WHO ARE WE

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Cure : give real access to care to populations.
  • Changer: more than helping, we want to change things in the long term.
  • Bear witness : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

In the Democratic Republic of Congo (DRC), women’s health is a social issue. In addition to the general lack of access to health care due to the lack of structures, qualifications of caregivers, costs or even the distances to travel, women and girls are also victims of GBV among which rape is trivialized in the Company.

This is why Médecins du Monde has been present on site for several years.

In South Kivu, we operate in Bukavu and Uvira on a Sexual Reproductive Health and Rights (SRHR) program; in Kabare, we operate according to the “One Heath” approach which takes into account the interactions between determinants and actors of human, animal and environmental health. MdM also carries out a multi-sectoral Life Saving intervention for the benefit of vulnerable people affected by conflicts in the health zones of Itombwe, Minembwe and Nundu. Finally, MdM is launching a new project in the Lemera health zone which aims to contribute to community protection and improvement of the health of vulnerable people with a view to increasing the resilience of communities.

Operational context:

The Médecins du Monde Mission in the DRC works around the following issues:

  • Issue 1: Ensure effective access to quality health services, the right and the ability of each individual to freely exercise their emotional, sexual and reproductive life;
  • Challenge 2: Ensure a multi-sectoral survival intervention targeting the most vulnerable people affected by the conflict;
  • Issue 3: Ensure access to quality care for vulnerable populations.

Human ressources : The DRC team is made up of 169 employees and is distributed between the Coordination in Bukavu, the bases of Uvira, Mboko, Katana, Itombwe and Minembwe.

Operational and financial partners:

The main technical and financial partners of the DRC Mission are: DGD, ECHO, CDCS, USAID/BHA. Our institutional partners are the Ministry of Health and its decentralized services, the Congolese Ministry of Planning and national NGOs such as ADBA, ADMR, ALCIS, BVES.

Among the international NGOs present in the DRC, MdM works in collaboration with Vétérinaires Sans Frontière (VSF), People in Need (PIN) and Tearfund; Furthermore, MdM is an active member of the Forum of INGOs in the DRC (FONGI).

Security context:

The security context in MdM’s areas of intervention, relatively calm despite the few cases of sporadic incidents and the impact of the M23 war, remains dominated by:

– The activism of armed groups in the areas of intervention;

– Crime on the accessibility routes to the intervention zones, particularly on the RN5. MdM staff, programs and its partners do not constitute a target for the perpetrators of criminal cases; this relates to the level of acceptance, compliance with the security plan and humanitarian principles by the MdM teams.

Currently we observe weak activism from armed groups in the highlands of Minembwe, Itombwe and Uvira.

No security incidents have been recorded in the Minembwe and Itombwe health zone over the past two months (March and April 2024).

Physical accessibility to certain intervention areas remains a challenge for MdM teams and its partners. The Mboko health zone is almost inaccessible by road and Uvira runs the same risk given the level of degradation of the RN5 and the rising water levels of Lake Tanganyika.

The impacts of the persistence of the M23 War in North Kivu on South Kivu are less and less noticeable.

In summary, the security context at the MdM Be mission is relatively calm and acceptable, humanitarian access is possible and unconditional in all MdM intervention areas.

TASKS AND RESPONSIBILITIES

The coordination of the mission in the DRC has identified the following support needs, on which the reporting officer will be mobilized: “These are main but not exhaustive tasks).

  • Updating and monitoring dashboards of new project submissions, upcoming interim and final project reports.
  • Preparation of first versions of project and program reports, in close coordination with project managers and program coordinators.
  • Support for the compilation of donor reports
  • Support for the design and writing of new projects

Contextual monitoring “the monitoring themes will vary depending on the issues identified by the coordination.

YOUR PROFILE

Studies/training and Experience

  • Bac +3 and bac + 4 (license 3, professional license, master 1) in Humanitarian Affairs, or in Political Science.

Skills and qualities required

  • Excellent editorial quality in French.
  • Excellent organizational quality
  • Great capacity for adaptation and flexibility.

Learning Opportunities

  • The DRC Mission is a multidisciplinary and multicultural team which makes development within it advantageous for a volunteer with a thirst for learning and innovation.
  • Being responsible for reporting means touching on all aspects of the management of humanitarian and development programs; thus the volunteer will have the opportunity to participate both in the design of new projects and in their finalization and final reporting.

Living conditions :

  • The social climate on the DRC mission is very conducive to the integration of new members.
  • In Bukavu there is a good general atmosphere and the risk of security incidents is low. However, new employees will be recommended to avoid certain (few) places at late hours.
  • Housing for volunteers will be provided by MdM, as will security management.
    buildings (guards). All housing-related costs (rent, electricity bills,
    water…) will be provided by MdM. MdM does everything possible to provide volunteers with good housing conditions.
  • Volunteers will receive monthly per diems in the local currency (Tunisian dinars) to cover their catering and other related costs.

Working conditions :

  • The work week begins on Monday and ends on Friday.
  • Working hours are from 8:00 a.m. to 5:00 p.m. with a one-hour lunch break.
  • An office will be made available to the volunteer in the MdME premises at
    Bukavu, as well as material resources: mobile phone, staffing
    monthly communication credits, computer, etc.
