Generic responsibilities
Adherence to NRC policies, guidance, and procedures;
Prepare and develop status reports as required by management
Ensure proper filing of documents by maintaining the program-specific portion of data capture, analysis, and warehouse platforms (e.g. KoBo and SharePoint) is well organised and accessible.
Provide technical guidance on the design of data capture processes
Supervise data capture processes to ensure they are implemented according to plans and agreed on standards
Provide analysis of information and data to address indicator reporting requirements
Maintain program files, databases, and other archives documenting project progress
Specific responsibilities
Data handling, Reporting and visualization (60%)Develop and manage NRC’s core competencies units’ information management systems, platforms, and databases for the WaSH, shelter, ICLA, LFS,
Education and Protection from Violence (PfV).
Provide CC-level analysis for the outputs, outcomes collected data, verification data, etc.
Produce documents for distribution and reporting and contribute to relevant elements of the reconciliation of deliverables (ROD).
Support the development of the internal and external reports, focusing on the output and outcome achievements and progress under the supervision of CCs project managers and MEL coordinator
Develop and maintain powerful dashboards and infographics to support the area programme by understanding the context, reflecting on achievements, and making evidence-based decisions.
Systematically review datasets for deficiencies or errors based on data quality SOPs and advising on correcting any incompatibilities where possible
Ensure that all program data collected include the minimum information required for follow-up and conducting the Post-Distribution/Delivery Monitoring (PDM) Assessments. E.g. beneficiary numbers
Digitalise the data collection implemented by the project staff and Support the program data management staff in using the digital systems and tools
Work closely with the IMs in the field and MEL coordinator on conducting regular data reviews
Establish the protocols and systems necessary for remote support and client engagement (e.g. outbound calling, ticketing systems, etc.)
Build mobile/digital data collection surveys for the field teams like Kobo.
Communication and leadership (30%)
Line management of the field-based Information Management Technical Assistants (IM Technical Assistants).
Conduct regular meetings with the country office MEL team and IM TAs in the presence of the MEL Coordinator.
Coordinate closely with the area office CCs project managers and country office MEL Team to provide all relevant and required support.
Capacity Building (10%)
Build the capacity of programme and field staff in relevant technical and management competencies (data capture, data cleaning, data management, data analysis…).
Hold regular digital and data literacy sessions for all NRC staff based on a pre-set capacity-…(TRUNCATED)
Qualifications
Professional competencies
Experience: Minimum 2 years of experience in an international NGO, preferably in an emergency or post-conflict setting, preferably in M&E, Data management, or Information Management Systems (IMS)
Education: A Bachelor’s degree in information management, Data Science, Computer Science, or a related field is preferable
IM Experience: Thorough experience with developing databases and beneficiary-tracking tools
IM Experience: Demonstrated ability in electronic data collection, data cleaning, and analysis such as KOBO etc.
Data Analysis: Excellent knowledge of Microsoft Office such as (excel), databases, and data analysis tools
Data Analysis: Experience with qualitative and quantitative data collection and statistical analysis
Very Good in English, both written and verbal.
Context/specific skills, knowledge and experience: Context-knowledge: Knowledge of the context in Syria is preferred
Context-knowledge: Experience with remotely managed programming
Programme Knowledge: Previous relevant experience in WaSH, Shelter, ICLA, LFS or Education core competencies is a plus
Advantage: Experience in GIS, Oracle, SQL or Power Bi is an advantage
