The Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local populations/host communities. DRC is currently seeking two (2) highly qualified Case Management Officers for a 06-month contract (renewable based on funding and performance) based in Carúpano, Edo. Sucre, Venezuela.
About the work:
DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in Sucre, Apure and Zulia states. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions on improved hygiene and food safety practices.
General purpose of the role:
Evaluate cases referred by external actors or other internal DRC sectors for the provision of humanitarian protection assistance services, responsible for the efficient and professional performance of project activities. With work in the Carúpano base office with frequent missions between the parishes of the municipalities of Benítez, Libertador, Mariño, Cajigal and Valdez in the state of Sucre.
Your main duties and responsibilities will be:
- Under the supervision of the Case Management Team Leader, the Case Management Officer will be responsible for receiving, assessing, managing, accompanying and referring cases with specific protection needs (health, psychosocial support, GBV, humanitarian transport, emergency shelter, in-kind items and legal aid).
- Develop and maintain good relationships with persons of concern, relevant stakeholders and other humanitarian actors, to facilitate the proper implementation and coordination of DRC-Carúpano project activities.
- Support the Case Management Team Leader in ensuring the quality of planning, implementation, monitoring of action plans and protection activities.
Implementation of the Protection Project
- Receive external and internal referrals of cases of people with specific protection needs and proceed with case management once the protection profiles have been analysed according to the criteria set by DRC.
- Coordinate with other DRC units, external actors and humanitarian organizations for case management.
- Ensure informed consent of the beneficiary for humanitarian assistance necessary to address identified protection needs.
- Ensure active listening to beneficiaries with the aim of identifying the most appropriate humanitarian assistance service to address the identified protection needs.
- Record received and accepted cases in the case management database.
- Keep the information contained in the case management database constantly updated.
- Handle confidential information correctly, managing protection files accurately, correctly and completely.
- Develop action plans to address specific identified needs and proceed with the delivery of humanitarian assistance, including medical services, emergency shelter, transportation and delivery of in-kind items.
- Ensure the delivery of identified humanitarian assistance by managing direct purchasing processes and, therefore, establishing coordination with service providers.
- Ensure the correct legalization of expenses incurred for the provision of humanitarian assistance services.
- Ensure follow-up of cases by finding out the satisfaction of beneficiaries in receiving services.
- Ensure that cases are closed in a timely manner appropriate to the emergency framework in which they are implemented.
- Provide information for weekly, monthly, quarterly and annual reports as required by the Case Management Leader.
- Ensure the highest quality of case management interventions and coherence across all ongoing and proposed projects in line with the overall strategy.
- Follow work plans and project guidelines while maintaining confidentiality principles.
Programming and Operations
- Ensure efficient and effective implementation of the project while following the work plan.
- Participate in the preparation of monthly reports and budgets.
- Participate in the implementation of general protection activities in accordance with agreed objectives.
- Continuously monitor and document the needs of persons of concern, in addition to developing action plans.
- Carry out basic tasks within the protection area, including data collection, identification of patterns and trends, such as arrivals/departures/new flows of persons of interest in the area, etc.
- Support other program activities and multidisciplinary teams of the DRC-Carúpano.
Required
- Minimum 1-2 years of relevant experience in humanitarian protection, social work, human rights or other similar field work, related to an NGO or other non-profit organization.
- Field experience and work with refugees, migrants and internally displaced persons.
- Demonstrated experience and skills in humanitarian protection and a differentiated approach to protection responses.
- Experience in psychological first aid.
- Experience in purchasing activities and relationships with service providers.
- Excellent skills for working with tablets and computers.
- Optimal skills in MS Word and Excel.
- Willingness and ability to learn in the short term.
- Experience with the following standard procedures and guidelines.
Desirable
- Experience in case management in mixed migration contexts.
- Of calm and diplomatic character.
- Good teamwork; ability to create a good atmosphere.
- Proficiency in English is a plus.
Education level:
- Relevant diploma or professional qualification (e.g. Psychology, Social Work).
