compact consists of three projects, namely:
1. The Rural Transport and Connectivity Project (CTR)) aims to reduce transport costs in Zambézia province, increase the resilience of the road network, improve access to social services and promote women’s mobility.
2. The Project for the Promotion of Reform and Investment in Agriculture (PRIA)) aims to increase agricultural investments and the productivity and incomes of smallholder farmers and other actors in the value chain in Mozambique.
3. The Coastal Livelihoods and Climate Resilience (CLCR) Project aims to combat the degradation of coastal ecosystems, including overexploitation of fisheries, so that the most productive ecosystems are restored to their function.
Coordinator/Engineer – Bridge
Position Objective
The CTR Project includes the construction of a new 1.8km long reinforced concrete bridge over the Licungo River near Mocuba, and a new 16km bypass road that will connect the bridge to the N1 on both sides of Mocuba.
The Coordinator/Engineer – Bridge, Connectivity and Rural Transport (CTR), under the supervision of the Deputy General Manager of the CTR Project, is responsible for the successful execution of the new bridge over the Licungo River, from the initiation and execution of the design and construction activities, through to the supervision of the project budgets. The Coordinator/Engineer – Bypass Road of the CTR Project, contributes to the alignment of the project execution with the overall objectives of the Compact and to the judicious management of its resources.
Location: The initial placement for this position will be in Maputo, with extensive travel anticipated to Zambézia. A full relocation to Mocuba is expected during pre-implementation of the Compact.
Salary scale: This position falls within Grade “D” of the MCA-Mozambique Salary Scale.
Main Responsibilities
Technical Leadership
- Technical leadership for the new Licungo River Bridge component of the CTR Project, ensuring that the Project objectives are in line with the Compact requirements and that cross-cutting requirements (e.g. Gender and Social Inclusion, Environmental and Social Protection, Monitoring and Evaluation) are met.
Project coordination
- Maintain close collaboration and work closely with the Coordinator/Engineer – Bypass Road to ensure the successful execution of the new Mocuba Bridge and Bypass Road component of the CTR Project.
Reports and documentation
- Review, evaluate and recommend for approval to the CTR Project General Manager (and/or Deputy General Manager) all reports, including Interim Payment Certificates (IPC) associated with the new bridge, from the Employer’s Engineer and/or Project Management Consultant (PMC) on project planning, scheduling, controls and execution progress and provide technical advice, support and facilitation to keep all project activities on track.
- Support the timely preparation of all monthly, quarterly and other reports from MCA-Mozambique to MCC or other stakeholders**.**
Management Board
- In coordination with the Employer’s Engineer and/or CGP (Project Management Consultant), contribute to the implementation of a cohesive management framework, including tools, that integrate the technical and transversal areas of the project.
- Establish and maintain strong relationships with government technical counterparts, local authorities, project beneficiaries, including women and youth, and other stakeholders to ensure their active participation and support in project implementation, as appropriate.
- Work interdisciplinarily and collaboratively across MCA-Mozambique to contribute to the development of optimal approaches to align resource management, project planning and delivery to the objectives of the MCA-Mozambique Compact.
Stakeholder Engagement
- Represent, as appropriate, the Bridge component of the CTR Project at meetings, conferences and to project stakeholders (e.g. with national/local government counterparts, civil society, project beneficiaries, etc.) and identify and develop potential partnerships that can advance the work of MCA-Mozambique.
- Work with the CGP, Employer’s Engineer and Design and Construction Contractor to ensure delivery of products required for the design and construction of the bridge.
Project Monitoring and Evaluation
- Collaborate with the CTR Project General Manager (and/or Deputy General Manager) in responding to M&E requests related to the project and any matters that may affect the project economic model, including ensuring quarterly delivery of source data and documentation to report against the Compact M&E plan, as appropriate.
- Assist in providing guidance to external implementing entities on compliance with the Implementing Entity Agreement, MCC technical guidelines, local regulations and reporting requirements to ensure compliance and transparency.
- In coordination with the Employer Engineer and/or CGP, introduce tools to communicate the process and progress of CTR Project milestones.
- Review all potential and ongoing claims associated with the construction of the new bridge in the context of the FIDIC Design and Build Contract and make recommendations to the CTR General Manager (and/or Deputy General Manager) with the aim of expeditiously and fairly resolving such claims, in collaboration with the Employer’s Site Engineer and the CGP.
Budget and Resource Management
- Collaborate in the preparation, execution and, if necessary, modification of budgets and organizational charts, ensuring synergies within the organization.
- Utilize and update, as needed, expense tracking systems and the organization’s online tools to ensure effective planning, accurate forecasting, and ongoing monitoring of project execution.
Compliance and Guidance
- Liaise with PAR and ESIA consultants on all matters relating to the resettlement plan and/or implementation of the environmental and social management plan that affect the progress of the CTR project, in collaboration with the Employer’s Engineer and the CGP. Perform any other duties as assigned to support the overall success of the Project and the MCA-Mozambique Compact.
Required Skills
Academic Background
- Bachelor’s degree in engineering or a field related to transport. (Master’s degree preferred)
- Preferably have a professional license in engineering, especially in civil engineering.
Technical Skills
- Minimum of 10 (ten) years of experience in managing road construction and/or rehabilitation projects in Mozambique or the region, including civil works management and/or construction supervision contracts.
- Minimum experience of 5 (five) years in road construction/rehabilitation projects financed by international organizations in Mozambique or in the region.
- Availability to make regular field visits and interact with different stakeholders.
- Proven experience working in multidisciplinary teams.
- Good communication skills, with proven experience in reporting and contacting project stakeholders.
Preferred Skills
- Experience in structural design of bridges;
- Contract management experience (FIDIC Yellow Book).
Language and Information Technology Knowledge
- Computer skills with proficiency in MS Office, Internet and familiarity with project management software.
- Fluency in Portuguese; fluency in professional English (sufficient to answer a phone call with English-speaking interlocutors).
