Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population/host communities. DRC is currently looking for a highly qualified Spanish and English speaking Head of Base based in Guasdualito, Apure State, Venezuela.

About the work:

DRC is managing its operations in Venezuela, under the direction of the DRC country office in Caracas and four field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with specific needs, briefings, water, sanitation and hygiene, disaster preparedness, livelihoods and food security.

General purpose of the role:

The Base Manager, in close coordination with the Venezuela Country Director, has overall responsibility for all managerial aspects. These responsibilities are related to operations, personnel, finance, administration and logistics, including any other tasks delegated by the Country Director. All responsibilities for coordinating overall site planning and reporting to donors must be fulfilled in accordance with strategic objectives, donor-approved plans and corresponding deliverables, in close collaboration with the Support Manager, Program Manager and Field Technical Manager.

In charge of developing, monitoring and coordinating the database in accordance with strategies, (annual) plans and budgets and in compliance with DRC’s general guidelines, with an emphasis on relevance, quality, profitability and impact.

Your main duties and responsibilities will be:

Programs:

Planning and strategy:

  • Consolidate and develop DRC’s relationship with local authorities, development agencies and other operators.
  • Write narrative reports, ensuring coherence between activities, finances and budget.
  • Ensure that the work performed is in accordance with general plans and procedures.
  • Responsible for overall coordination of the field base including Admin/Log./Finance and Operations, as per DRC policies and manuals. Any other decisions must be consulted with the Area Manager.
  • Support logistics in cost analysis for off-field investments/improvements, equipment, and making purchasing decisions with support from Log./Finance.
  • Represent DRC at municipal meetings and provide reports on DRC operations when necessary.
  • Responsible for communication and exchange of information with the local community.
  • Responsible for security issues, in coordination with the security officer and the Area Manager.
  • Responsible for coordinating visits.
  • Coordinate training as needed in collaboration with the Field Technical Manager.
  • Any other task or function assigned by area manager.
  • Compile monthly reports of activities at the Base as instructed by the area manager.
  • Support with the preparation of internal reports, reports to authorities and donors as needed.

Personnel management and well-being at work

  • Conduct annual objective evaluations of staff under your charge.
  • Establish annual objectives for the staff under your charge.
  • Identify professional development needs and ensure the training of your team, both continuously and through specific training.
  • Meet the needs of the teams under your management.
  • Ensure that the base teams know, understand, apply and respect the internal regulations as well as the regulations of DRC Venezuela.
  • Report staff faults/infractions to the area manager and participate in disciplinary processes.

Budget and finance management

  • In accordance with the budget template provided by support services, and together with the area manager, support monthly budget planning and monitoring for the base.
  • Propose necessary budget modifications.
  • Monitor the compliance of financial documents.

Logistics management

  • Support the supply chain team in identifying and acquiring the required equipment and tools, respecting supply chain and administrative procedures.
  • Ensure proper use and storage of tools, equipment and vehicles.
  • Ensure visibility of DRC and relevant donors on all equipment, supplies, tools, vehicles, work sites (office and camps), as directed by DRC and the donor.
  • Ensure compliance with supply chain and donor procedures.

Experience and Technical Skills:

  • At least 5 years of experience in a relevant field in an NGO
  • Minimum of 3 years experience in people management
  • Substantial work experience in the emergency areas, development sector, especially with displaced/refugee communities may substitute for educational qualification.
  • Experience in field office management
  • Experience in project management and proven organizational skills
  • Experience in dealing with national partners and local/government authorities.
  • Professional experience in working with internally displaced persons and/or refugees.
  • Good experience in training and liaison with national NGOs
  • Experience working in multicultural work environments.

Education:

Specialist from a top-tier university in Finance/Accounting, Business Administration or Economics.
