DRC is currently seeking a highly qualified WASH Officer for a 06-month contract (renewable based on funding and performance) based in Catatumbo, Edo. Zulia, Venezuela.
About work:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions in best hygiene practices and food safety.
General purpose of the role:
Under the supervision of the Base Manager, the Water, Sanitation and Hygiene (WASH) Officer will be directly involved and ensure the daily implementation of Water, Sanitation and Hygiene activities, especially in the intervention areas. It will also be responsible for the water, sanitation and hygiene components, including assessment, planning, facilitation of WASH implementation activities through direct participation of partner agencies and authorities and development of information and communication materials associated with the hygiene/sanitation and awareness raising for people with specific needs (PDE), internally displaced persons and host communities in selected areas, in accordance with the culture and practices of the population.
Your main duties and responsibilities will be:
- Lead assessment needs related to water, sanitation and hygiene in internally displaced persons and host communities in the southern area of Lake Maracaibo based in Santa Bárbara del Zulia and any other surrounding area, according to the instructions of the Base manager and technical management WASH specialist.
- Assist in the identification and selection of communities, beneficiaries or intervention centers with the help of local authorities and others derived from the protection teams, RecEc, as well as ensuring that the correct memorandums of understanding are established with relevant service providers /interested parties.
- Prepare work plan and information, education and communication (IEC) materials in consultation with Base Manager and WASH Specialist, effectively manage WASH projects using appropriate tools to ensure projects are delivered on time , within budget and with the expected quality. Work under the direction of a water, sanitation and hygiene specialist.
- Ensure that vulnerable communities and/or with protection risks, including women, participate in each of the project cycles related to water, sanitation and hygiene activities.
- Facilitate all water, sanitation and hygiene trainings by using a participatory approach with high hands-on participation and also support WASH emergency preparedness and response activities.
- Contribute to the development of training and guidance materials. Document results and lessons learned from water, sanitation and hygiene program implementation, including emergency preparedness and response, to promote knowledge sharing with water, sanitation and hygiene counterparts and stakeholders.
- Liaise with other relevant actors/NGOs, local administrators and IDP leaders for collaborative efforts, including participating in thematic group coordination meetings on water, sanitation and hygiene and, within the Danish Refugee Council ( DRC), other sectors such as Economic Recovery (food security and livelihoods), Protection for proper coordination of activities.
- Ensure that all relevant stakeholders have information about the organization’s background, program, objectives, areas of work, duration of programs and activities in the field.
- Complete the appropriate WASH sector forms and documentation for intervention projects, such as: needs assessment, project proposals, metric calculations, schedules, plans, schematic designs, management of GPS coordinates, mapping of project activities/areas, among others.
- Conduct hygiene promotion training/campaigns, daily supervision of field activities and ensure data collection from beneficiaries as required.
- Contribute to contingency planning for a potential water, sanitation and hygiene emergency response, if necessary.
- Guarantee the correct presentation of the office and professional ethics in the control of movements and guarantee the security of all documents.
- Track and prepare weekly, monthly, quarterly all work plans, procurement plans for the program and annual progress reports on activities related to water, sanitation and hygiene programs, including documentation, beneficiaries and success stories.
- In the absence of the Base Manager, support the WASH project with close coordination of the Program Manager and the WASH specialist.
- Carry out any other relevant tasks as requested by line managers and the water, sanitation and hygiene team.
- Good use of information on construction and/or rehabilitation works of essential basic systems in health centers, creation or training of water, sanitation and hygiene committees in health centers; household water treatment techniques, excreta disposal systems, waste management, among others.
Requested
- 2 years of experience in the field of WASH and others.
- Solid understanding of basic training in water, sanitation and hygiene programming, participatory training methods, community mobilizations and networking.
- Degree in Public Health Engineering/Civil Engineering/Mechanical Engineering/Architecture or other equivalent professional with experience in WASH.
- Computer knowledge and statistical data management.
- Effective and timely implementation of all interventions described in the product and any other programmatic activities related to water, sanitation and hygiene.
- Work experience and knowledge of local duty station.
- Able to adapt to changing situations as needed.
- Able to work well under pressure and in adverse conditions.
Desirable
- Master’s degree or specialization in International Relations, Water Supply and Sanitation Engineering, Hydraulic Engineering, Environmental or Water Resources Engineering, Civil Engineering or directly related field.

- English proficiency
- Knowledge of the Venezuelan legal framework and international law.
