About work

DRC/ACM has been present in Colombia since 2011, focused on capacity building, creating humanitarian demining programs and supporting populations affected by conflict in the south of the country. We work to enable communities emerging from conflict to regain access to their homes and support the efforts of governments, relief and development organizations to enable community recovery and transition to social and economic development. We are currently looking for a Clearance Team Leader, to work in the department of Bolívar, in the different municipalities assigned to DRC.

Purpose of the position: Lead a group of deminers in the search for MAP/MSE/AEI in technical study and clearance operations, contributing to the land release process in an efficient and systematic manner.

Responsibilities:

  • Collect up-to-date and reliable information on suspected hazardous areas and confirmed hazardous areas.
  • Exercise command and control of the assigned clearance team.
  • Ensure that personnel comply with security measures in clearance/technical study activities.
  • Coordinate the execution of in-situ destruction of the MAP/AEI/MSE, when it is mandatory and feasible at the technical level.
  • Verify compliance with the specific POAs by each of the elements of your team.
  • Verify the safety distances provided in the POA of DRC-ACM Colombia.
  • Verify the proper location of the closest landing site (HLS) and/or parking location of the evacuation vehicle, to ensure adequate MEDEVAC.
  • Verify that all members of the unit and visitors are well aware of the security measures.
  • Verify at the end of the work day that the entire Reduced/Clear area is marked and that the Explosive Devices that were destroyed are registered or those that could not be destroyed are properly marked.
  • Carry out Internal Quality Control in the Reduced/Clear area in accordance with the provisions of the operational procedures.
  • You must be able to fight a fire start with your unit.
  • Verify that the Deminers’ material and equipment is in operational condition and in sufficient quantities.
  • Verify that all personnel are in optimal health conditions before and during demining work.
  • Maintain visual contact with the Deminers on your team, and ensure that they respect safety distances.
  • Coordinate weeding tasks, use of wire rods and excavation when necessary.
  • Verify the correct maintenance, calibration and handling of the detectors according to the manufacturer’s manual.
  • Be responsible for ensuring that the work site is tidy and that all waste is deposited in the respective pits or containers. Once the daily work is completed, you must count and weigh this waste.
  • Carry out the daily safety talk (Briefing) to the Deminers or Visitors and coordinate the daily work, updating it according to the progress that occurs.
  • Verify that the MEDEVAC Plan, communications and marking is in condition to be able to start the work.
  • Verify daily that the paths or segments worked with Complete Excavation comply with the minimum depth of 13cm.
  • Record and send the ET/D Daily Progress Record to the Supervisor.

Safety and Health at Work

  • Seek comprehensive care for your health.
  • Actively participate in the formation of COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
  • Comply with the rules, regulations and instructions of the SG SST.
  • Report in a timely manner the dangers and risks latent with your workplace.
  • Attend OSH training defined by the SG-SST training program.
  • Ensure the maintenance of order and cleanliness in your position and work area.
  • Provide clear, truthful and complete information about your health status.
  • Immediately report work accidents, incidents (near accidents) and illnesses diagnosed as work-related to the OSH area and your immediate boss.
  • Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
  • Participate in training activities, drills and those that are scheduled from safety and health at work.
  • Participate and contribute to the fulfillment of the SG-SST policy and objectives.

Other functions:

  • Understand, represent and respect the strategy and mandate of the ACM, as well as ensure such understanding and adherence in the team.
  • Enforce and ensure that the team applies mission safety rules at all times.
  • Respect and observe compliance with local safety regulations, internal work regulations, among others, by ACM staff at all times.
  • Responsible for the use of the vehicle assigned to the unit.
  • Any other duties assigned by the Supervisor and Operations Manager.
  • Maintain the vehicle in your charge in perfect condition of cleanliness, presentation, operation and conservation.
  • Ensure the care of the vehicle assigned under your responsibility.
  • Drive the assigned vehicle, in compliance with the transportation or mobilization activities required by the Organization, according to the instructions provided, DRC driving rules, driving schedule in addition to hosting risk areas.
  • Timely inform the immediate boss about the itinerary, performance, mileage, failures of the operated vehicles and tanks.
  • Ensure that the trip to be made is registered and authorized in the weekly vehicle schedule.
  • Promptly inform the office in charge of vehicle maintenance and repair of all types of failures or damage to the vehicle and, if necessary, carry out any procedure with insurance companies.
  • Promptly inform the appropriate party of any collision or traffic accident that occurs in the performance of their duties.
  • Responsible for onboard equipment such as road kit, first aid kit, keys and vehicle documents.
  • You must ensure that passengers make good use of the vehicle, in addition to ensuring that they take safety measures, specifically the seat belt.
  • Store the vehicle as soon as it has been indicated and in the assigned place.

Medical support, Command and Control:

  • Keep the first aid and MEDEVAC skills that the organization instructs you up to date.
  • Know in detail the MEDEVAC Plans at your work site, base, camps and/or en route.
  • Assist the Team Leader or anyone responsible at all times in the execution of the MEDEVAC in the event of an accident.
  • Verify that the MEDEVAC Plan, communications and marking is in condition to be able to start the work.
  • Verify the proper location of the closest landing site (HLS) and/or parking location of the evacuation vehicle, to ensure adequate MEDEVAC.

Logistics and resources:

  • Ensure that the equipment and means made available to you are used correctly, keeping them in perfect operational condition (cleanliness and care).
  • Immediately report all damage and/or loss of materials/equipment to the Clearing Supervisor.
  • You must comply with traffic laws, vehicle care and maintenance and any other regulations that ensure the care of the vehicle.
  • Support in the daily maintenance activities of the areas inhabited by DRC, camp, demining areas and others related to the organization.

Cross-cutting responsibilities:

  • Attend special training as required.
  • Apply humanitarian and DRC principles in the exercise of their functions.
  • Be willing to carry out other tasks, in which DRC-ACM trains you, for the best fulfillment of the objectives and indicators of the program, for example, performing tasks as a Community Liaison, a Deminer, or a Vehicle driver.
  • Comply with the organization’s code of conduct and Local Safety Standards.

All DRC staff are expected to undertake the following general duties:

  • Work within the framework of DRC core values ​​and standards.
  • Be familiar with and adhere to all DRC policies and procedures.

Education:

  • Complete Bachelor
  • Deminer course and accreditation.

Experiences and technical skills:

  • B1-B2 driver’s license.
  • Demonstrable development ability, management of internal Quality control of non-technical study operations, including motivation and leadership of the team(s).
  • 2 years of specific experience in demining

Desirable:

Equivalent training and positions in other organizations are valid:

  • Accreditation as Clearance Team Leader
  • Technician or Technologist in some area of ​​knowledge.
  • EOD I course and accreditation.
  • Knowledge of GP mapping and use.
  • Knowledge of Colombian labor legislation.

Languages:

  • English desirable.
