With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the areas. most vulnerable areas of Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander and Bolívar.
About work
We work to enable communities emerging from conflict to regain access to their homes and support the efforts of governments, relief and development organizations to enable community recovery and transition to social and economic development.
DRC is currently looking for an Administration and Finance Officer for the Support area who, with their management, will support ACM’s Comprehensive Mine Action program that is implemented in municipalities of the department of Caquetá.
Position: Financial and Administrative Officer
Purpose of the position:
Support the support service department in the various financial, administrative and logistical tasks to respond to the needs of the technical and program departments.
Responsibilities
Transfers and Payments:
- Ensure all payments are made on time and in accordance with existing DRC forms.
- Ensure that all payments comply with the requirements of national and local legislation.
- Ensure payment documents comply with DRC internal financial procedures and donor regulations.
- Ensure proper transfer of funds from the National Office.
Accounting Management:
- Make accounting records of all transactions carried out by the entity in DRC Colombia’s accounting systems.
- Manage and be responsible for petty cash.
- Prepare periodic cash counts.
- Ensure all bank accounts are reconciled.
- Maintain adequate filing of all financial documentation (receipts, contracts, bidding documents, etc.).
- Ensure all expenses are entered into DRC Dynamics on time and to the highest quality.
- Follow up on advances and accounts payable in accordance with DRC internal policies.
Control, planning and presentation of budget reports:
- Liaise with program managers in regular budget monitoring.
- Use budget monitoring and control tools.
- Support the development of new proposals with financial information for budgeting.
- Prepare all the documentation required for the monthly accounting closing.
- Prepare reports according to the needs of the finance area.
- Correctly use the DRC Dynamics functionalities with the roles authorized for their activities.
Audit management:
- Support the organization in external and internal audits and requests for donor information
- Support the consolidation, review and presentation of audit information.
- Respond to audit requirements.
- Support the response to the audit.
Tax Management:
- Support in the preparation of exogenous information.
- Support in the requirements requested by the tax administration.
- Ensure compliance with all fiscal and tax requirements
Human Resources:
- Support the Support Manager and other managers with the recruitment of new staff and the collection of required documents.
- Assist or lead people’s well-being initiatives defined through the Human Resources Management Strategy.
- Support the activities of your base’s Occupational Health and Safety Management System.
- Develop links to consolidate effective recruiting sources to strengthen a broad database of candidates.
- Monitoring of the recruitment and selection process during all its phases: Short lists, invitation to technical tests, interviews and evaluation of results, validation of job references.
- Ensure documentation of the recruitment and selection process to guarantee internal and external audit reports.
- Ensure legal documentation corresponding to the contractual legal framework of workers and suppliers in the human resources area.
- Prepare, advise and supervise leave, staff absences and vacation control in Dynamics.
- Prepare and update induction packages for new staff.
- Provide field support for the organization’s social security issues, in contributions and payments in the system.
- Provide field support for social security affiliation issues.
- Manage the monitoring of the recovery of contributions and disabilities, generating a monthly control.
- Keep physical files and digital files in Share Point, Human Resources at the Base, updated and organized.
- Manage job inspections or analysis.
- Manage the registration of the casino’s food consumption sheets.
Supply Chain and Purchasing:
- Support with logistics/procurement tasks, including support in obtaining local quotes for supplies, arranging deliveries and local purchasing.
- Responsible for coordinating the use of vehicles in the most efficient manner in coordination with field teams.
- Manage and maintain procurement tracker, fleet management report and warehouse checklist under the supervision of the Purchasing and Supply Chain Leader.
- Planning and monitoring the reception, storage, loading and dispatch of merchandise with those responsible for the program.
- Participate and collaborate in maintaining the updated list of suppliers.
- Manage the coordination of travel and accommodation for Base collaborators, as well as accommodation and ground transportation of visitors, maintaining constant communication with the Supply Chain.
- Other tasks assigned by the Support Manager, Area Manager and Supply Chain Leader, in accordance with the programmatic needs of the base.
Security and health at work
- Seek comprehensive care for your health.
- Actively participate in the formation of COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SG SST.
- Report in a timely manner the dangers and risks latent with your workplace.
- Attend OSH training defined by the SG-SST training program.
- Ensure the maintenance of order and cleanliness in your position and work area.
- Provide clear, truthful and complete information about your health status.
- Immediately report work accidents, incidents (near accidents) and illnesses diagnosed as work-related to the OSH area and your immediate boss.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
- Participate in training activities, drills and those that are scheduled from safety and health at work.
- Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Experience and Technical Skills:
- 2 years of experience in similar positions, preferably in non-profit entities (NGO).
- Intermediate level of English (preferred).
- Excellent command of the Office package, particularly Excel (advanced).
- Management skills, proactivity, organization and attention to detail.
- Communication skills, warmth and friendliness, service orientation.
- Knowledge of administrative processes, human resources and logistics.
Education:
- University degree in Finance, Accounting, Industrial Engineering, Business Administration or related careers.
Languages:
- Basic knowledge of the English language is an advantage.
