Coopi is looking for a project administrator in the DRC
Present in the DRC since 1977, Coopi has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu, where there was the first intervention, Coopi’s activities have extended to most of the crisis areas, in order to implement emergency programs for the benefit of the displaced populations and victims of war with a particular focus on nutrition, food security and child protection. In the provinces at the end of the crisis, Coopi engages in the implementation of multi -year projects in order to ensure an emergency transition to development and guarantee harmonious and sustainable development.
Coopi promotes a response relevant to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, Coopi implements a dozen projects on the funding of the European Union, the Humanitarian Fund, the ICC and the UN agencies.
Post objective
The project administrator guarantees the correct administrative and financial management of projects supported by Coopi by ensuring the supervision of economic, financial and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in risk management (security, fraud / corruption, PSEA, etc.) for the local projects and partnerships he follows.
Responsibilities
Administrative/financial management
- Ensure Correct project accounting management in accordance with Coopi and donors’ procedures;
- Ensure correct project cash management (cash and bank) and monthly reconciliation (physics and with accounting software) in collaboration with the project manager;
- Ensure Regular update of project financial data in accordance with financial data from the country administration;
- Check with the project manager and presents to the country administrator the forecast of consolidated monthly expenses targeting the monthly fund request;
- Guarantee Regular update of accounting and computer accounting instruments of the project in order to allow monitoring and expenditure control;
- Guarantee financing to the project through the financing sheets, while respecting the provisional of the expenses drawn up and request those of the consortium partners;
- Supervise the payment of monthly tax and social taxes;
- Guarantee the passage of administrative, accounting and financial instructions between project managers and between accounting assistants;
- Ensure the budgetary and endorsement modification, in collaboration the project manager, the country administrator, the program manager;
- Ensure the drafting of the intermediate and finance financial reports of the project in collaboration with the project manager, under the supervision of the country administrator;
- Ensure electronic archiving of administrative and accounting documents related to the project.
Logistics management
- Ensure Regular verification of purchase and supply operations In close collaboration with the country logistics coordinator, in accordance with the market plan in compliance with the lessor and Coopi procedures
- Guarantee control of supporting documents, contracts with suppliers
- Check compliance and compliance with tax law
HR management
- In collaboration with the HR administrator, Ensure the administrative management of national project staff in accordance with the country labor code and the HR manual Coopi
- Ensure with the HR manager and the project manager the conformity of: recruitment of local staff, the development of TDR and contracts, post sheets, salary and payment slips, monitoring of leave, absences, assessments, disciplinary measures, individual requests
- Supervise and train the national administrative staff assigned to the project in collaboration with the project manager
- Participate and supervise the selection of national accounting and administrative staff
- Guarantee the evaluation of its national administrative staff
- Supervise the administrative management of national project staff in accordance with the country’s labor code and the HR manual Coopi
Candidate profile
Essential
- Higher education (license) or equivalent With experience in the field of economics, development cooperation, international relations or the implementation of international projects
- At least 2 years of experience in the economic and financial management of projects and in accounting in NGOs (work experience in Africa and / or in conflict / post-conflict contexts is an asset)
- Control of French language
- Knowledge of the funding rules for United Nations agencies (UNICEF, OCHA, etc.)
- Mastery of current software (Word, Excel, Power Point)
- Experience in the use of accounting databases
- Experience in financial reporting and internal control management
- Sense of organization and teamwork
- Ability to work under pressure, independently and in an often non -comfortable environment
- Ability to work in a sensitive and complex political and security context and in a multicultural environment
- Interest and motivation to work in an NGO respecting its values and principles
Desirable
- Work experiences in French -speaking African countries
- Previous experience with Coopi and knowledge of its procedures
