DRC is currently seeking a highly qualified Legal Aid Officer for a 06-month contract (renewable based on funding and performance) based in Carúpano, Edo. Sucre, Venezuela.
About the work:
DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in Sucre, Apure and Zulia states. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions on improved hygiene and food safety practices.
General purpose of the role:
The main objective of the Legal Aid Officer is to implement legal activities within the framework of the DRC Protection programme. Under the operational and technical supervision of the Legal Aid Leader, he/she will implement legal advisory and case management activities to restore the rights of refugees, migrants, returnees and host population in civil, administrative and constitutional matters. He/she is responsible for the implementation of briefings on legal issues in close collaboration with the Protection team.
Your main duties and responsibilities will be:
- This role has an area focus and ensures that legal assistance/advice objectives are met under DRC procedures and guidelines within the area. The role contributes to the implementation of action plans and provides technical support and guidance for legal operations in the field.
- Work closely with the DRC Protection Team and respond to documented legal needs
- Plan and implement legal advisory and services activities in accordance with the project goals and work plan
- Prepare legal advisory and services documents, determining the best strategy for the cases of persons of interest under the supervision of the Legal Aid Team Leader.
- Implement legal advice and services in the communities selected by the program according to the work plan established by the Legal Team Leader
- Collect information from persons of interest, ensuring the systematization of information in digital and physical files in a confidential and complete manner
- Ensure the constant entry of relevant information into the legal database to enable the follow-up of identified or referred cases.
- Provide individual advice on legal issues including international protection, family reunification, civil registration and nationality, and other civil and administrative law cases requiring legal assistance
- Accompany beneficiaries to public institutions to access procedures, services and rights, as necessary
- Support the Legal Aid Team Leader in developing strategies and standard procedures to facilitate the implementation of legal activities at national and cross-border levels.
- Maintain good relations with relevant public entities and institutions so that coordination and articulation are strengthened.
- Provide information for weekly and monthly reports as required by the Legal Aid Team Leader and Protection Management.
- Actively participate in team meetings providing input, challenges and lessons learned.
Programming and Operations
- Ensure the efficient and effective implementation of legal activities on the ground.
- Address the legal advisory and services needs of beneficiaries.
Required
- Minimum 2-3 years of relevant experience as a lawyer
- Undergraduate in Law, with experience in constitutional law/refugee law/human rights.
- Bachelor’s degree for representation in court and possession of a professional card issued by the competent authority in Venezuela.
- Excellent report writing skills
- Excellent skills for working with tablets and computers
- Excellent skills in MS Word and Excel
- Willingness and ability to learn

Desirable
- Of calm and diplomatic character
- Work experience in NGOs of a humanitarian nature or in defense of human rights
- Proactive aptitude
- Having worked in the intervention region or knowing the territorial context
Education level:
- Bachelor’s degree in Law, with experience in civil/constitutional law/refugee law/human rights. Demonstrable experience in defining legal strategy, case monitoring and litigation.
