Oxfam in Mali works to implement its vision for a peaceful Mali, where inequalities and social injustices are reduced, so that women, men, girls and boys exercise and fully enjoy their rights.

To achieve this vision three Strategic Objectives are defined:

  • The Resilience of sustainable communities and livelihoods;
  • Good Governance, Peace and citizen participation;
  • Access to basic social services.

Moreover, at the heart of the Oxfam in Mali’s Country Strategy, there is Influence, Advocacy and Gender Equity for reducing Communities’ vulnerability to Internal and External Shocks and the Injustice of Poverty. Our programs will help reduce the economic marginalization of women and promote their full participation in Mali’s development.

Location: Bamako, Mali with regular field visit in Oxfam intervention area

KEY RESPONSABILITIES:

Country Programme Development, Management, Delivery and Quality

  • Ensure programme department coordination.
  • Lead intensive programme development (timely, competitive, and highly quality proposals) that matches the Oxfam’s one program approach, is conflict and gender sensitive.
  • Ensure the delivery of a country program with demonstrable impact and value for money and is accountable for overall program quality and learning.
  • Ensure technical / sectoral integration of programmes.
  • Ensure that programme implementation comply with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Ensure that robust design, monitoring, evaluation, learning and social accountability systems are in place, adhered to and used as a decision-making tool, encouraging consistency and best practice across programs.
  • Evaluate projects’ effectiveness in achieving goal and objectives and propose course corrections wherever appropriate.
  • Provide ongoing training and guidance to staff on MEALSA best practices.
  • Lead the development of solicited and unsolicited proposals and concept notes.
  • Provide overall management and leadership of the country influencing, development, peacebuilding, and Humanitarian program.
  • ensure project cycle management is being followed consistently for all programs (where missing, put project cycle management processes in place)
  • ensure an integrated, mutually reinforcing program portfolio that connects humanitarian interventions with more long-term development programming (either existing or for new opportunities)
  • ensure the implementation of the Country Operating Plan’s programmatic aspects.
  • assume responsibility for the professional implementation of all programs
  • ensure kick-off meetings/workshops for all new projects, as well as midterm progress reviews

Humanitarian response in country

  • Support the humanitarian projects managers in timely implementation of quality activities that respect Oxfam standards.
  • Ensure effective fundraising that allow implementation of Oxfam humanitarian mission in country.
  • Ensure development, update and implementation of country humanitarian strategy and sectoral strategies (wash, food security, protection, gender …).
  • Ensure that our priorities are align with humanitarian responses mechanism and donors’ priorities in country.
  • Coordinate and ensure the quality of the country ongoing response to the CAT2 food insecurity crises.
  • Supporting the gathering of evidence to enable learning, innovation, and advocacy (Right in crisis).
  • Working closely with Oxfam staff, humanitarian local partners, clusters, and stakeholders for the best interests of the affected communities.
  • Ensure connection with regional and global and technical humanitarian system and coordination structures.
  • Set the strategic vision and direction of Oxfam in Mali’s humanitarian program.
  • Ensure that emergency preparedness plan is undertaken and fully understand by team members
  • Closely monitoring and ensure efficiency in implementation of humanitarian strategic project.
  • Identify deviation from approved project plans through reviewing the budgetary information in a timely fashion and recommend corrective measures when necessary.

Influencing, public engagement, nexus programming

  • Oversee quality program implementation (development projects and nexus projects).
  • Ensure efficiency in implementing partners monitoring system to improve program quality.
  • Diversify the development program portfolio (Agroecology, value chain, climate change, natural resources, economic recovery, management, influencing, peacebuilding
  • Oversee the development of program and project improvement plans, to ensure effective and timely implementation of the projects and program

Financial management

  • Direct responsibility for providing oversight in the management of the country program.
  • Responsible for formulating, managing, and monitoring the country program annual budget.
  • Support the country office in identifying funding priorities.
  • Ensure that budgets are well prepared and considers good coverage for staff cost (program and support staff)
  • Ensure that projects BVA are analyzed, and corrective measures taken.

Coordination

  • Coordinate all program related discussions with Oxfam appropriate affiliates, country coordination mechanism and donors.
  • Ensure collaboration with peers INGOs, UN agencies, state technical sectoral departments and ministries.
  • Develop good networks and relationships for Oxfam with these agencies to create formal and informal alliances towards joint objectives.
  • Lead and/or participate in effective communications about programme impact with all relevant stakeholders (donors, UN, NGOs, beneficiaries, media).
  • Keep informed of relevant programme issues and initiate and contribute to wider programme learning – also by initiating and facilitating programme learning events and evaluations.

An ideal candidate for the role will also be / have:

Technical skills & experiences

  • Advanced master’s degree in international Relations/ development studies, Public Administration, Economics, Project Management, humanitarian aid or other related topics.
  • At least 10 years of proven program management experience, with minimum of 5 years’ senior management experience.
  • Advance capacities in proposal writing; good experience in humanitarian, development, and peacebuilding.
  • Demonstrable experience in managing multidisciplinary projects and programmes with significant budgets, from different donors, medium-large scale projects including multi-year, transformative economic and social projects in a conflict context.
  • Excellent interpersonal communication skills, in written and verbal English, with high impact influencing and persuasive skills. Able to use different approaches to achieve followership.
  • Commitment to and knowledge of creating a partner-led operational environment, with an ability to create an internal Oxfam approach that is focussed on developing and supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives.
  • Experience of developing and managing complex budgets associated with donor and partner budgets.
  • Proven track record of making sound judgment in uncertain and pressurized situations.
  • Ability to anticipate and manage risks that could threaten the organizations reputation, operational viability and security.
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalised people in all aspects of Oxfam’s work in Mali.
  • Bilingual (French fluent).

DESIRABLE

  • Work experience in the West Africa region.
  • Knowledge of the Sahel programme area in terms of its political, economic, and social trends plus a good understanding of the key development and humanitarian issues in the region.
  • Politically astute, with a good understanding of key external organizations, how they work and make decisions, and the country’s development context,
  • Knowledge of Oxfam’s goals and objectives.
  • Knowledge and experience of Oxfam programs and systems
  • Sensitivity to cultural differences and ability to work in a wide variety of cultural contexts.

In light of these incidents, Oxfam is calling on all parties involved to exercise increased vigilance when interacting with third parties via email, internet, telephone or SMS.

Third parties posing as Oxfam may seek to obtain your personal or financial information, or exploit you for financial gain.

Recent examples

Lottery: A message sent via email, SMS, WhatsApp or Messenger claiming that the recipient has won a lottery. Recipients are asked to provide their personal details or make a payment to claim their winnings.

Job Offer: Fake online recruitment advert made under the name of Oxfam. The respondent is asked to pay a fee (e.g. for a uniform, background check, or insurance) before receiving a job offer.

These are fraudulent offers, scams or phishing attempts with which we are in no way associated. Oxfam does not send unsolicited messages or make phone calls to announce that someone has won a prize or to ask for personal or financial information. Oxfam also never asks job applicants to pay anything during our recruitment procedures. If you receive such a message sent under our name offering you a job, a job interview, or announcing that you have won a raffle or lottery in exchange for payment of a sum of money or otherwise, we strongly advise you not to respond.

While we will take appropriate action against such unscrupulous individuals, including legal action, we would like to inform you that Oxfam and its confederation members will not be held responsible for any loss that may be incurred by a member of the public as a result of their dealings with individuals with fraudulent intentions.
