Context
The Government of Madagascar (GoM), with funding from the International Development Association (IDA), is seeking to engage a Consultant to conduct a feasibility study to facilitate the implementation of a major program on digital awareness and basic digital skills for digital inclusion in Madagascar. The study will aim in particular to conduct an assessment of the basic digital skills ecosystem in Madagascar, as well as to support the design of a digital literacy program funded by the Digital and Energy Connectivity Project for Inclusion in Madagascar (Digital and Energy Connectivity for Inclusion in Madagascar ou TENTH).
Mission objectives
The objective of this consultation is to assist the Ministry of Digital Affairs (MNDPT) in assessing the ecosystem of basic digital skills in Madagascar and recommending a comprehensive program to strengthen basic digital skills (digital literacy) to reduce the digital divide. The program must be adapted to the characteristics of Madagascar with a design that ensures impact, sustainability and inclusion beyond the implementation of the DECIM project.
The specific objectives of the mission are to:
- conduct a feasibility study on basic digital skills to better understand the needs of the population, as well as the existing offer of different digital skills training in the country, and identify the most demanded and highest impact basic digital skills for the general population to use digital tools and services;
- conduct a comparative analysis of similar interventions (i.e. awareness campaigns, digital skills training programmes, training of trainers activities, etc.) in other similar countries (with similar size and socio-economic characteristics) and highlight how lessons learned from these countries could be leveraged by the project in the context of Madagascar;
- based on the feasibility study and lessons learned, provide recommendations on the best training models that could be implemented in Madagascar to meet the needs and design a basic digital skills training program, which will be tested through a small-scale pilot project at a later stage to validate the approach and mechanisms to be used, with funding from the DECIM project;
- develop Terms of Reference for the recruitment of training providers and an operations manual in collaboration with the Project Coordination Unit (PCU) with all relevant details (i.e. curriculum, syllabus, programme delivery, costs, monitoring and evaluation) to support the launch of the pilot project and the scaling up of basic digital skills training at the national level.
Description of tasks and deliverables
The activity includes the following elements, without limitation:
- Start-up report
- Intermediate memories:
- Feasibility study report on digital skills and the definition of a digital literacy program
- Validation workshop and final version of the feasibility study report
- A detailed POM and program implementation documentation
Qualifications and experience
- Master’s degree in economics, statistics, econometrics, social sciences or other equivalent fields.
- At least five (5) years of experience in research, analysis and investigations, including in emerging markets and Africa. Prior experience in sub-Saharan Africa and good knowledge of the Malagasy context are considered an asset.
- Have worked on at least three (3) similar missions including field surveys and conducting focus groups.
- Proven skills in qualitative and quantitative research, including field research in Africa and data collection, preferably to inform the implementation of inclusive programs for communities in rural settings or related to the technical topics covered by the assignment.
- Previous experience in monitoring and evaluation.
- Strong analytical and communication skills, ability to present technical topics to a diverse audience
