DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the areas. most vulnerable areas of Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander and Bolívar.
About work
We work to enable communities emerging from conflict to regain access to their homes and support the efforts of governments, relief and development organizations to enable community recovery and transition to social and economic development.
DRC is currently looking for a Community Liaison for the Operations area who, with their management, will support ACM’s Comprehensive Mine Action program that is implemented in municipalities of the department of Caquetá.
Position: Community Liaison
Purpose of the position:
Carry out socialization with the benefited communities throughout the land liberation process, in addition to teaching Mine Risk Education workshops, with the aim of creating safe behavior, always maintaining a message of neutrality and impartiality.
Responsibilities:
- Formally present DRC -ACM, before local and community authorities.
- Present the objectives of the presence of DRC-ACM Colombia in the areas of intervention.
- Encourage the participation of local and community authorities in the process of executing ET/D tasks.
- Obtain relevant information about the community (for example, population size and movements, main livelihood or sources of income, and socioeconomic issues).
- Obtain information about the problem of Explosive Ordnance in a specific community (history and dynamics of the conflict / Type of Blockade / Development Projects / Prioritization, etc.).
- Identify specific risk groups in the community and understand the risk taking, extent and underlying reasons for MAP/AEI/MSE contamination.
- Provide accurate information on the location and type of Explosive Ordnance required for ET/D and marking.
- Provide accurate information to the affected community about ET/D.
- Ensure that community representatives and/or land users are consulted and participate in the process from planning to completion.
- Support community development based on participation that implies the strengthening of social capital.
- Inform about the marking and signaling system of the AP/APC, coordinating with the community the existence of any signal that needs to be added or removed for a compelling reason, seeking that the community accepts the official signals.
- Inform the community of the importance of marking an area, emphasizing that no marking should be removed or the area entered, while the work is in progress and until it has been handed over by the authorities.
- Comply with internal work regulations
Responsibilities of the Occupational Health and Safety Management System (SG-SST):
- Know the progress, results and effectiveness of the actions undertaken in the implementation and improvement of the occupational health and safety management system.
- Seek comprehensive care for your health.
- Actively participate in the formation of COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SG SST.
- Report in a timely manner the dangers and risks latent with your workplace.
- Attend OSH training defined by the SG-SST training program.
- Ensure the maintenance of order and cleanliness in your position and work area.
- Provide clear, truthful and complete information about your health status.
- Immediately report work accidents, incidents (near accidents) and illnesses diagnosed as work-related to the OSH area and your immediate boss.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
- Participate in training activities, drills and those that are scheduled from safety and health at work.
- Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Experiences and technical skills:
- One (1) year of experience working with communities.
- Demonstrable skill in communication and socialization of content, to interact with the community and national and local authorities.
- Good knowledge of computer management and data acquisition.
- Skill in writing documents.
Education
- Ninth grade basic high school.
- Technician or Technologist in some area of knowledge.
Desirable:
Equivalent training and positions in other organizations are valid:
- ERM basic course.
- Ability to manage groups of people.
- Basic knowledge of Office tools.
Languages
- Native Spanish
- English language knowledge. Desirable.
