Mission and objectives<\/strong><\/p>\n

UNICEF’s mandate is to protect the rights of children, help them meet their basic needs, and ensure they reach their full potential. UNICEF’s work is based on the Convention on the Rights of the Child (CRC) and the Sustainable Development Goals (SDGs).<\/p>\n

Context<\/strong><\/p>\n

The International UN Volunteer will review and update UNICEF\u2019s Human Resources policies to align with the current UNICEF Regulatory Framework.<\/p>\n

Task description<\/strong><\/p>\n

The International UN Volunteer will work under the direction of the Chief of Policy, Employee Relations, Compensation, and Social Benefits (PERCS), the project lead, in close collaboration with the Regulatory Framework team and relevant internal People and Culture counterparts; and will be responsible for:<\/p>\n

\u2022 Conduct an in-depth review of UNICEF\u2019s Human Resources policies and procedures: Examine UNICEF\u2019s comprehensive library, which includes 115 human resources directives, administrative instructions, policy documents, guidance documents, and other relevant documentation; develop a mapping plan in consultation with the project lead on the review of policies and procedures in accordance to agreed prioritization and identify gaps and misalignments with the current UNICEF Regulatory Framework.<\/p>\n

\u2022 Draft revised Human Resources policies and procedures: Support in revising 115 policies that comply with the UNICEF Regulatory Framework, adapting them to the Regulatory framework templates, ensuring clarity and consistency and clear identification of the relevant persons and offices with the delegated authority to grant exceptions to specific policies.<\/p>\n

\u2022 Engage with key stakeholders: Collaborate with key internal and external stakeholders, including the Deputy Executive Director of Management, the Global Shared Services Center, Regional Human Resources focal points, the Regulatory Framework team, and the Legal Office, to ensure the policy updates are coordinated and comprehensive.<\/p>\n

\u2022 Support in identifying an exception management system for Human Resources policies and procedures: Support the project lead in identifying and rolling out a robust exception management system for HR policies and procedures in consultation with internal and external stakeholders.<\/p>\n

\u2022 Other related duties as required from the UNICEF DPC Policy team.<\/p>\n

Qualifications<\/strong><\/p>\n

\u2022 Bachelor’s degree or equivalent in human resources management, law, international relations, business, public administration, or a related field.<\/p>\n

\u2022 3 years of experience in related field.<\/p>\n

\u2022 Previous experience in applying and interpreting human resources policies or administrative law matters in an international organization, preferably an organization part of the UN common system, or comparable experience in a policy or regulatory design or maintenance role.<\/p>\n

\u2022 Demonstrated ability to work with attention to detail and high accuracy in work deliverables.<\/p>\n

\u2022 Knowledge of UN\/UNICEF human resources policy frameworks is desirable.<\/p>\n

\u2022 Excellent written and verbal communication in English.<\/p>\n

Living conditions and remarks<\/strong><\/p>\n

The UN Volunteer will be based in Istanbul, and responsible for arranging her\/his own housing and other living essentials.<\/p>\n

Business Hours: 9 a.m. to 5:30 p.m., however, flexible working is adapted in the Istanbul office.<\/p>\n

There is telecommuting working arrangement in place for UNICEF.<\/p>\n

The Summary of UNV Entitlement (International Specialist):<\/p>\n

\u2022 Volunteer Living Allowance-VLA (per month): approximately USD 2,721<\/p>\n

\u2022 Accommodation supplement (per months): %20 of monthly living allowance (appx. USD 544) only if locating in Istanbul<\/p>\n

Please note that the amounts can vary according to fluctuations of the monthly post adjustment.<\/p>\n

\u2022 Entry lump sum (one-time payment): USD 2,000 and USD 2,000 only if relocating to Istanbul<\/p>\n

\u2022 Exit allowance (per month): USD 225 (upon successful completion of the assignment)<\/p>\n

\u2022 Medical, dental, life and disability insurance: Cigna Private Insurance<\/p>\n

\u2022 Annual leave: 2.5 days accrued per calendar month<\/p>\n

\u2022 Free access to different learning platforms and UN & UNV network<\/p>\n

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer\u2019s service. Contingent on specific eligibility criteria, location of the volunteer assignment, and contractual type and category, the payment of allowances will begin from the date of Commencement of Service For more information on entitlements please read the Condition of Service (https:\/\/explore.unv.org\/cos<\/a>). Remarks: In addition to duty station specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts. UNICEF offers reasonable accommodation for UN Volunteers with disabilities. This may include, for example, accessible software, travel assistance for missions or personal attendants.
