The Human Resources Manager cell (RRHC) is the guarantor of good human resources management (consistency and quality) of countries in which IEL is in charge.<\/p>\n<p><strong>Mission<\/strong><\/p>\n<p>Under the hierarchical responsibility of the cell manager and the functional responsibility of the coordinator of the HR support, IEL is the interface between the HR department and the cell:<\/p>\n<p><strong>Main employment activities:<\/strong><br \/><strong>As a member of the cell team:<\/strong><\/p>\n<ul>\n<li>Be responsible for the coordination, definition and planning of field team compositions (coordination and projects)<\/li>\n<li>Participate in the definition of the programs of the countries of its cell<\/li>\n<li>Being involved in transverse projects<\/li>\n<\/ul>\n<p><strong>Be careful of respecting HR policies and procedures:<\/strong><\/p>\n<ul>\n<li>Guarantee the dissemination and compliance with policies and procedures for its perimeter<\/li>\n<li>Inform the HR issues unit of programs and alert its managers to the risks<\/li>\n<li>Be responsible for the declination and implementation of policies and procedures adapted by country based on HR and legal technical referents<\/li>\n<li>Be in contact with your counterparts from other OCs to ensure good collaboration in the declination of our HR policies intersections<\/li>\n<li>Advise the RC with proposals for exceptions when the constraints linked to operational implementation require it and request arbitration if necessary<\/li>\n<li>Be responsible for the capitalization of the exceptions decided by the RC<\/li>\n<\/ul>\n<p><strong>Be responsible for the management of national human resources on the perimeter of the cell:<\/strong><\/p>\n<ul>\n<li>Advise and guide the different functional managers of his cell and field coordinates on policies, procedures and HR tools<\/li>\n<li>Ensure control of the good management of the pay<\/li>\n<li>Ensure the identification of the needs and implementation of training actions for national staff<\/li>\n<li>Identify the future executives and follow the individual routes of executives and future national executives (training, promotions, detachments, expatriations) in collaboration with the HR development center<\/li>\n<li>Ensure that national staff assessments are carried out and archived in the dedicated tool<\/li>\n<\/ul>\n<p><strong>Be responsible for the management of international human resources on the perimeter of the cell:<\/strong><\/p>\n<ul>\n<li>Define the profiles sought for positions of which he is responsible in collaboration with the members of his cell<\/li>\n<li>Participate, with its RC, in the selection of international coordination teams<\/li>\n<li>Make sure that briefs, debriefings and international staff are carried out and that the balance sheets are archived in the dedicated tool<\/li>\n<li>Ensure good management of the departure and return of international staff<\/li>\n<li>Participate in the identification of needs and implementation of training actions for international staff<\/li>\n<li>Animate within the unit the identification of future executives in collaboration with coordination teams and share information with the development center<\/li>\n<\/ul>\n<p><strong>Be responsible for monitoring and analyzing your activity:<\/strong><\/p>\n<ul>\n<li>Guarantee the rise in the information necessary to pilot its activity<\/li>\n<li>Analyze the specific HR issues of countries whose IEL is responsible and transmit them to the CORH<\/li>\n<li>Supervise and coordinate, on its perimeter, pilot initiatives relating to Rhterrain policies and ensure reporting of their follow -up<\/li>\n<li>Ensure HR reporting of the perimeter of its cell<\/li>\n<li>Participate in the development of the HR budget budget and revised<\/li>\n<\/ul>\n<p><strong>Functional management, supervision of HR coordinates:<\/strong><\/p>\n<ul>\n<li>Supervise, advise, be in support, motivate, federate your teams and develop the skills of HR coordinates<\/li>\n<li>Participate in the orientation and evaluation of their work in collaboration with the chief of mission<\/li>\n<li>Ensure their understanding and challenges of the legal framework for countries, their mastery of institutional HR issues and HR tools<\/li>\n<li>Ensure briefings and debriefings of COFIRH and CORH<\/li>\n<li>Participate in briefs and debriefings of coordinates<\/li>\n<\/ul>\n<p><strong>Skills transmission:<\/strong><\/p>\n<ul>\n<li>Contribute to the development and animation of HR training sessions<\/li>\n<\/ul>\n<p><strong>Participate in the HR guards according to the planning in force<\/strong><\/p>\n<p><strong>Possible employment activities:<\/strong><\/p>\n<ul>\n<li>May be led to ensure a short detachment on a mission to cover a GAP on a coordination position.<\/li>\n<\/ul>\n<p><strong>Profile sought<\/strong><\/p>\n<p><strong>Experience :<\/strong><\/p>\n<ul>\n<li>An experience of 2 years minimum in the field as coordinator HR in NGOs compulsory in two different contexts.<\/li>\n<li>An experience with MSF is an asset.<\/li>\n<li>An experience as a project coordinator is an asset.<\/li>\n<\/ul>\n<p><strong>LANGUAGES :<\/strong><\/p>\n<ul>\n<li>French and English common (level C1).<\/li>\n<\/ul>\n<p><strong>SKILLS :<\/strong><\/p>\n<ul>\n<li>Know the techniques and tools for managing human resources.<\/li>\n<li>Concept in project management.<\/li>\n<li>Master HR management tools.<\/li>\n<\/ul>\n<p><strong>Aptitudes :<\/strong><\/p>\n<ul>\n<li>Ability to cooperate<\/li>\n<li>Ability to Framework post, based in Paris. Teleworking according to the rules in force at MSF (2 J\/SEM.).<\/p>\n<p><strong>Conditions :<\/strong> \u20ac 50.4K annual gross over 13 months. 22 days of RTT per year. Complementary health care at 100% by doctors without borders. Restaurant titles with a facial value of \u20ac 12 (60% care by doctors without borders).
