INTRODUCTION AND BACKGROUND<\/strong><\/p>\n<p>The Lutheran World Federation (LWF) is an international humanitarian organization with a global<br \/>\npresence in countries across Africa, Asia, Europe, and Central America. The global headquarters of LWF is in Geneva, Switzerland. At the regional level, LWF is headquartered in Nairobi, Kenya, serving both the Kenya and Somalia country programs. The Lutheran World Federation provides quality humanitarian assistance to displaced and affected communities and focuses on three priority areas: i) Sustainable Livelihoods, ii) Quality Services, iii) Protection and Social Cohesion. The Lutheran World Federation (LWF) World Service established a presence in Kismayu, Jubbaland State in Somalia in 2017 to create a continuum between its refugee assistance and protection program in Dadaab refugee camps. Since 2017, LWF has been working closely with the relevant Jubbaland State Ministries, including the Ministry of Education and Higher Learning (MoEHL), Ministry of Women, Family Affairs, and Human Rights, and the Ministry of Humanitarian Affairs. From 2022, the program embarked on program expansion to implement new projects in Kismayu and areas outside Kismayu, including Dhobley district. PROJECT DESCRIPTION.<\/strong><\/p>\n<p>The ASF Phase 2 project is a collaborative initiative involving five consortium partners: LWF, NCA, FCA,<br \/>\nDKH and Diakonia Sweden. The primary focus of the project is to address shocks resulting from climate<br \/>\nchange, targeting a total of 48,292 climate-affected individuals across Somalia. Each partner has<br \/>\ndesignated regions for implementation.<br \/>\nLWF will operate in Jubaland state, specially in the lower juba region, covering kismayu and dusts. Diaconia Sweden will focus on the southwest state (Afgooye District) and Puntland state. Napad will implement the Activities in the Baladir Region, Targeting Kahda and Garasbaley Districts. Fca will work in Somaliland, Covering Hargeisa and Buro Districts. NCA will extend its reach in Jubaland state, specially in gedo region (belet hawa and dollow district), and will expander to three new locations in Puntland state\u2014Nugal (Garrow, Bailey Village), bari (Qardo, Kubo Village), and mudug (Galkacyo, roox The village).<br \/>\nThe project funded by Bread for the World (BftW) seeks to empower diverse groups, including IDPs, youth, women, agro-pastoralists, local communities, persons with disabilities (PWDs), and other stakeholders, fostering resilience and sustainable development.<br \/>\nThe specific objectives of the project include;<\/p>\n<ul>\n<li>Improved resilience and protection of climate affected boys and girls for education.<\/li>\n<li>Climate affected communities\u2019 livelihoods and WASH options enhanced<br \/>\nPeaceful co-existence amongst climate affected communities is improved.<\/li>\n<\/ul>\n<p><strong>3. PURPOSE OF THE TRAINING<\/strong><\/p>\n<p>The primary goal of this training is to equip government line ministries and community peace structures with skills in conflict analysis, policy formulation, negotiation, dialogue facilitation, resource mobilization, and disaster risk reduction management.<\/p>\n<p><strong>4. TRAINING OBJECTIVES<\/strong><\/p>\n<p>The training has the following objectives;<br \/>\nI. Examine the roles of various actors such as local communities, governments, and peace structures\u2014in peace building.<br \/>\nII. Identify and analyze the root causes of conflicts, including socio-economic, political, cultural,and environmental factors. Integrate early warning systems and disaster risk reduction into conflict prevention mechanisms to address tensions and establish ground rules for peaceful resolutions.<br \/>\nIII. Collaborate with stakeholders to develop policies informed by conflict analysis, ensuring inclusivity for all affected parties.<br \/>\nIV. Develop a comprehensive training module\/manual to serve as a resource for participants during and after the training.<\/p>\n<p><strong>5. SCOPE OF WORK\/work structure:<\/strong><\/p>\n<p>\u2022Developing the training manual and share with LWF team for review and approval prior to the training day (3 days before training scheduled date).<br \/>\n\u2022Conduct the training session for 2 working days from the 26th -27th January 2025 in Kismayu.<br \/>\n\u2022The target groups to be trained include; individuals from governmental institutions\/ministries\/agencies and community peace structures (Women, Men, Youth and PWDs).<\/p>\n<p><strong>6. METHODOLOGY<\/strong><\/p>\n<p>The training manual is expected to cover comprehensive methodologies and approaches referring the subject matter of Conflict analysis, policy formulation, negotiation, and resource and disaster risk reduction management. Following are key specific detailed approaches and methodologies throughout training sessions;<br \/>\n\u2022Incorporate participatory methods such as group discussions, role-playing, scenario analysis, and simulations.<br \/>\n\u2022Use pre and post-training assessments to measure knowledge transfer and skills acquisition.<\/p>\n<p><strong>7. RESPONSIBILITIES OF LWF<\/strong><\/p>\n<p>\u2022Mobilize stakeholders (government and community peace structures) to actively participate in the training.<br \/>\n\u2022Provide breakfast and lunch to the training participants.<br \/>\n\u2022Provide transport reimbursement to the training participants.<\/p>\n<p><strong>8. DELIVERABLES<\/strong><\/p>\n<p>The consultant will be responsible for preparing and submitting the following deliverables;<br \/>\n\u2022An inception report.<br \/>\n\u2022A detailed training manual with theoretical and practical tools.<br \/>\n\u2022A final training report summarizing all the training topics, findings, and recommendations for follow-up activities and capacity-building initiatives to be implemented during the project cycle.<\/p>\n<p><strong>9. QUALIFICATIONS<\/strong><\/p>\n<p>\u2022 The facilitator must have a degree\/master&#8217;s in conflict resolution, international relations or any other related field.<br \/>\n\u2022 Proven practical experience in conflict resolution and mediation is required.<br \/>\n\u2022 Strong verbal communication abilities in conveying messages ensuring all participants understand the process.<br \/>\n\u2022 Fluency in both English and Somali languages is required.<br \/>\n\u2022 Experience in developing and delivering tailored training materials and manuals.<\/p>\n<p><strong>10. THE PROPOSAL REQUIREMENTS:<\/strong><\/p>\n<p>Interested facilitators are required to submit the following as part of their proposal:<br \/><em><strong>1. Technical Proposal:<\/strong><\/em><\/p>\n<p>\u2022A detailed methodology and approach for conducting the assignment.<br \/>\n\u2022A draft training agenda\/schedule.<br \/>\n\u2022Draft training manual (contents)<br \/>\n\u2022Examples of similar assignments completed in the past, including references (contracts &#038;completion letters\/certificates).<br \/>\n\u2022CVs of the proposed facilitator\/s with relevant qualifications and experience.<\/p>\n<p><em><strong>2. Financial Proposal:<\/strong><\/em><\/p>\n<p>\u2022A detailed breakdown of all costs, including consultancy fees, travel, accommodation, and other relevant expenses.<br \/>\nEvaluation criterion:<br \/>\n\u2022Clear understanding of the TOR including methodology and approaches of the module development.
