WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

  • Cure : provide real access to care for populations.
  • Changer: more than helping, we want to change things in the long term.
  • Bear witness : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

The project “Ensuring the protection of children and young people on the move” is a 12-month project (April 2024-March 2025) implemented by Médecins du Monde Belgium (MdM) with the financial support of UNICEF. The project targets 500 vulnerable children and young people (0-24 years)accompanied or not, as well as their parents and guardians, in the governorates of greater Tunis, Sousse, Sfax and Medenine as well as 80 professionals from public structures (child protection delegates, national guard agents, etc.).

The project aims at “protective support for the child and his/her parents or guardians”, while respecting their life choices. The purpose of the intervention is as follows:

  • Strengthen access to health rights and services (including Mental Health and Psychosocial Support SMSPS) and to appropriate protection for children and their parents and guardians;
  • Reduce the exposure of children and young people to violence, abuse and exploitation, by strengthening their self-protection and decision-making capacities, promoting a protective environment, particularly at the level of families and communities and at the level of the places where these children live, and raising awareness among migrants and Tunisians about violence (including gender-based violence VBG);
  • Better prepare civil society organizations and institutional actors (child protection actors and the National Guard) to take into account the mental health of children in vulnerable situations
  • Contribute to improving the framework for coordination and synergistic action of child protection actors (institutional and community).
  • Support advocacy initiatives for more inclusive systems for children and young people in vulnerable situations.

DESCRIPTION OF THE CONSULTATION

These terms of reference are part of the project “Ensuring the protection of children on the move in Tunisia” supported by UNICEF and implemented by Médecins du Monde.

Training objectives:

Strengthen the knowledge and skills of the Médecins du Monde frontline team in psychological first aid so that they can integrate them into their practice with disadvantaged groups.

The objectives of the mission:

  • Develop a training module in Psychological First Aid (PSP) intended for Médecins du Monde staff (psychological and non-psychological profiles);
  • Assess the team’s skills development;
  • Write a training report;
  • Prepare a final mission report;

DELIVERABLES

Deliverable 1 : A methodological note including the training methodology, the educational tools offered and the learning assessment tools as well as a detailed timetable.

Deliverable 2 : A training support intended for MdM staff.

Deliverable 3 : A report of the mission.

EXPECTED PROFILE

  • Master in clinical psychology;
  • Expertise in child protection;
  • Experiences of similar missions;
  • Perfect command of French, mastery of other languages ​​is an asset;
  • Knowledge of the Maghreb context is an asset
  • Analytical mind and synthesis skills;
  • Excellent writing skills.

A technical offer including:

  • A methodological note with the number of days required to complete the mission (number of days worked), the detailed schedule and the choices of approaches, methods and tools for the work.
  • An up-to-date and detailed CV with at least three references from similar missions.

A financial offer including:

  • A detailed financial proposal also taking into account the costs related to the organization of the mission (travel expenses, per diem, accommodation, etc.). Your offer must include the amount excluding VAT* as well as the percentage of withholding tax.

*The project is exempt from VAT.
