The Agency focuses on four priority areas:<\/p>\n<ul>\n<li>Democratic, economic and financial governance;<\/li>\n<li>Stability of countries in crisis\/post-crisis situations and security;<\/li>\n<li>Combating climate change and favouring sustainable urban development;<\/li>\n<li>Strengthening health systems, social protection and employment.<\/li>\n<\/ul>\n<p>In these areas, Expertise France engineers and implements capacity-building projects, mobilizes technical expertise and acts as a project coordinator, bringing together public expertise and private know-how.<\/p>\n<p>With a business volume of 390 million euros and over 400 projects in 145 countries, Expertise France&#8217;s activities are part of France&#8217;s international cooperation policy and official development assistance.<\/p>\n<p>Expertise France Rwanda implements 6 projects, mainly financed by the European Union and French Development Agengy (AFD), for a total amount of \u20ac50 million. The agency&#8217;s main areas of intervention in Rwanda are:<\/p>\n<ul>\n<li>Economic and financial governance<\/li>\n<li>Sustainable development, climate and agriculture ;<\/li>\n<li>Health and human development<\/li>\n<\/ul>\n<h2 id='job-description'  id=\"boomdevs_2\"><strong>Job description<\/strong><\/h2>\n<p>Expertise France is opening its new office in Kigali and plans to create its Projects Support Unit (USP) with the aim of decentralizing support services in the field. The USP is composed of the purchase, logistics, finance and human resources departments required for project implementation. It is supervised by the Coordinator of Transversal Functions (CFT).<\/p>\n<p>Based in Kigali, the position is under the direct responsibility of the Administrative and Finance Manager (AFM) of the USP and in liaison with the finance teams of the projects.<\/p>\n<p>The main tasks are :<\/p>\n<h2 id='cash-flow-and-payments-follow-up'  id=\"boomdevs_3\">Cash flow and payments Follow-up<\/h2>\n<ul>\n<li>Third-parts payments: Transfers to Rwanda and France, based on payment proposals in compliance with payment procedures.<\/li>\n<li>Imputation of third-parts advances<\/li>\n<li>Justification of third-parts accounts<\/li>\n<li>Daily cash management: Update of bank and cash management files, monitoring of bank and cash balances, bank transfers and commissions.<\/li>\n<li>Accounting of banking transactions<\/li>\n<li>Accounting for bank fees<\/li>\n<li>CB payments follow-up<\/li>\n<li>Bank reconciliation and cash counting<\/li>\n<li>Monthly reconciliation of cash statements with accounting software<\/li>\n<\/ul>\n<h2 id='other'  id=\"boomdevs_4\">Other :<\/h2>\n<ul>\n<li>Miscellaneous archiving and filing<\/li>\n<li>Participates in project audits by providing proofs of payments and audit documentations.<\/li>\n<li>Participates in the preparation of monthly, quarterly, half-yearly and annual accounting closures<\/li>\n<li>Support the finance and accounting team in all tasks required for the smooth running of the department<\/li>\n<\/ul>\n<p><strong>Position in the organization chart (hierarchical and functional links)<\/strong><\/p>\n<p>Reporting to: Administrative and Financial Manager<\/p>\n<h2 id='qualifications'  id=\"boomdevs_5\">Qualifications:<\/h2>\n<ul>\n<li>Degree in accounting and\/or finance<\/li>\n<li>Very good command of office tools, particularly Word and Excel, and accounting software<\/li>\n<li>Very good command of French and english<\/li>\n<\/ul>\n<h2 id='professional-experience'  id=\"boomdevs_6\">Professional experience<\/h2>\n<p>At least two years&#8217; experience in a similar position, preferably in a context related to international cooperation or solidarity projects.<\/p>\n<p>Team spirit and ability to collaborate<\/p>\n<p>Methodical, organized and responsive<\/p>\n<p>Sense of responsibility, proactive and autonomous<\/p>\n<p>Duration of the mission: 1 year renewable<\/p>\n<p>Type of contract: local contract through HR services company.<\/p>\n<h3 id='how-to-apply'  id=\"boomdevs_7\">How to apply<\/h3>\n<h3 id='send-resume-+-cover-letter-at-recrutement-rw-expertisefrance-fr-mention-treasury-assistant-projects-support-unit-in-the-subject'  id=\"boomdevs_8\"><strong>Send Resume + Cover letter at recrutement.rw@expertisefrance.fr mention &#8220;Treasury Assistant &#8211; Projects Support Unit &#8221; in the subject<\/strong><\/h3>\n<p>Candidates interested in this opportunity are invited to submit their applications as soon as possible.
