{"id":13074,"date":"2024-09-25T05:37:24","date_gmt":"2024-09-25T00:37:24","guid":{"rendered":"https:\/\/secardo.org\/operations-and-finance-director\/"},"modified":"2024-09-25T05:37:24","modified_gmt":"2024-09-25T00:37:24","slug":"operations-and-finance-director","status":"publish","type":"post","link":"https:\/\/secardo.org\/?p=13074","title":{"rendered":"Operations and Finance Director"},"content":{"rendered":"<p> [ad_1]<br \/>\n<\/p>\n<div class=\"tag country\">Country: Senegal<\/div>\n<div class=\"tag source\">Organization: Chemonics<\/div>\n<div class=\"date closing\">Closing date: 4 Oct 2024<\/div>\n<p>Chemonics seeks an Operations and Finance Director for the anticipated 5-year, $11-20 million Senegal, Ocean and Coastal Activity which will leverage the success and continue mutualizing efforts of USAID\u2019s Dekkal Geej project, with strong biodiversity and alternative livelihoods components.<\/p>\n<p>The Operations and Finance Director will be responsible for overseeing all aspects of budgeting, financial management, and reporting. S\/he will provide financial management and administration of the contract, and management support and oversight in the implementation of the Activity. We anticipate that the position will be based in Dakar, Senegal.<\/p>\n<p><strong>Key responsibilities:<\/strong><\/p>\n<ul>\n<li>Coordinate with the chief of party to ensure strategic and periodic budgets and forecasts are prepared and submitted in a timely fashion and that funds expended are compliant with USG and Chemonics regulations and policies.<\/li>\n<li>Ensure the complete documentation and accountability of all financial transactions and preparation and closing of monthly project office accounts.<\/li>\n<li>Support the development of budgets, conduct budget flexibility analysis, costing of work plans and assignment of expense codes for use by program staff in the implementation of activities.<\/li>\n<li>Ensure systems and processes are implemented effectively to support the implementation of the award, including fraud and risk mitigation practices.<\/li>\n<li>Oversee Activity procurement procedures.<\/li>\n<li>Supervise finance and HR teams to ensure the Activity is in alignment with local labor laws.<\/li>\n<li>Work with Activity and subcontractor staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for Activity funds.<\/li>\n<li>Oversees HR management functions including recruitment, hiring, transition, and termination, benefits administration, performance appraisal, and ongoing performance management.<\/li>\n<li>Oversee the development, implementation of, and compliance with organizational manuals\/policies.<\/li>\n<li>Review monthly financial reports and ensure timely submission.<\/li>\n<li>Work as part of the senior management team, ensuring collaboration between functional area and supporting effective implementation of activities.<\/li>\n<\/ul>\n<p><strong>Qualifications:<\/strong><\/p>\n<ul>\n<li>Master\u2019s Degree or CPA in accounting or a related field;<\/li>\n<li>Seven to ten years of management level experience in marine conservation, fisheries management, or similar field desired;<\/li>\n<li>Demonstrated experience in managing and supervising a team;<\/li>\n<li>Demonstrated success in managing finances for organizations with multi-million dollar annual budgets;<\/li>\n<li>Demonstrated experience supporting and working with activity technical staff to ensure resources are used efficiently and to accurately account for expenditures;<\/li>\n<li>Exceptional computer skills, particularly in Microsoft Excel, and experience using commercially available accounting software;<\/li>\n<li>Demonstrated success in managing Grants including risk assessment and capacity building for grant-worthiness; and<\/li>\n<li>Strong English and French speaking and writing language skills<\/li>\n<\/ul>\n<h2 id='how-to-apply'  id=\"boomdevs_1\">How to apply<\/h2>\n<p><strong>Application Instructions:<\/strong><\/p>\n<p>Please apply by using this <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/app.smartsheet.com\/b\/form\/1a2c608185334778a6056d834e888c59\">link<\/a>.
