The five-year activity aims to adapt employers and employees to structural changes in the labor market. Specifically, it will support the upskilling and retraining of Ukraine\u2019s labor force to adapt to the demographic and workforce shocks caused by war.<\/p>\n<p>The DCOP-Ops will oversee the management of operational support functions, including finance, grants and subcontracts, procurement, administrative, budget, and personnel management, in collaboration with the chief of party and other project leadership. The DCOP-Ops will ensure coordination and compliance with U.S. government regulations and Chemonics\u2019 corporate and project office policies. They will support the chief of party to provide strategic vision, leadership, and management of project interventions and liaise with USAID on project implementation and managerial matters. We are looking for individuals who have a passion for making a difference in the lives of people around the world.<\/p>\n<p><strong>Responsibilities:<\/strong><\/p>\n<ul>\n<li>Support the chief of party in developing and implementing key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; subcontracts and grants management; and personnel management.<\/li>\n<li>Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of project implementation, develop strategies to solve these problems, and work with the chief of party and USAID as needed to install and implement these strategies<\/li>\n<li>Ensure accurate tracking of field office expenditures, produces annual budget forecasts, and monitors overall financial performance of the project<\/li>\n<li>Monitor and support the standardization of operational systems and policies for project in-person and remote staff<\/li>\n<li>Oversee compliance with U.S. government regulations, Chemonics\u2019 corporate policies, Ukrainian law, and any supplemental policies developed specifically for the project<\/li>\n<li>Directly supervise and provide regular and constructive feedback to project staff<\/li>\n<li>Participate in the development of the annual work plan and formulation of other deliverables and reporting to USAID<\/li>\n<li>Facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project\u2019s technical activities. This will include work planning, monitoring and evaluation, scopes of work, progress reporting, and other documentation submitted to USAID<\/li>\n<li>Oversee recruitment and hiring of all local staff<\/li>\n<li>Perform other duties as required<\/li>\n<\/ul>\n<p><strong>Qualifications:<\/strong><\/p>\n<ul>\n<li>Minimum bachelor\u2019s degree in a relevant field, such as finance, business administration, or international development. Post-graduate degree preferred<\/li>\n<li>Minimum five years of progressively responsible experience in administrative and financial management of large-scale, complex, international development assistance programs, experience with USAID activities highly preferred<\/li>\n<li>Possess a comprehensive understanding of USAID rules and regulations for project implementation<\/li>\n<li>Demonstrated supervisory experience with hybrid teams<\/li>\n<li>Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively<\/li>\n<li>Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements<\/li>\n<li>Strong analytical skills and demonstrated ability to solve complex problems<\/li>\n<li>Demonstrated leadership, versatility, and integrity<\/li>\n<li>Fluency in English required, proficiency in Ukrainian or Russian is preferred<\/li>\n<\/ul>\n<h2 id='how-to-apply'  id=\"boomdevs_1\">How to apply<\/h2>\n<p>Please send an email with your CV and cover letter attached with \u201cDeputy Chief of Party &#8211; Operations\u201d in the subject line to UkraineNWD-Recruit@chemonics.com by <strong>September 13, 2024<\/strong>.
