The Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local populations/host communities. DRC is currently seeking a highly qualified Disaster Preparedness Team Leader for a 06-month contract (renewable based on funding and performance) based in Catatumbo, Edo. Zulia, Venezuela.
About the work:
DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in Sucre, Apure and Zulia states. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions on improved hygiene and food safety practices.
General purpose of the role:
Under the supervision of the Base Manager, the Disaster Preparedness (DP) Team Leader will be directly involved in and ensure the day-to-day implementation of DP activities, especially in the intervention areas. He/she will also be responsible for DP, including planning, facilitating DP implementation activities through direct involvement of partner agencies and authorities, managing DP teams, developing DP-related information and communication materials and awareness-raising for persons with specific needs (PSNs), IDPs and host communities in the selected areas, in accordance with the culture and practices of the population. The DP Team Leader will be required to coordinate and direct disaster preparedness and response activities, ensuring effective implementation of strategies and procedures to minimize negative impacts on the population and the environment.
Your main duties and responsibilities will be:
- Lead PD-related assessment needs in IDPs and host communities in Apure and any other area, as directed by the Base Manager and technically managed by the PD Specialist.
- Lead in the identification and selection of beneficiaries with the assistance of local authorities and others from the Protection, Economic Recovery and WASH teams. In addition to ensuring that the correct briefs of understanding are established with relevant service providers/stakeholders.
- Prepare work plan and IEC materials (visibility information material) in consultation with the Base Manager and Disaster Preparedness Specialist, effectively manage DP projects using appropriate tools to ensure projects are delivered on time, within budget and with the expected quality.
- Ensure that PD teams take into account the vulnerabilities of marginalized and/or protection-risk communities and that they participate in each of the project cycles related to PD activities.
- Lead all PD trainings using a participatory approach with high hands-on involvement and also support WASH emergency preparedness and response activities.
- Contribute to the development of training and guidance materials. Document results and lessons learned from the implementation of the PD programme, including emergency preparedness and response, to promote knowledge sharing with counterparts and PD stakeholders.
- Liaise with other relevant actors/NGOs, local administrators and IDP leaders for collaborative efforts, inter alia, participate in the DP Cluster Coordination meetings within the Danish Refugee Council (DRC), other sectors such as Economic Recovery (Food Security and Livelihoods), Protection and WASH for proper coordination of activities.
- Ensure that all relevant stakeholders have information about the organization’s background, program, objectives, areas of work, program duration, and field activities.
- Complete appropriate PD sector forms and documentation for intervention projects, including transport of GPS coordinates and mapping of project activities/areas, among others.
- Lead contingency planning for a potential PD emergency response, if necessary.
- Ensure the correct presentation of the office and professional ethics in the control of movements and guarantee the security of all documents.
- Track and prepare weekly, monthly, quarterly, all work plans, program procurement plan, and annual progress reports on activities related to PD programs, including documentation, beneficiaries, and success stories.
- In the absence of the Base Manager, support the DP project with close coordination between the Program Manager and the DP Specialist.
- Perform any other relevant tasks as requested by line managers and the PD team.
- Supervise drills and preparation exercises to ensure team efficiency.
- Continually assess potential risks and adjust response plans as necessary.
- Develop and implement comprehensive disaster preparedness plans.
- Train and lead the emergency response team.
Required
- 3 years of experience in the field of DP and others.
- Excellent understanding of basic training in PD programming, participatory training methods, community mobilizations and networking.
- Bachelor’s degree in Humanitarian Work, Bachelor’s degree in Disaster Management, Political Science, Environmental Science and other related or similar degrees. Higher education adds value to the selection process.
- Computer skills and statistical data management.
- Effective and timely implementation of all interventions described in the product and any other PD-related programmatic activities.
- Work experience and knowledge of the local duty station.
- Able to adapt to changing situations as needed.
- Able to work well under pressure and adverse conditions.
- Leadership experience in the humanitarian sector.
Desirable
- Calm and diplomatic character.
- With knowledge of Protection, WASH or Economic Recovery aspects.
- Ability to manage competing priorities and meet deadlines;
- Ability to lead a team and create a good team atmosphere;
- English management
- Knowledge of the Venezuelan legal framework and international law.
