The IRC seeks a Director Finance & Administration (DFA) for an upcoming five-year, multi-million dollar FCDO health project activity in Afghanistan. The project will contribute to better educated and healthier populations, especially women and girls and vulnerable groups, through reduced morbidity and improved reproductive, maternal, newborn and child health. The project aims to directly reach an estimated 750,000 men, women, and children and indirectly contributing to wider efforts to reach 12.1 million men, women, and children with essential health and nutrition services.<\/p>\n

This is a senior position which requires outstanding leadership, strategic thinking, and organizational, team-building and representational skills. The DFA will be responsible for supporting the Team Leader in management of staff, capacity building and stakeholder engagement, and overseeing the project\u2019s operations. S\/he will coordinate the development, implementation, and reporting of operational management activities e.g. procurement, grants management, and finance). The position is based in Kabul, Afghanistan.<\/p>\n

Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to FCDO approval.<\/strong><\/em><\/p>\n

Responsibilities<\/strong><\/p>\n

\u2022 Ensure project delivery meets best practices, standard operational policies and procedures for financial management and compliance.<\/p>\n

\u2022 Provide financial and operational management that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor.<\/p>\n

\u2022 Oversee development, delivery, capacity building, and monitoring of subgrants.<\/p>\n

\u2022 Lead IRC staff and implementing partners training and capacity building on Finance and Compliance.<\/p>\n

\u2022 Oversee management of all procurement activities to ensure smooth and efficient implementation of project activities.<\/p>\n

\u2022 Provide oversight of administrative teams.<\/p>\n

\u2022 Manage consortium partnerships and maintain collaborative partner relations.<\/p>\n

\u2022 Support reporting to FCDO through formal and informal debriefings, annual and semi-annual reports, etc.<\/p>\n

\u2022 Assist the Team Leader in maintaining active and cooperative relationships with all key stakeholders, including government officials and institutions, implementing partners, and other stakeholders.<\/p>\n

\u2022 Represent the project and the organization in public, as needed, and ensure the dissemination of information about project achievements and lessons learned.<\/p>\n

\u2022 Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.<\/p>\n

Requirements<\/strong><\/p>\n

\u2022 Bachelor\u2019s degree from an accredited university in Financial Management, Accounting or related field required; Master\u2019s degree preferred.<\/p>\n

\u2022 Minimum 8-10 years of experience in managerial roles on similar programs in developing countries, including substantial supervisory experience.<\/p>\n

\u2022 Experience working in Afghanistan on health programming is preferred.<\/p>\n

\u2022 Significant previous experience managing operations for similar health programming in conflict or crisis situations.<\/p>\n

\u2022 Previous experience as DFA or any related roles on FCDO-funded programs is preferred<\/p>\n

\u2022 Substantial experience managing subgrantees required.<\/p>\n

\u2022 Demonstrated experience scaling up activities of similar scope and in similar contexts.<\/p>\n

\u2022 Strong negotiation skills, and ability to create and cultivate collaborative relations with local counterparts, donors, implementing partners and other stakeholders.<\/p>\n

\u2022 Strong communication skills, both oral and written.<\/p>\n

\u2022 Strong supervisory experience, particularly in remote operating environments.<\/p>\n

\u2022 The candidate must be proficient in English; additional Dari or Pashto language abilities preferred.<\/p>\n
