Background of the Program<\/strong><\/p>\n

Coalitions for Change (CfC) is a partnership program of Australia\u2019s Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation in the Philippines. The program, through its successful and consistent track record, have been granted funding for another 6 years. CfC3 continues to support the formulation and implementation of key policies consistent with the government\u2019s agenda on economic growth, improved governance, and social development.<\/p>\n

Using the development entrepreneurship approach, the program creates spaces for collaboration, strengthening coalitions and networks, civil society, the private sector, the government, academia, and others to bring about transformative change. Working with these motivated groups and individuals, and underpinned with technical and political analysis, CfC successfully delivers reforms that lead to sustainable and inclusive development, improving the lives of Filipinos.<\/p>\n

Background of the Assignment<\/strong><\/p>\n

While the Indigenous Peoples\u2019 Rights Act (IPRA) has been in place since 1997, aiming to formally recognize Indigenous Peoples\u2019 rights to their ancestral lands and improve their welfare, significant challenges remain. Despite constitutional provisions, laws, and regulations, ancestral land titles remain uncertain and contested. Moreover, Indigenous communities face broader socio-economic challenges, including limited access to resources, education, and basic social services\u2014some of which may be directly or indirectly linked to issues of ancestral land ownership.<\/p>\n

The Asia Foundation, through the Coalitions for Change program, seeks to deepen its understanding of the challenges faced by Indigenous Peoples in the Philippines beyond the issues stated above. By conducting in-depth studies, we aim to generate insights that can inform strategic interventions to address these challenges effectively.<\/p>\n

Scope of Work of the Advocacy Lead for Indigenous Peoples (IP) Sector<\/strong><\/p>\n

    \n
  1. Identify and pursue opportunities to engage relevant agencies, government officials, legislators, and other stakeholders on key sectoral concerns.<\/li>\n
  2. Represent the team in high-level discussions and meetings with key government agencies.<\/li>\n
  3. Build and strengthen networks with coalitions, advocacy groups, and stakeholders.<\/li>\n
  4. Perform technical work on the creation of policy papers, presentations, and other reference materials to be presented to key stakeholders.<\/li>\n
  5. Maintain collaborative relationships with the CfC Social Development team, its network, and partners to ensure alignment.<\/li>\n<\/ol>\n

    The successful applicant will ideally have demonstrated essential Development Entrepreneur traits of grit, autonomy, and humility.<\/p>\n

    Work Duration and Reporting Relationship<\/strong><\/p>\n

    The consultant is expected to start work on 1 April 2025 until 31 July 2025 on a 60-day engagement. The contractor will work directly with the Social Development Team\u2019s Senior Program Officer and Assistant Program Officer.<\/p>\n
