WHO ARE WE ?
Médecins du Monde Belgium (MdM-BE) is an international medical development NGO part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world.
We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society (homeless people, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence, for example); migrants or displaced people and victims of crises or conflicts.
To carry out our mission, we base ourselves on three pillars:
- Cure : give real access to care to populations.
- Changer: more than helping, we want to change things in the long term.
- Bear witness : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
Our projects follow a series of values common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.
CONTEXT
Médecins du Monde Belgique has been working in Morocco since 2013 to ensure access to inclusive, quality care and protection services for all people in vulnerable situations. MdM-BE works in Morocco in close collaboration with Moroccan civil society organizations and strategic partners and aims, among other things, to support civil society organizations and patients in their ability to assert their rights.
The Morocco mission includes several projects. The historic projects are those focused on Health and Rights in Migration (SDM) and Sexual and Reproductive Health and Rights (SRHR) with a transversal focus on the fight against Gender-Based Violence (GBV) and the integration of an approach of Mental Health and Psychosocial Support (SMSPS) always in an approach of Empowerment of rights holders.
In September 2023, in response to the earthquake and after an assessment of the needs and the presence of actors on the ground, MdM and its local partners developed complementary interventions in the regions of Marrakech-Safi and Souss-Massa. These focused on covering basic needs (distribution of food vouchers, hygiene kits, winter kits, installation of temporary shelters, health). On the health side, mental health and psychosocial support (MSPSS) care for populations impacted by the earthquake in the douars has been put in place.
As part of the project financed by the Chaîne du Bonheur, MdM is currently providing support to two local partners:
- Morocco Medical-Social Solidarity (MS2) is a Moroccan national non-profit association, created in July 2016, which aims to help and provide assistance (medical, social, economic) to any person or population in a vulnerable situation on Moroccan territory. MS2 set up an emergency intervention from October 2023, essentially providing a health response in the province of Al Haouz, and complements the MHPSS intervention with activities to ensure access to health services and protection for people in vulnerable situations.
- The Association for the Fight against AIDS (ALCS) : created in 1988, recognized as a public utility in 1993, is the most important association fighting AIDS in Morocco and in the MENA region. Its teams were already present in the areas affected by the earthquake through various projects ensuring access to health for key populations through out-and-out actions and a strong link with institutions. MdM’s current partner on the project, the ALCS ensures continuity of access to Sexual and Reproductive Health (SRH), prevention and treatment of Gender-Based Violence (GBV) and Mental Health and Psychosocial Support (SMSPS) for populations in vulnerable situations
OBJECTIVES OF CONSULTANCY
The evaluation will make it possible to assess, at the end of the project, the relevance, coherence, efficiency, effectiveness, impact and viability of the intervention from a perspective of accountability and learning from beneficiaries. and stakeholders.
As part of this assessment exercise, good practices will be identified and recommendations will be provided to inform similar interventions aimed at strengthening community and health system capacity.
The results of this evaluation will support advocacy for access to health for people in vulnerable situations, as well as the importance and integration of mental health in public health and protection systems.
EXPECTED PROFILE
**Education-**2nd cycle university diploma (BAC + 5) in: medicine, statistics, social sciences, public health, management, protection or other related discipline.
Having a valid certificate in humanitarian/development project evaluation technique or being a member or affiliate of a recognized association of evaluation experts is an asset.
**Experience-**At least 5 years’ experience in multi-sectoral project evaluation work, particularly in the health (including MHPSS) and protection sectors.
- Experience with innovative evaluation methods (qualitative) and social survey methods (data collection, entry, analysis), semi-structured interviews and focus group discussions.
- Experience in countries of intervention is appreciated
- Experience in evaluating projects financed by Solidarity is appreciated
- Quality and justification of the methodology-Clear and adapted technical proposal based on a good understanding of the evaluation questions.
- General description and relevance of the methodology.
- Presentation of the tools offered at each stage of the evaluation process.
- Work schedule consistent with the methodology and expected deadlines.
- **Other assets-**Have an excellent command of French
- Knowledge of some local languages is appreciated.

DELIVERABLES
Are expected during this evaluation;
- An evaluation start-up report, validated by the steering committee.
- A preliminary document presenting the first results, conclusions and recommendations; shared with the steering committee.
- An evaluation report (draft and final) of 15-20 pages including a summary of the report in French.
- Raw data collected.
The deadline for sending final deliverables is: May 17, 2024.
