Present in the Central African Republic since 1996, the association has set up numerous programs: an HIV-AIDS project in the city center of Bangui, the deployment of several emergency mobile clinics throughout the country from 2019 to 2022 or our current program in Bouca focusing on strengthening the quality of medical interventions in communities.
Today, the intervention strategy for the coming period provides for a consolidation of the project in Bouca (financed by GFFO until June 2025) by focusing on the quality of our support, accountability, the development of new actions aimed at improving coverage of access to basic services for populations affected by new shocks.
It will also involve working from this year on the exit strategy by prioritizing actions with higher added value in terms of empowering the health facilities (FOSA) supported but also developing new projects in the provinces and the capital.
The post
Under the hierarchical responsibility of the general coordinator, you define, plan and supervise the implementation of frameworks, procedures and policies in terms of human resources, financial, accounting and budgetary management, in compliance with the Central African context and legislation, and the policies and values of the association.
In addition, you provide technical support to operational teams on the HR and financial management of the mission, while directly managing the Human Resources/Finance department team.
More specifically, your main responsibilities are as follows:
Financial, accounting and budgetary management
- Provide supervision, control and accounting consolidation of the mission
- Ensure and validate the monthly country accounting closure
- Develop and monitor mission-related budgets
- Define, monitor and control the implementation of the mission’s cash management
- Analyze financial information, ensure compliance with mission financing plans and donor contracts and anticipate potential financial risks
- Prepare for internal and external audits
- Assist the general coordinator in fundraising and donor relations
- Develop and implement mission-specific procedures
- Ensure compliance with the country’s tax rules and prepare tax returns and payments
- Provide training and monitoring of partnerships for financial aspects
HR strategy
- Adapting HR policy to mission strategy
- Ensure the implementation of the mission’s HR procedures and review them as needed
- Participate in writing the HR part of project proposals
- Ensure the dissemination of the PSEA policy and participate in its implementation
Recruitment and training
- Ensure transparent recruitment processes are in place
- Check that job profiles are compliant and validate job openings
- Ensure the correct application of rules in terms of recruitment and annual evaluations
- Ensure that all employees benefit from formalized annual performance reviews and follow up with managers
- Ensure relations with external service providers within the framework of the training policy
Personnel and payroll management
- Supervise the establishment, monitoring and termination of employment contracts for employees under national law
- Monitor the maintenance of personnel files and the archiving of documents
- Ensure compliance with labor legislation and internal rules, particularly with regard to payroll
- Supervise HR document audit processes
- Produce monthly and ad hoc reporting of data requested by headquarters, authorities and donors.
Gestion administrative
- Ensure fiscal and legal monitoring of the mission with regard to the country’s institutions
- Participate in the negotiation and formalization of agreements and contracts
- Ensure monitoring of mission registration procedures with the relevant authorities
- Finalize the implementation of the national salary policy, social benefits and monitor contracts
- Monitor disciplinary processes and ensure their legal compliance in conjunction with a labor law attorney
- Establish and monitor the annual budget of the HR department, validate position openings, carry out cost calculations and financial projections necessary for the development of projects
Reporting
- Participate in the reflection on the evolution of the mission and the programming of new projects and/or reorientation
- Draft the financial sections of funding requests and interim and final donor reports
Representation
- Participate in inter-admin meetings with other NGOs
- Ensure official representation for the administrative management of the mission with the competent authorities
Profile sought
- Higher education bac+3 in management or accounting and/or human resources management
- Minimum two years’ experience in a similar position
- Experience in an emergency context desirable
- Proficiency in budget analysis skills
- Knowledge of payroll management and administration
- Proficiency in personnel management (procedures, policies, professional interviews, recruitment)
- Very good command of Word, Excel and SAGA
- Fluency in spoken and written French is essential – English is an asset
Conditions of employment
- 12 month fixed-term contract / Full time
- Position to be filled as soon as possible
- Gross monthly salary of 3306 euros
- Status: supervisor
- Pose based in Bouca with regular trips around the country
- Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
- Expatriation bonus of 10% of gross salary per month
- Coverage of transportation (home – mission), visas, vaccinations
- Accommodation in a collective house
- 22.5 RTT / an
- 5 weeks of paid vacation / year
- Mutual insurance (60% participation by MdM and 40% by the employee)
