Description of the mission:
The Multi-Donor Action “EU Support to ECOWAS in Peace, Security and Governance” (EU Support to ECOWAS in Peace, Security and Governance – EPSG) is co-financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ) and jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Expertise France (EF) and the International and Iberoamerican Foundation for Administration and Public Policies (FIIAPP) as a consortium (lead: GIZ). The duration of this Action is planned from 01.11.2024 to 31.10.2027 (36 months).
This action represents the third phase of EU support to ECOWAS in the area of peace and security. As the leading African organization with a mandate to bring together West African states to address peace and security issues in the region, ECOWAS’ role as a regional platform is essential. Despite the challenges posed to its mandate in the central Sahel, the organization retains a strong political mandate and proven expertise in conflict prevention and management, as well as peace mediation.
This action is designed to strengthen the implementation of the ECOWAS Peace and Security Architecture (EPSA) at the regional and national level, throughout the conflict cycle (conflict prevention, management, mediation and resolution) while by advancing the values of democracy and human security.
The EPSG project has four (4) specific objectives:
- Based on the ECOWAS early warning and response mechanisms, conflict prevention, crisis management and peace mediation in the ECOWAS region are strengthened.
- ECOWAS’ contribution to a secure, democratic and human rights-based environment, with emphasis on Member States in post-conflict or democratic transition situations, has increased.
- Electoral systems in ECOWAS member states are being strengthened to prevent election-related violence and promote democratic stability.
- The “Peace and Security” agendas for women and youth are implemented with greater coherence and effectiveness, both at the institutional level within ECOWAS and in the targeted Member States.
Expertise France will intervene on specific objectives 1, 2 and 4 and more specifically on the four (04) results below in the following selected countries:
- 1.1 The capacities of National Coordination Centers for Response Mechanisms and National Infrastructures contributing to peace to effectively implement early warning and response measures are strengthened > in Guinea and the Republic of Côte d’Ivoire.
- 2.1. Strengthening security sector reform processes with respect for the rule of law, human security and accountability > in Guinea and the Republic of Côte d’Ivoire
- 2.2 Parliamentary committees, human rights institutions, civil society actors and the media are strengthened in their role of democratic control of the security sector in ECOWAS Member States > in Guinea and the Republic of Côte d’Ivoire
- 4.2 Implementation of the African Union (AU) agenda for youth, peace and security is strengthened in the ECOWAS region > in Guinea, the Republic of Côte d’Ivoire and Nigeria.
If the EPSG project will cover all ECOWAS member states, with particular attention to countries in transition but also the northern regions of coastal countries (Benin, Ivory Coast, Togo and Ghana) affected by the effect of contagion of security crises in the Sahel, Expertise France will intervene at the level of member states and support the implementation of the above results in Guinea, the Republic of Côte d’Ivoire and Nigeria.
Job description:
Under the supervision of the Project Manager based in Abidjan, the Guinea National Coordinator based in Conakry is responsible for planning, steering and monitoring activities relating to results (components) 1.1. and 4.2 cited above for Guinea. For information purposes, results 2.1 and 2.2 will be conducted by dedicated expertise under the direct responsibility of the project management.
In consultation with the Project Manager and the Expertise France headquarters, the Guinea National Coordinator manages the production of deliverables and products as well as the use of dedicated resources for these components in Guinea and ensures that the objectives set are achieved while respecting the budget, the deadlines and the terms established by Expertise France.
Additional expertise may be mobilized for each component based on identified needs.
When the security situation allows, the Guinea National Coordinator will make visits to supervise activities undertaken in Guinea (in Conakry and other sites in the country if applicable). Occasional trips to Abuja alongside the Project Manager may take place in order to support the representation of Expertise France and the good coordination of actions with other members of the consortium, the EU delegation in Abuja and ECOWAS representatives where appropriate.
Mission description:
In more detail but not exhaustively, the Guinea National Coordinator will be expected to:
- Plan, prepare and implement activities relating to the aforementioned components in Guinea, both operationally and budgetarily, with the assistance of the project team, short-term experts and service providers mobilized for certain specific activities;
- Monitor the real-time progress of activities and the overall situation in the areas and sectors of intervention concerned, comparing achievements with the indicators defined in the logical framework of the project as well as monitoring budgetary expenditure and the current balance relating to its components;
- In relation with the Project Manager, the headquarters of Expertise France and the Project Support Unit (USP) of Expertise France in Guinea, ensure compliance with administrative and financial management and procurement procedures. markets and logistics processing of managed activities;
- Contribute to the preparation of technical and periodic narrative reports (intermediate and final) and the review of financial reports/expenditure logs, relating to the progress of its components according to the directives of the Project Manager;
- Identify expertise needs and report them to project management; contribute to the recruitment of experts or consultants linked to its components, then supervise, support and monitor the successful completion of their missions within the allotted deadlines;
- Ensure dialogue with national authorities and partners involved in the implementation of its components in Guinea as well as the fluidity of exchanges and sharing of information with project management, Expertise France headquarters, experts and others stakeholders;
- Identify the risks and impacts associated with the implementation of the activities of its components, and propose recommendations and corrective measures with implementation of adaptation plans if necessary;
- Contribute to visibility actions for activities managed in Guinea by following the guidelines of the project management and the EU.
Qualifications and experiences:
- Bachelor’s or Master’s degree in international cooperation project management, political science, security studies, law or equivalent;
- At least 6 years of professional experience in leading international projects in the development sectors and/or in the areas of peacebuilding, governance, or any other related field;
- Proven experience in the areas of early warning and response and/or support for initiatives in favor of youth;
- Proven professional experience in fragile contexts and, preferably, in West Africa;
- Proven experience in leading projects funded by the European Union and/or projects for the benefit of ECOWAS will be considered an asset.
Skills and qualities:
- Excellent project management skills (technical, administrative and financial planning and monitoring);
- Ability to supervise the implementation of activities and ensure monitoring and evaluation in close collaboration with the project management, the Expertise France headquarters and the leader of the consortium;
- Ability to identify issues in managed areas of intervention and provide a programmatic vision;
- Ability to establish relationships of trust and maintain collaborative dialogue with national partners and project stakeholders;
- Strong written and oral communication skills, effective representation and liaison abilities;
- Proven writing and synthesis skills;
- Excellent command of written and spoken French; professional level proficiency in English, both oral and written;
- Personal qualities: Ability to be autonomous, comfortable working in a multicultural environment, flexibility, ability to manage pressure; constructive and results-oriented attitude; attention to detail and quality of results.
