DRC is currently seeking a highly qualified Case Management Team Leader for a 06-month contract (renewable based on funding and performance) based in Carúpano, Edo. Sucre, Venezuela.

About the work:

DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in Sucre, Apure and Zulia states. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions on improved hygiene and food safety practices.

General purpose of the role:

The Case Management Team Leader will be based in the Carúpano office, and will be responsible for the effective and professional management of the multidisciplinary team with protection case management functions in the field and for supporting the DRC Protection Manager in Carúpano. The position will include supervision of two case management officers, including developing their capacities in emergency protection operations.

Your main duties and responsibilities will be:

  • Establish and coordinate the referral system for cases, whether internal or external, in coordination with the DRC-Carúpano Protection Leader.
  • Analyze, evaluate and determine the protection profiles of the referred cases, ensuring the participation of the beneficiaries.
  • Ensure that each beneficiary receives guidance on basic services, within the framework of case management, and that the humanitarian assistance necessary to address the identified protection needs is established with the informed consent of the beneficiary and in accordance with the principles of confidentiality.
  • Coordinate, plan and monitor the activities of the field case management team, including case follow-up.
  • Ensure that the case plan clearly identifies agreed timelines for actions to be taken, and ensure that cases are closed in a timely manner appropriate to the emergency framework in which it is implemented.
  • Maintain close cooperation with government counterparts and humanitarian actors to strengthen the public route, as well as the humanitarian cooperation route within the framework of the established referral mechanism.
  • Actively work with the administrative and logistics department of DRC-Carúpano for the provision of humanitarian assistance services, including medical services, emergency shelter services, transportation services and in-kind delivery of items to address specific protection needs.
  • In coordination with the administrative and logistics department of DRC, ensure that the purchasing processes are correctly implemented and legalized.
  • Support the protection manager in developing a database for case management.
  • Maintain constant contact with the leaders of the legal aid and general protection team at the grassroots level, ensuring cross-cutting information and collaboration between the components.
  • Monitor the database and ensure that it is updated correctly and in an organized manner.
  • Prepare high-quality weekly and monthly reports of challenges encountered and results achieved.

Programming and Operations:

  • Ensure efficient and effective implementation of the project in accordance with the work plan and IPTT.
  • Prepare reports and participate in writing monthly/quarterly/annual proposals and budgets for donors.
  • Certify that identified cases are vulnerable persons and have a protection risk according to the criteria established by DRC and ensure appropriate internal humanitarian assistance actions.
  • Ensure that case documentation provides adequate information to prioritize as low, medium or high risk and that case plan measures address identified needs and risks.
  • Lead the case management team in assessing cases and providing humanitarian assistance. Ensure direct services are delivered according to the case plan, as well as follow-up and closure.

Coordination and representation:

  • Maintain contact with local authorities, service providers and humanitarian actors to strengthen effective care pathways.
  • Collaborate with internal and external technical experts on relevant industry topics.
  • Represent DRC at relevant internal and external technical coordination meetings, etc.
  • Ensure integration with other DRC sectors, including MEAL.

Project development:

  • Prepare work plans and schedules by the case management team.
  • Support the Protection Manager in the preparation and development of long-term work plans.
  • Participate in the development of project tools.
  • Ensure that case management databases are updated.
  • Report any implementation issues or non-compliance to the protection manager.
  • Ensure compliance with the data protection policy in all phases of the project.

Logistics / Finance:

  • Support the monitoring of financial commitments and expenditures and provide timely information on budget tracking.
  • Proactively plan and coordinate logistics and personnel movements to and from different operational areas.
  • Initiate acquisitions and ensure their execution.
  • Ensure that humanitarian assistance delivery plans are prepared and shared with logistics in a timely manner.

Supervisor Responsibilities:

  • Coordinate the daily activities of the field case management team.
  • Contribute to the recruitment and performance evaluation of case management team members.
  • Implement the decisions of the Safeguarding Manager through the work of the rest of the case management team, often playing a role in deciding how to do it and how to achieve the objective set by the manager.
  • Ensure compliance of each team member with DRC standards and procedures (including CoC and internal regulations) and report violations in accordance with the procedures.

Advise the rest of the case management team on management routes and development of action plans for the care of beneficiaries.

Required

  • Minimum 2-3 years of relevant experience in humanitarian protection, related to an NGO, UN agency or other non-profit organization.
  • Field experience and work in protection in vulnerable areas of cities. Experience in supervising teams and preparing work plans.
  • Excellent skills and experience in database management and Excel use.
  • Experience in the analysis of quantitative and qualitative data.
  • Above average writing skills.
  • Excellent skills in MS Word and Excel.
  • Experience in providing humanitarian assistance services, with organizational skills and logistics/finance experience.
  • Skills and experience in training and capacity building of inexperienced staff. Experience with accountability measures and compliance with DRC and donor requirements.

Desirable

  • Diplomatic character.
  • Ability to manage competing priorities and meet deadlines.
  • Ability to create a good team atmosphere.
  • Mastery of the English language is an advantage.
