The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, displaced persons internal, repatriated and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the population affected by the conflict in the south of the country, but in 2018 it expands its operations in response to the Venezuelan crisis. DRC Colombia currently implements a humanitarian response focused on protection for Venezuelan and returned Colombian refugees and migrants in Colombian cities such as Riohacha, Barranquilla and Bogotá, currently also incorporating activities in the municipality of Barbacoas and Norte de Santander.
About work:
The role of Protection Capacity Building Specialist (EFCP) represents a great opportunity for a person experienced in protection, with extensive experience in capacity building and training activities, in order to support and strengthen the protection response in Colombia. The position will be part of DRC Colombia’s Protection team at the national level, which seeks to promote a humanitarian response that helps mitigate the protection risks experienced by people in contexts of mixed migration, armed conflict and natural disasters/environmental degradation.
DRC is seeking a highly qualified individual for the role of EFCP, for a six (6) month contract, based in Bogotá and with occasional trips to other cities in Colombia. Under the supervision of the National Protection Coordinator, the role of EFCP will accompany the implementation of a technical training program in various technical protection sub-areas aimed at partners and/or organizations at the national level.
Among the topics associated with capacity building are: child protection, differential approaches (AGD), foundations of protection in the humanitarian field, analysis of risks and protection needs, and psychological first aid (PAP), among others. The EFCP role will design, organize and facilitate protection training on the aforementioned topics, as well as those that are identified according to the needs of the partners.
Main responsibilities
Development and facilitation of protection training
- Work closely with the Protection Coordinator, as well as relevant protection personnel at the national level, to ensure that training plans are implemented, that the budget and schedules have adequate monitoring and execution, the expected results are achieved and donor requirements are met.
- Develop high-quality protection training modules and content, tailored to the technical needs identified by and in the partners, among others, on the topics referred to above.
- Ensure systematic mapping and analysis of capability gaps and/or training needs that may be identified in partners.
- Lead the facilitation of training spaces and modules developed based on the established plan, and ensure technical monitoring on site – when necessary – with participating organizations
- Ensure the documentation and systematic reporting of the results of capacity-building training.
Coordination of the training process
- Lead the planning and organization, in collaboration with the DRC logistics and protection team, of training with partner organizations
- Lead coordination and communication with participating organizations.
Generation of learning
- Ensure that all means of verification related to activities are systematized and reported after each training workshop, including previous baseline evaluations and subsequent evaluations after their facilitation.
- Provide support for strengthening protection capacities regarding actors and/or topics other than those initially planned, according to need/capacity.
- Document challenges, learnings and good practices derived from the implementation experience, in coordination and with the support of the MERA team.
- Contribute to feeding and keeping up to date the DRC digital library, including within the new DRC intranet, together with the specific provision of resources, guidance and best practice tools for national operations.
- Contribute to DRC’s internal learning process on safeguarding, including collecting, compiling and sharing best practices from the training process in collaboration with the national technical team.
- Share, when relevant and pertinent, learning, good practices or training material with protection actors in Colombia through the national protection sector, or any coordination platform at the relevant national level.
- Other tasks assigned by the supervisor, as needed.

Minimum required experience and skills:
- Minimum three years of experience in managing humanitarian protection projects and/or in the development of technical training or protection training, mainly in topics such as child protection, differential approaches (AGD), foundations of protection in the humanitarian field, analysis of risks and protection needs (familiarity with the Protection Analytical Framework – PAF- will be positively valued), and psychological first aid (PAP).
- Solid work experience in the humanitarian protection sector, in contexts of complex humanitarian crises.
- Work experience in different scenarios/contexts, both at the field and national level within Colombia.
- Previous work experience in protection information management (PIM-); Previous participation in training of trainers (ToT) at PIM is desirable.
- Knowledge and/or work experience (including training) related to topics such as community-based approach and protection, GBV, advocacy, strategic litigation, victims’ law, and rights of refugees and migrants in Colombia will be positively valued.
Key skills:
- Knowledge of key regulations and protection standards, comprehensive understanding of the subject, as well as the ability to apply this to technical and operational solutions.
- Knowledge of existing and new technological solutions for information management in humanitarian contexts.
- Strong and demonstrated communication skills, both written and oral.
- Demonstrated ability in capacity building, development of teaching materials, technical guides, facilitation of workshops and training
- Experience in adult training, facilitation, and training processes with humanitarian professionals
- Experience with providing direct and remote technical support to operational and technical teams
- Strong coordination capabilities.
- Excellent interpersonal skills and the ability to work in a multicultural and multiethnic environment, with sensitivity and respect for diversity.
- Demonstrated ability to manage and coordinate multiple issues simultaneously, and to develop clear goals, establish priorities, and allocate time and resources appropriately.
- Commitment to continuous learning and willingness to stay abreast of new developments in the field of humanitarian protection and, specifically, with respect to the topics referred to above.
Required Education:
- Undergraduate and/or postgraduate degree relevant to work around humanitarian protection, preferably in social or human sciences
Languages
- Complete command of the Spanish language (written and spoken).
- Fluency in the English language (written and spoken) is desirable.
