Mission :

The Finance Department Manager will be in charge of guaranteeing the proper management of funds and their transparency by ensuring the accounting and financial management of the mission in compliance with the ACF management framework and local legislation.

The essential responsibilities of this position will be to:
– Contribute to the definition of the mission strategy;
– Guarantee the accounting of the mission;
– Guarantee cash management on the mission;
– Guarantee budgetary and financial management;
– Promote and ensure collaboration and financial and budgetary coordination with mission partners;
– Prevent and manage situations of fraud and corruption;
– Supervise and support the Finance team in the capital and be the Functional Manager of the Finance Managers on the bases.

Profile :

With higher education in finance/management, you have at least 2 years of professional experience in a similar position within an international solidarity organization. You have significant experience in budgetary and financial management, prevention and management of fraud and corruption situations.
Your mastery of management and finance tools (including SAGA software) and financial analysis are recognized, as well as your excellent financial planning skills. You also have basic knowledge of tax law and labor law.
Good knowledge of donor procedures ECHO, SIDA, GFFO, SDCS, GAC, USAID is essential.
Your ability to train and increase the skills and responsibilities of your team members is demonstrated.
You are also comfortable working in a volatile context with strong security pressures.
Excellent command of French, both spoken and written.

Conditions of employment:
Post office dates: May 2024
12 months of fixed-term contract under French law
Gross monthly starting salary from 2597 to 2968 euros depending on experience
Per diem and monthly living expenses: 767 euros (see eurocost) net, paid in the country’s currency
Monthly context allowance: 150 euros
16% of gross monthly salary for retirement insurance reimbursement for non-French citizens.
Transport and accommodation: Travel support and collective accommodation
Medical Coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance
Leave and RnR: 25 days per year, 20 RTT per year and 215 euros paid during the recovery period
