Background:

The American Bar Association Rule of Law Initiative (ABA ROLI) was established in 1990 as a public service project of the ABA to promote the rule of law around the world and has implemented legal reform programs in more than 100 countries. Together with local partners in the public and private sectors, as well as civil society organizations, ABA ROLI designs programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

The Human Rights for All (HRA) project, working in close alliance with civil society organizations, government entities, and other stakeholders, aims to strengthen the Guatemalan human rights system so that all citizens are respected and protected. Through advocacy, education, awareness-raising, and capacity building, the project will promote a culture of respect for human rights to foster the further development of Guatemala.

Job Description

Under the direct supervision of the HRA Deputy Chief of Party, the Human Rights Advisor is a technical position responsible for leading human rights initiatives and activities to improve prevention and protection of human rights in Guatemala, including the rights of marginalized communities, groups, and populations. The Human Rights Advisor is responsible for work regarding legal mechanisms for human rights protection and prevention of human rights violations; protecting human rights defenders (HRDs); and human rights initiatives with the private sector, journalists, and civil society actors at the local, regional, and national levels, including reporting impact through presenting tangible monitoring and evaluation data.

Location:

This position will be based in Guatemala City, Guatemala.

Responsibilities:

• In coordination with the Institutional Capacity Advisor and the GESI (Gender Equality and Social Inclusion) Specialist, leads human rights protection strengthening initiatives with the private sector, HRDs, journalists, and civil society at the local, regional and national levels, including flexible management to ensure successful completion of deliverables and expected results in a fluid implementation environment.
• In coordination with the Grants Manager, provides strategic and technical assistance in the subaward program design, reflection, work planning, reporting, and other implementation touchpoints.
• In coordination with the ABA Center for Human Rights, oversees technical integrity of program deliverables related to protection of HRDs against retaliation online and offline, and human rights trial monitoring for a wide range of audiences including HRDs, the private sector, journalists, and civil society.
• Ensures technical integrity of participant-facing program materials and donor-facing quarterly, yearly and final reports, related technical deliverables, and briefings to the donor and partners.
• Perform other tasks as assigned by the HRA Chief of Party and/or Deputy Chief of Party.

Qualifications:

• Bachelor or Graduate degree in international development, social science, business, law, or related field.
• Minimum of 5 years of demonstrated experience working on international donor-funded programs on human rights, rule of law, judicial independence, and similar topics, preferably with USAID-funded programs.
• Knowledge and experience on gender and social inclusion, including work with vulnerable communities such as Indigenous people, LGBTIQ+ communities, women, youth, and others.
• Good understanding of human rights focused Guatemalan civil society organizations and networks, HRDs, private sector partners and networks, journalist organizations and networks, legal associations, and judicial actors and entities in Guatemala and its development context.
• Solid communication, interpersonal, negotiation, and relationship management skills and experience in building and maintaining relationships and networks with HRDs, private sector, journalists, civil society organizations and networks, and other relevant stakeholders.
• Fluency in Spanish; proficiency in English.
