About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programs aimed at reducing poverty and stimulating economic growth. MCC is an agency of the Government of the United States of America that is dedicated to assisting countries dedicated to good governance, financial freedom and investment in people. A Responsible Entity called the Millennium Challenge Account-Mozambique (“MCA-Mozambique”) has been created and designated by the Government of the Republic of Mozambique to implement the Compact.
Mozambique Coastal Connectivity and Resilience Compact
The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the Government of the United States of America, implements projects under the $537.5 million Compact that addresses development challenges in the country, with a geographic focus on Zambezia Province. The Compact consists of three projects, namely:
1. The Rural Transport and Connectivity Project (CTR)) aims to reduce transport costs in Zambézia province, increase the resilience of the road network, improve access to social services and promote women’s mobility.
2. The Project for the Promotion of Reform and Investment in Agriculture (PRIA)) aims to increase agricultural investments and the productivity and incomes of smallholder farmers and other actors in the value chain in Mozambique.
3. The Coastal Livelihoods and Climate Resilience (CLCR) Project aims to combat the degradation of coastal ecosystems, including overexploitation of fisheries, so that the most productive ecosystems are restored to their function.
Diversion Road Coordinator/Engineer
Position Objective
The CTR Project includes the construction of a new 1.8km long reinforced concrete bridge over the Licungo River near Mocuba, and a new 16km bypass road that will connect the bridge to the N1 on both sides of Mocuba.
The Connectivity and Rural Transport (CTR) Project Bypass Road Coordinator/Engineer, under the supervision of the CTR Deputy Project Manager, is responsible for the successful implementation of the new Mocuba Bypass Road from inception to execution of design and construction activities and oversight of project budgets. The CTR Project Bypass Road Coordinator/Engineer contributes to the alignment of Project execution with the overall objectives of the Compact and to the judicious management of its resources.
Location: The initial placement for this position will be in Maputo, with extensive travel planned to Zambézia. Full deployment to Mocuba is expected during the pre-implementation of the Compact.
Salary range: This position falls within Grade “D” of the MCA-Mozambique Salary Scale.
Main Responsibilities
Technical Leadership
- Technical leadership for the new Mocuba Bypass Road (Mocuba ring road) component of the CTR Project, ensuring that the Project objectives are in line with the Compact requirements and that cross-cutting requirements (e.g. Gender and Social Inclusion, Environmental and Social Protection, Monitoring and Evaluation) are met.
Collaboration and Coordination
- Maintain close collaboration and work closely with the Bridge Coordinator/Engineer to ensure the successful execution of the new Mocuba Bridge and the Bypass Road component of the CTR Project.
Monitoring, Evaluation and Reporting
- Review, evaluate and recommend for approval to the CTR Project General Manager (and/or Deputy General Manager) all reports, including Interim Payment Certificates (IPCs) associated with the new Bypass Road, from the Contracting Engineer and/or Project Management Consultant (PMC) on project planning, scheduling, controls and implementation progress and provide technical advice, support and facilitation to keep all project activities on track.
- Collaborate with the CTR Project General Manager (and/or Deputy General Manager) in responding to M&E requests related to the project and any matters that may affect the project economic model, including ensuring quarterly delivery of source data and documentation for reporting against the Compact M&E plan, as appropriate.
- Support the timely preparation of all monthly, quarterly and other reports from MCA-Mozambique to MCC or other stakeholders.
Implementation of the Management Framework
- In coordination with the Contracting Party’s engineer and/or the CGP (Project Management Consultant), contribute to the implementation of a cohesive management framework, including tools, that integrates the technical and transversal areas of the project.
- Establish and maintain strong relationships with government technical counterparts, local authorities, project beneficiaries, including women and youth, and other stakeholders to ensure their active participation and support in project implementation, as appropriate.
- Work interdisciplinarily and collaboratively across MCA-Mozambique to contribute to the development of optimal approaches to align resource management, project planning and delivery to the objectives of the MCA-Mozambique Compact.
Stakeholder Engagement
- Represent, as appropriate, the Bypass Road component of the CTR Project at meetings, conferences and to project stakeholders (e.g. with national/local government counterparts, civil society, project beneficiaries, etc.) and identify and develop potential partnerships that can advance the work of MCA-Mozambique.
- Working with the CGP, the Contracting Engineer and the Design and Construction Contractor, ensure delivery of the products required for the design and construction of the Bypass Road.
Compliance and Complaints Management
- Assist in providing guidance to external implementing entities on compliance with the Implementing Entity Agreement, MCC technical guidelines, local regulations and reporting requirements to ensure compliance and transparency.
- In coordination with the Contracting Engineer and/or CGP, introduce tools to communicate the process and progress of CTR Project milestones.
- Analyze all potential and ongoing claims associated with the construction of the new Bypass Road in the context of the FIDIC Design and Build Contract and make recommendations to the CTR General Manager (and/or Deputy General Manager) with the aim of expeditiously and fairly resolving such claims, in collaboration with the Contractor’s Site Engineer and the CGP.
Budget and Resource Management
- Collaborate in the preparation, execution and, if necessary, modification of budgets and organizational charts, ensuring synergies within the organization.
- Utilize and update, as needed, expense tracking systems in addition to the organization’s online tools to ensure effective planning, accurate forecasting, and ongoing monitoring of project execution.
- Liaise with the RAP and ESIA consultants on all issues relating to the resettlement plan and/or the implementation of the environmental and social management plan that affect the progress of the CTR project, in collaboration with the Contracting Engineer and the CGP.
- Perform any other duties as assigned to support the overall success of the MCA-Mozambique Project and Compact.
Required Skills
Academic Background
- Bachelor’s degree in engineering or a field related to transport. (Master’s degree preferred)
- Preferably have a professional license in engineering, especially in civil engineering.
Technical Skills
- Minimum of 10 (ten) years of experience in managing road construction and/or rehabilitation projects in Mozambique or the region, including the management of civil works and/or construction supervision contracts;
- Minimum of 5 (five) years of experience in road construction/rehabilitation projects financed by international organizations in Mozambique or in the region.
- Availability to make regular field visits and interact with different stakeholders.
- Proven experience working in multidisciplinary teams.
- Good communication skills, with proven experience in reporting and contacting project stakeholders.
Preferred Skills
- Experience in road design;
- Experience in materials and flooring design;
- Experience in contract management (FIDIC Yellow Book).
Language and Information Technology Knowledge
- Solid computer skills in MS Office, Internet and familiarity with project management software.
- Fluency in Portuguese; command of professional English (sufficient to answer a phone call with English-speaking counterparts).
