Overview :
Chemonics International is seeking a MEL/CLA Director for the NELY (Northern Economic Livelihood for Youth) activity in Benin, funded by USAID. The NELY activity specifically targets young people living in northern Benin, particularly young men who are at risk of recruitment by violent extremist groups. This proposed activity will listen to young men and women and work with them to design specific interventions at the local level that aim to improve purchasing powers, develop self-sufficiency and improve inclusion in the modern economic market. To do this, it will introduce relevant technologies, establish partnerships with the private sector and seek solutions that involve vulnerable young men and women. Through co-creation, young men and women will work together, develop interconnectedness, mutual interdependence and greater community resilience, while having meaningful life experiences that invest them in the development of their communities.
The MEL/CLA Director will develop and implement the activity’s CLA and MEL plans, and integrate CLA principles into implementation, subgrants, action plans, and capacity building efforts to promote learning and build the MEL and CLA capabilities of our consortium and stakeholders through training and knowledge transfer.
Responsibilities:
- Oversees the development and implementation of the activity’s CLA and MEL plans
- Strengthens the capacity of government counterparts in their monitoring and monitoring mechanisms, providing targeted training and using tools to ensure capacity development.
- Integrates CLA into sub-awards, ensuring that selected grantees can track, review and evaluate the impact of their work to sustainably increase what works and redirect efforts that do not
- Supports quarterly pause and reflect sessions and ensures adaptive management is practiced within the team to achieve expected results
- Builds capacity of consortium staff and partners in quantitative and qualitative research methodologies.
Qualifications
- Master’s degree in statistics, quantitative/qualitative data analysis or management, program management or other related field.
- At least eight years of experience managing the environment, collecting data, conducting analysis, and promoting learning to inform programming.
- Demonstrated knowledge of integrating AfT into project interventions to inform decision-making and of integrating AfT into capacity building for program monitoring purposes
- Demonstrated experience with quantitative and qualitative research methods, including survey development, conducting focus groups and building CPA capacity.
- Proven ability to work productively within a team;
- Possess excellent organizational and multi-tasking skills;
- Excellent interpersonal and communication skills, with proven diplomacy and the ability to communicate effectively in a cross-cultural environment
- Computer skills, including good knowledge of Microsoft Excel, Word and Office applications;
- Fluency in French and English
- Experience working or supporting programs in the West Africa region preferred.
- The position will likely be based in Cotonou, with significant regular travel to northern Benin.
