Mission :

You will be responsible for managing the heads of technical departments and providing support to the Country Director.
Your role will be to:
Ensure that ACF programs in Chad respond to ACF’s vision and mission and strengthen ACF’s impact at the level of beneficiaries and various stakeholders Demonstrate leadership in the development and quality of ACF programs ACF in Chad
Take into account ACF’s global strategy at the international level, ACF’s strategy and ambitions in Chad, and the strategic positions of the Chadian state, donors present in Chad, as well as the expectations of the communities and beneficiaries of ACF’s programs
Supervise the heads of technical and programmatic departments (RDDs WASH, SAME, MEAL, Advocacy and Communication, Grant and Partnership, Mental Health and Care Practice) Guarantee the technicality, expertise and quality of the programs implemented by ACF in Chad
Actively participate, in support of the Country Director, in defining ACF’s strategy in Chad and the operational implementations of this strategy through programs and projects in the field
Ensure that ACF’s strategic themes – Health/Nutrition, Mental Health and Care Practice, Food Security and Livelihoods, Water, Hygiene and Sanitation, Advocacy – are developed and integrated into the strategy and programming of ACF in Chad
Establish and strengthen monitoring, evaluation, capitalization of best practices and learning mechanisms linked to the programs developed by ACF in Chad
Ensure the interim of the Country Director and the animation of the Senior Management Team in the absence of the Country Director
More specifically, your missions will be to:
Participate in the definition and implementation of the strategy and ensure the management of the programmatic technical departments
Participate in representing ACF and maintaining relationships with donors, authorities, United Nations agencies and other NGOs, on technical operational strategy, programs and advocacy
Identify and analyze humanitarian needs and issues in the country
Manage your team
Monitor program budgets and contribute to the identification of potential funding opportunities

Profile :

You hold a higher degree at Bac+5 level in project or organizational management or any other equivalent field or experience.
You have successful experience in strategic management of operational planning, as well as in the management of multi-sectoral, emergency and development programs, including their budgetary management.
You have proven experience in writing project proposals, leadership and senior staff management (Directorate level).
You have already worked in a complex environment and/or situation.
You know the procedures and strategies of donors (ECHO, SIDA, EuropeAid, FFP, OFDA, AFD, SDC, United Nations Agencies, etc.).
You have excellent leadership skills, integrity and honesty and are able to effectively manage teams and monitor performance.
You are particularly competent in stress and complexity management, and in emotional intelligence.
You are fluent in French and English, both spoken and written, and have good communication and writing skills.

Terms of employment
Fixed-term contract under French law: 12 months
Gross monthly salary: from 2899 to 3376 euros depending on experience
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Per diem and monthly living expenses: 767 euros net, paid on the ground
Monthly context allowance: 150 euros
Child allowance: 1500 euros per year per child present in the country of origin (ceiling of 6000 euros/year)
Transport and accommodation: Travel support and collective accommodation
Medical Coverage: 100% coverage of health contributions (CFE + supplementary health insurance) and repatriation insurance
Salary maintenance schemes (sickness, maternity, paternity)
Leave and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
