The Economic Empowerment Manager will provide leadership and supervision to the Sacramento Early Employment and Workforce Development programs which support newly arrived refugees and SIVs in achieving rapid, stabilization employment through an array of services and programs. The Economic Empowerment Manager is a great communicator and able to motivate others to achieve ambitious goals. They should be able to provide clear guidance, lead a dynamic team, and successfully implement several grants on strict timelines. They will oversee a team of direct service employees and provision of services for county, state and\/or federally funded programs, as well as compile and submit funder reports and oversee budgets. The position is responsible for ensuring that programs meet all performance goals per contract requirements, are responsive to client needs, and operate within budget and compliance parameters. Program reports include ongoing verifications, monthly outcome reports, and ongoing internal database management. The position will also be responsible for ensuring sustainability of this program area through program development, grant writing, monitoring budgets, and training and onboarding new staff. The Economic Empowerment Manager must be committed to working in a dynamic, fast-paced environment with a team committed to offering high-quality, community-based programs. They must have strong writing abilities, sound judgment, and be comfortable making decisions in a fluid environment. The Economic Empowerment Manager operates under the supervision of the Sr. Program Manager for Economic Empowerment and demands a high level of communication within internal IRC staff and external community partners, multi-tasking, and problem solving.<\/p>\n
Major Responsibilities:<\/strong><\/p>\n \u2022 Provide management and oversight to the employment\/workforce programs, which serve newly arrived refugees, SIVs, and low-income individuals. Ensure that program services are responsive to refugee client needs, satisfy program requirements, and are completed in a timely fashion.<\/p>\n \u2022 Oversee the provision of client services including outreach and recruitment, intakes, assessments, job readiness training, job counseling, vocational ESL, and employment case management, and job placement services.<\/p>\n \u2022 Ensure outcomes resulting in job placements for clients through dedicated job development, including developing employer relationships, referring applicable clients, and assisting in targeted interview preparation.<\/p>\n \u2022 Work collaboratively with other agency staff to ensure that Employment\/Workforce Services programming is integrated into the continuum of IRC services and Employment programs are able to meet enrollment outcomes.<\/p>\n \u2022 Provide leadership and supervision to direct service staff, including leading team meetings, individual supervision and coaching, and conducting goal setting and performance reviews.<\/p>\n \u2022 Design and implement new staff trainings, ongoing refresher trainings, and relevant staff trainings.<\/p>\n \u2022 Coordinate with select funders as the main point of contact for ongoing report submission.<\/p>\n \u2022 Assign caseloads, perform internal monitoring and resolve staff challenges, as well as provide quality assurance reviews of documents submitted by staff.<\/p>\n \u2022 Oversee job development staff and efforts to cultivate new employer relationships and job development sectors, as well as strengthen existing employer relationships to support client job placement.<\/p>\n \u2022 Collaborate with the Sr. Program Manager for Economic Empowerment and Community Engagement Manager to leverage donations in support of the program\u2019s match component.<\/p>\n \u2022 Oversee case file maintenance, record keeping, data and database management for the provision of all employment and development operations. Ensure timely submission of all touchpoints and reports by program staff. Monitor case files to ensure program compliance and oversee tracking of program finances and expenditures. Prepare all files for monitoring visits.<\/p>\n \u2022 Participate in and lead meetings, staff development activities, and engage as a member of the team.<\/p>\n \u2022 Comply with all policies, procedures and protocols of the agency<\/p>\n \u2022 Other related duties as assigned<\/p>\n Key Working Relationships:<\/strong><\/em><\/p>\n Position Reports to: Sr. Program Manager for Economic Empowerment<\/p>\n Position directly supervises: Direct Service Staff Team<\/p>\n Job Requirements:<\/strong><\/p>\n \u2022 Bachelor\u2019s degree in Business, Social Work, or a related field; Graduate degree preferred.<\/p>\n \u2022 Minimum 2-3 years\u2019 experience supervising programs and teams with experience in economic empowerment programming.<\/p>\n \u2022 Demonstrated ability and experience effectively managing programs and diverse staff teams;<\/p>\n \u2022 Experience working with refugees, asylees, victims of human trafficking, and\/or immigrant populations with low English proficiency preferred;<\/p>\n \u2022 Commitment to the mission and values of the IRC and ability to work in a multi-cultural environment.<\/p>\n \u2022 Track record of success in program implementation and achieving programmatic goals and outcomes;<\/p>\n \u2022 Proven ability to motivate, coach, and support a diverse, multi-cultural staff team.<\/p>\n \u2022 Excellent attention to detail in completing, approving, processing administrative forms.<\/p>\n \u2022 Highly organized self-starter with demonstrated success in managing multiple and diverse priorities, as well as balancing competing deadlines and projects;<\/p>\n \u2022 Excellent communication skills, strong writing abilities, and networking and training skills;<\/p>\n \u2022 Proficient in Microsoft Office applications (Word, Excel, Outlook) and Zoom;<\/p>\n \u2022 Valid driver\u2019s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area.<\/p>\n Working Environment:<\/strong><\/p>\n \u2022 Standard Work Environment<\/p>\n \u2022 Hybrid 3 day in office required.<\/p>\n \u2022 FLSA Status: Exempt<\/p>\n \u2022 Offices hours are scheduled as Monday-Friday, 9:00am-5pm.<\/p>\n \u2022 Occasional evening and weekend hours may be required.<\/p>\n \u2022 Stable Wi-Fi with hybrid model.<\/p>\n Working Environment:<\/strong><\/p>\n \u2022 Hybrid work environment with a minimum of 3 days a week in the office.
