Coopi is looking for a Meal official in Niger
Coopi has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. Coopi is currently working in the Diffa region in the protection, mental health, and emergency education sectors, in Niamey and Agadez in mixed migration with the management of passing boxes and the psychosocial support of refugees and migrants, in the regions of Tillabéry and Tahoua with interventions in the field of nutrition/health and emergency education, in Maradi protective. The main donors are Echo, the European Union, Swiss cooperation, FHRAC, Italian cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM).
Post objective
The manager Meal will be based in Niamey But will have to go to all the areas where Coopi intervenes. For the majority, these are medium -term emergency projects. The manager Meal, who operates at the national coordination level within the programs team is responsible for the adoption of the Meal system – with its tools and guidelines – in the country and supports the coordinator of the programs in the development of objectives and methodologies for the aggregation and analysis of project data at countries to contribute to improving the quality of the programs.
Responsibilities
Continuous transversal activities:
- Supports the program coordinator in the development of a theoretical program framework at the national level with indicators / evaluation questions specific to the sector and analysis tools;
- Defines the sources of verification in accordance with the theoretical framework;
- Supports the program coordinator in the analysis of data trends collected in projects;
- Sends, with the program coordinator, trend analysis reports to regional coordination;
- Develops and updates standard methodologies and tools for data collection by sector, taking as reference the sectoral methodological indications worldwide contained in the Coopi SOP;
- Prepare a list of documentary resources necessary for S&E activities (for example, documents to be produced by type of activity);
- Develops a list of common expenses of recurring costs for S & E activities in order to support the identification of the costs necessary for the realization of data collection activities.
CONCEPTION :
- Prepares / supports the preparation of the S&E plan in accordance with the project proposal and / or other specific documents relating to the activities of S&E requested by the lessor;
- Coordinates and supports the execution of basic assessments and surveys.
Project follow -up:
- In close collaboration with the programs coordinator, forms and supports PMs to the use of S&E tools and guides. When a new PM joins the team, it is in charge of supporting it in the implementation of the tools to be used once in the field to follow the activities of the project;
- In collaboration with the program coordinator, he receives periodic monitoring reports from PMs, working to answer all critical questions concerning the technical and methodological aspects of monitoring;
- Methodologically supports the program of programs in the realization of baseline, endline, assessment and harvests of data relating to production levels as results and objectives;
- Develops an analysis of trends emerging from PM monitoring reports to help the program coordinator in the more complete analysis of the progress of the project;
- Performs, in coordination with the program coordinator, follow -up missions in the field.
Assessment:
- Supports – and facilitates if necessary – self -assessment and review exercises after action of CDPs with the project team;
- Performs internal assessment missions;
- Supports the achievement of external evaluation missions: revision of TDRs, start -up reports and final reports relating to external assessments to ensure the quality and rigor of the process.
Learning:
- Support the program of the program in the summary, aggregation and analysis of the data of projects, monitoring and evaluation missions and self-assessment exercises to clarify future planning;
- Contributes to the capitalization activity.
Candidate profile
Essential
- At least 5 years of experienceincluding 2 years in the fields of monitoring and evaluation in an emergency context;
- Excellent experience in Data Base management (collection and data analysis) and report production;
- Demonstrated experience of the research methodology, in the development of logical frameworks and results executives;
- Excellent oral and editorial mastery of French and English;
- Knowledge of donors such as USAID, ECHO, UNHCR, European Union;
- Excellent skills in context analysis;
- Excellent skills in written and oral communication **; **
- Flexibility and accommodation with difficult and sometimes uncertain working conditions;
- Patience, organizational and team management capacities, decision -making and diplomacy;
- Capacity for autonomy in work;
- Large competence in technical writing and the development of project proposals;
Desirable
- Previous experience with Coopi and knowledge of its procedures;
- Professional experience proven in Niger or similar contexts;
- Ability to resilient and adapt to difficult contexts in landlocked places;
- Training and capacity building experience;
- Solid skills in terms of evaluation and development of partners’ capacities, in particular institutional strengthening, mentoring and coaching.
