Deputy Chief of Party – Programs, USAID Integrated Nutrition
\n(Kathmandu, Nepal)

We are seeking a Deputy Chief of Party (COP) – Programs to lead technical oversight of the
\nanticipated USAID Integrated Nutrition project in Nepal. The DCOP-Programs will be responsible for
\nproviding technical leadership for project activities and ensuring effectiveness and quality of
\nprogram implementation. This position is expected to be based in Kathmandu, with frequent travel
\nwithin Nepal. This anticipated five-year position is contingent on Helen Keller being awarded
\nfunding.<\/p>\n
Background
\nUSAID Integrated Nutrition\u2019s primary goal is to improve the nutrition status of women, adolescents,
\nand children in Nepal\u2019s underserved and marginalized communities. The activity will tackle direct
\nand underlying determinants of malnutrition in Nepal while strengthening the national and local
\nenabling environment to implement multisectoral nutrition programs through four synergistic
\nintermediate results. Achievement of the purpose will be measured by improvements in indicators of
\nnutrition status among women of reproductive age, adolescents, and children.<\/p>\n
Functional Relationships
\nHelen Keller has a matrixed reporting structure. Regular communication and a spirit of teamwork
\namong colleagues, both hierarchically and laterally, are essential to make this structure thrive.<\/p>\n
Reporting to the Chief of Party, this key personnel position will be part of the Project Leadership
\nTeam (PLT) and will supervise a team of professional level staff. They will co-manage with other
\nsubject matter experts who will provide guidance to their team and will collaborate with
\nco-managers to ensure their guidance is integrated into the work to maximize performance.<\/p>\n
Helen Keller\u2019s programs require close relations with governments, partner NGOs, local community
\norganizations and donors, including UN agencies. This position will contribute to nurturing and
\noverseeing some of these cooperative relationships and will represent Helen Keller to donors and
\nthe international community, as needed.<\/p>\n
Specific Responsibilities
\nOverall Management and Leadership
\n\u25aa As a member of the program leadership team:
\no Participate in strategic planning and direction setting for this multi-sectoral project, lending
\nyour unique perspective and expertise to the process;
\no learning. Make recommendations based on
\ndate and challenges encountered; and<\/p>\n
o Participate in an intentional approach to making decisions and adjustments in response to new
\ninformation and changes in context.
\no Support a culture of innovation and fostering local leadership across the project.
\n\u25aa Provide strategic and technical leadership and direction, defining, and implementing
\nactivities to achieve the greatest impact toward the project\u2019s as well as Multi-sectoral Plan III
\nobjectives
\n\u25aa Lead and manage a competent and multidisciplinary program team and provide effective
\nleadership to the project consortium based on shifting needs and opportunities.
\n\u25aa Coordinate the development, implementation and reporting on detailed management plans that
\nmay include implementation plans, deliverable tracking.
\n\u25aa Build capacity of government counterparts and local partners to implement evidence-based
\nnutrition interventions including mentoring and technical assistance.<\/p>\n
Program Design and Implementation
\n\u25aa Lead the implementation of project strategies and through annual co-creation processes and
\nwork planning to achieve measurable improvements in project outcomes.
\n\u25aa Ensure program activities are evidence-based, adapted to local context, and reflect
\nstate-of-the- art knowledge and best practices for nutrition programming.
\n\u25aa Provide technical assistance to relevant government entities from a health system
\nstrengthening lens and develop nutrition policies and strategies in collaboration with senior
\ntechnical staff.
\n\u25aa Monitor program implementation and ensure that program operations are on track and address
\nissues and challenges to timely program operations.
\n\u25aa Ensure project implementation at scale alongside integration of key equity and
\ninclusive development principles.
\n\u25aa Collaborate with relevant USAID-funded and other development partner\u2019s programs to maximize
\nprogram impact, leverage resources, and reduce duplication of activities.
\n\u25aa Work closely with government counterparts and other relevant ministries to ensure alignment
\nof the project\u2019s activities and strategies with the government\u2019s health and nutrition systems,
\nplans, policies, and budgets.
\n\u25aa Represent the project in the local and global nutrition platforms through participation in
\nand\/or organization of conferences, workshops, and seminars.<\/p>\n
Human Resources Management
\n\u25aa Build a highly effective team to achieve the goals established by the project: delegate
\nauthority, consult with and guide staff to achieve goals and contribute to an atmosphere conducive
\nto professional growth and development.
\n\u25aa Manage the overall performance of the program team by providing ongoing feedback in a context
\nof mutual respect.
\n\u25aa Lead and mentor technical and program leads to ensure coherent approach across
\nall components of the project.
\n\u25aa Provide regular communication and interaction opportunities for continuous
\nlearning in achievement of programmatic outcomes.
\n\u25aa Promote cross-collaboration among a multidisciplinary team and guide program
\nmanagers through coaching and mentorship approaches.
\n\u25aa Promote diversity, equity and inclusion in all aspects of the project.<\/p>\n
Required Qualifications\/Competencies
\n\u25aa Education: A postgraduate degree (master\u2019s or doctoral level) in public health, nutrition,
\nhealth sciences, or a related field; and
\n\u25aa Experience: Over 8 years of global professional experience leading multi-sectoral nutrition
\nor primary health care or maternal child health\/reproductive health programs of similar size and<\/p>\n
complexity, preferably with direct experience in Nepal or Asia and demonstrated knowledge and
\nbackground in supporting local leadership, or equivalent combination of education
\nand experience. At least 6 years of experience must include managing diverse teams to
\nsuccessfully implement development\/health programs.
\n\u25aa Superior leadership, adaptive management, and communication skills to lead a
\nmulti-faceted development project. This includes professional experience working with US
\nGovernment agencies, host country governments, NGO, CSOs and private sector stakeholders and
\nfostering effective partnerships to achieve sustainable results.
\n\u25aa Demonstrated success across the whole range of project management. Strategic
\nprogram planning; work planning and budgeting; financial, administrative, contractual management
\nand oversight; knowledge of and experience with donor requirements, policies, and
\nregulations; relationship management with multiple clients; oversight of program monitoring and
\nevaluation; and documentation of results for development programs.
\n\u25aa Demonstrated track record of:
\no Managing large multisectoral nutrition projects and large interdisciplinary teams.
\no Proven adaptive management skills using data.
\no Adapting global best practices in health systems strengthening to a localized context.
\no Successfully engaging the private sector.
\n\u25aa The ability to work effectively with a broad range of diverse groups as evidenced by
\nexcellent listening and communication skills, balanced and reasoned approaches to problems, ability
\nto inspire trust and confidence, and flexibility and openness to differing points of view.
\n\u25aa An ability to work in challenging and changing environments, and to see through challenges to
\nfind solutions; an ability to maintain balance when under stress.
\n\u25aa Strong interpersonal skills and experience working effectively in teams and
\ncross-cultural settings.
\n\u25aa Substantial experience in managing monitoring evaluation and learning activities of
\nlarge-scale project.
\n\u25aa Excellent time management, personal organization, capacity building, team building,
\nmanagement, and coordination skills. An ability to delegate responsibilities effectively and coach
\nand mentor staff.
\n\u25aa Demonstrable respect for all persons regardless of religion, ethnicity, person with
