DRC is currently seeking a highly qualified Protection Team Leader based in Catatumbo – Santa Barbara del Zulia, Venezuela.
About the work:
DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure and food security.
Job Objective: Under the supervision of the Protection Manager, the TLP-Catatumbo will support the implementation of all Protection objectives of DRC projects, as well as ensure the quality of planning, implementation and monitoring of all technical aspects of the protection activities being implemented by DRC in the South of the Lake, supporting the Protection Manager in developing and maintaining good relations with persons of concern, relevant stakeholders and other humanitarian actors, to ensure the necessary implementation and coordination for DRC protection activities and in the preparation of required protection reports. Additionally, the TLP-Catatumbo will be responsible for the direct management of all protection and legal assistance assistants and officers.
Responsibilities:
Sectoral:
- Advocacy on the rights of persons of concern in the context of their displacement, facilitating access to basic services, vulnerability-based individual protection assistance, legal assistance, community-based protection, safe referrals, rights monitoring and rights awareness-raising with host communities and other actors.
Implementation of the Protection Project
- Participate in the implementation of general protection activities in accordance with agreed objectives.
- Monitor and analyze trends by reading quantitative and qualitative data collected by the protection team in Catatumbo and surrounding municipalities for management, program and promotion purposes.
- Coordinate, plan and monitor the activities of field protection and legal assistance teams.
- Organize workshops in coordination with the Protection Manager to strengthen the skills of protection officers.
- Oversee legal aid activities, with support from legal aid officers where possible, to ensure timely delivery of services.
- Support Community Based Protection activities, organize and implement relevant activities in assigned communities.
- Systematize the internal and external care route to strengthen the referral system.
- Ensure the security and confidentiality of the information collected in accordance with the DRC code of conduct, information sharing protocol and relevant line manager guidelines.
- General guidance and support to protection staff to identify community protection assistance needs, through focus group discussions, direct observation, formal and informal interviews, using an age, gender, diversity approach, and recommend the best type of assistance to address those needs.
- Maintain close cooperation with government counterparts and humanitarian actors to strengthen the public route, as well as the humanitarian cooperation route within the framework of the established referral mechanism.
- Prepare and consolidate high-quality weekly and monthly reports based on the quantitative and qualitative data collected in protection monitoring
- Ensure proper cleaning of the protection monitoring database to allow for the preparation of monthly reports.
Programming and Operations
- Ensure efficient and effective implementation of the program
- Prepare reports and participate in writing monthly/quarterly/annual proposals and budgets for donors.
- Manage and monitor day-to-day project activities to ensure they are executed in accordance with project objectives, the work plan, and DRC guidelines and procedures.
- Conduct regular site visits to assigned field sites and support protection and legal assistance staff in their activities.
- Organize and ensure the proper design and implementation of awareness-raising sessions and information campaigns for persons of concern and host communities.
- Identify vulnerable people according to criteria set by DRC and ensure appropriate action, including referrals to specialist services.
- Lead the safeguarding team in undertaking safeguarding monitoring, rapid safeguarding assessments, PWSN identification, referrals and delivery of Individual Safeguarding Assistance (IPA).
Coordination and representation.
- Maintain contact with local authorities, service providers and humanitarian actors to support service mapping and development of effective care pathways.
- Collaborate with internal and external technical experts on relevant industry topics
- Represent DRC at relevant internal and external technical coordination meetings, etc.
- Contribute to the coordination and good working relationships, in a constructive, supportive and effective manner between the DRC teams and offices, both in Zulia state and in other states of the country, guaranteeing the effectiveness between the protection teams and other departments, under the coordination of the protection manager.
- Ensure integration with other DRC sectors.
Project development
- Prepare work plans for the protection and legal assistance team
- Support the Protection Manager in the preparation and development of long-term work plans
- Participate in the development of project tools.
- Organize and direct the implementation of protection monitoring
- Ensure that the referral and IPA databases are updated, as well as the protection monitoring database is reviewed.
- Monitor and evaluate projects.
Logistics / Finance
- Support the monitoring of financial commitments and expenditures and provide timely information on budget tracking.
- Proactively plan and coordinate logistics and personnel movements to and from different operational areas.
- Initiate acquisitions and ensure their execution.
- Ensure distribution plans are prepared and shared with logistics in a timely manner.
Supervisor Responsibilities:
- Coordinate the daily activities of the ground protection teams;
- Does not have direct responsibility for line management for staff, but may contribute to the recruitment and/or performance appraisal of protective team members
- Implement the decisions of the Protection Manager through the work of the rest of the protection team, often playing a role in deciding how to do it and how to achieve the objective set by the manager.
Experience and technical skills:
- Minimum 2-3 years of relevant experience in humanitarian protection, related to an NGO, UN agency or other non-profit organization
- Experience working in community-based legal assistance and protection.
- Experience in supervising teams and preparing work plans.
- Excellent experience and ability to interview people of all ages and backgrounds
- Excellent skills and experience progress in database management and use of Excel
- Experience in the analysis of quantitative and qualitative data.
- Above average writing skills.
- Excellent skills in MS Word and PowerPoint
- Experience in producing technical material (training material, protection tools, reports, documents, etc.);
- Skills and experience in training and developing the capabilities of inexperienced staff.
- Experience with accountability measures and compliance with DRC and donor requirements.
Desirable:
- Diplomatic character.
- Ability to manage competing priorities and meet deadlines.
- Ability to create a good team atmosphere.
- Mastery of the English language is an advantage.
Education:
Relevant diploma or professional qualification in political science, law, social work, international development, psychology, human rights or related fields.
Languages
