This study will provide a reference point against which project performance will be measured throughout the implementation phase and during the final evaluation.<\/p>\n<p>The consultant will carry out the baseline study in Konduga, Mafa, Monguno and Nganzai Local Government Areas (LGAs) in Borno State of Northeast Nigeria in order to establish pre-intervention status of key indicators to inform project design, planning and target-setting for the project. This study will provide a reference point against which project performance will be measured throughout the implementation phase and during the final evaluation.<\/p>\n<p><strong>In close collaboration with DRC and partners, the consultant will be required to:<\/strong><\/p>\n<ul>\n<li>Generate data for a set of indicators outlined in project MEAL plan<\/li>\n<li>Update the ITT<\/li>\n<li>Generate PIRS for each custom indicator<\/li>\n<li>Use collected data as a benchmark for measuring project progress<\/li>\n<li>Write a comprehensive baseline report which will outline key results of the baseline study and contain all necessary information on the Project Results and describing the methodology and recommendations.<\/li>\n<li>Present the results of the baseline study through a feedback session to Consortium partners in which the consultant will formulate clear and concrete recommendations that will not only allow to for adjust the methodology for measuring the progress made throughout the project, but also provide insights for learning and potential adaptations of the programming.<\/li>\n<\/ul>\n<p><strong>Eligibility, qualification, and experience required<\/strong><\/p>\n<p><strong>Essential:<\/strong><\/p>\n<p>The consultant\/firm will be expected to understand the humanitarian context in Nigeria specifically in Northeast and Northwest Nigeria. The consultant\/team is expected to possess the following qualifications:<\/p>\n<ul>\n<li>Minimum of a masters&#8217; degree qualification from a recognized university in Monitoring and Evaluation, Humanitarian Studies, Public Health, Development Studies, Research, or any other relevant field.<\/li>\n<li>Previous work experience (at least 5 &#8211;
