This individual prepares budgets, donor reports and overall accounting for the New Jersey Office for Refugees (NJOR) office, as well as financial oversight of NJOR sub-awards.<\/p>\n<p><strong>Major Responsibilities:<\/strong><\/p>\n<p><em>General Accounting and Financial Management<\/em><\/p>\n<ul>\n<li>Administer and oversee NJOR budgeting, financial reporting and contract\/grant compliance, following IRC accounting policies and generally accepted accounting principles.<\/li>\n<li>Protect the organization\u2019s assets by implementing IRC\u2019s Internal Control procedures.<\/li>\n<li>Prepare for and facilitate any external or internal audits.<\/li>\n<li>Provide program staff with guidance on ensuring the maximum leverage of available funds.<\/li>\n<li>Supervise all financial activities and fiscal reporting to ensure proper allocation of funding sources and fiscal compliance with donor requirements and IRC policies.<\/li>\n<li>Supervise the office banking arrangements.<\/li>\n<li>Review all accounting transactions to ensure proper coding and enter all transactions into IRC\u2019s accounting software.<\/li>\n<li>Prepare and record journal entries.<\/li>\n<li>Prepare monthly financial reports and submit as per scheduled due dates.<\/li>\n<li>Prepare financial reports to various donors as per contractual obligations.<\/li>\n<li>Review monthly expenditures and financial reports with supervisor in a timely manner.<\/li>\n<\/ul>\n<p><em>Sub\u2010Awardee Finance Management<\/em><\/p>\n<ul>\n<li>Follow IRC partnership policies and procedures.<\/li>\n<li>Participate in NJOR\u2019s proposal review and modification process focusing on sub\u2010awardee budget allocations; review in coordination with the Partnerships Manager and relevant program staff, ensuring that expenses are reasonable, allowable and allocable to the approved budget and comply with donor\u2019s regulations.<\/li>\n<li>Ensure proactive communication with sub\u2010awardees about the submission of their financial reports. Review and validate spending plans from partners against reported expenditures, following\u2010up with sub\u2010awardees as needed. Ensure sub\u2010awardee financial reports are vetted and approved (signed) by the appropriate authority within IRC.<\/li>\n<li>Prepare Payment Requests for Sub\u2010Awardee payment. Ensure timely follow\u2010up on the status of payments release, tracking them and informing sub\u2010awardees in a timely manner on the status of the payments.<\/li>\n<li>Oversee financial monitoring of partners according to IRC requirements and standards. Coordinate with NJOR staff to ensure items for review for monitoring visit plans are shared for communication to sub\u2010awardees prior to the visit.<\/li>\n<li>Ensure that an organized archiving system is in place for all financial reports and their supporting documents.<\/li>\n<li>In coordination with the Partnership Manager, develop or revise sub\u2010awardee financial templates (including proposal budget and budget narrative formats, monthly\/quarterly reporting templates, and other documents, as needed).<\/li>\n<li>Review sub\u2010awardee budget modifications in coordination with relevant NJOR staff, ensuring clear action points for follow\u2010up are communicated.<\/li>\n<li>Lead finance section of sub-awardee meetings, making sure that the partners are fully aware of donor regulations, all financial reporting requirements in terms of required documentation, reporting templates and deadlines.<\/li>\n<\/ul>\n<p>Other Responsibilities<\/p>\n<ul>\n<li>Coordinate closely with department regional finance director on HQ deliverables.<\/li>\n<li>Provide information for requests for proposal for procurement and service contracts.<\/li>\n<li>Ensure NJOR staff are informed of updated accounting codes.<\/li>\n<li>Provide finance updates and relevant information\u2010to relevant NJOR staff.<\/li>\n<li>Provide training and technical support to help NJOR staff develop financial management knowledge.<\/li>\n<li>Support all NJOR staff by providing direct feedback on allowability and reasonableness of expenditures.<\/li>\n<\/ul>\n<p><strong>Job Requirements:<\/strong><\/p>\n<p><strong>Education<\/strong>***:*** 4\u2010year college degree in relevant field required. Degree in related field such as Finance, Accounting, Business Administration Graduate degree preferred.<\/p>\n<p><strong>Work Experience:<\/strong> Minimum of 5 years of non-profit finance\/accounting experience required. Experience with federal (preferably ORR) grants preferred*.*<\/p>\n<p><strong>Demonstrated Skills and Competencies:<\/strong><\/p>\n<ul>\n<li>Advanced computer skills (Microsoft Office; Excel, QuickBooks, or other accounting programs).<\/li>\n<li>Fluent in English, both spoken and written.<\/li>\n<li>Excellent written and oral and communication skills, conscientious, organized, self\u2010directed and thorough in working with accounting procedures, data entry\/record keeping.<\/li>\n<li>Ability to prioritize, manage time effectively, and work under pressure with deadlines.<\/li>\n<\/ul>\n<p><strong>Language Skills:<\/strong><\/p>\n<ul>\n<li>Fluency in written and spoken English<\/li>\n<\/ul>\n<p><strong>Working Environment<\/strong>***:***<\/p>\n<ul>\n<li>Remote<\/li>\n<li>Expectation to occasionally travel and participate in meetings throughout the State.<\/li>\n<\/ul>\n<p><strong>Compensation:<\/strong> Posted pay ranges apply to US-based candidates.
