General context
Doctors Sans Frontières is an independent international medico-humanitarian organization, which assates populations in distress, victims of natural disasters or of human origin and victims of armed conflicts, without discrimination and without distinction of race, religion, belief or political affiliation.
BUT PRINCIPAL
Design and guarantee the implementation of a reactive, agile and efficient supply chain which has the capacity to meet the changing needs of medical operations and to deliver the right products, of quality, in time, in the right place. Definition of standards, policies and strategies according to MSF protocols, in order to allow the development of the mission and to optimize the impact of medical projects.
Managers
- Actively participate in the definition and monitoring of the annual planning of the project and the budgets
- Actively participate in the definition of the emergency intervention strategy in terms of supply (HR implementation, purchasing strategy, simplified procedures, etc.), and translate the needs identified in objectives, priorities and resources necessary for intervention
- Responsible for the definition, implementation and revision of the mission supply strategy with the coordination team according to the context of the mission and operational needs, in accordance with the protocols, political and directives of MSF
- Responsible for monitoring the effective implementation of global supply procedures (request planning, purchases, imports and exports, storage, distribution and transversal activities) and the use of tools to support the various supply activities, by proposing adjustments if necessary
- Responsible for anticipating the risks linked to the supply chain, define an action plan to mitigate these risks and implement it through a long -term strategy involving specialists (finance, legal, etc.)
- Responsible for the stability of supply activities within the framework of regular and emergency interventions of the projects concerned
- Responsible for carrying out a regular assessment of the supply chain (including a field visit), ensuring that a permanent support for the actors of the direct and indirect supply is available and by defining the adjustments if necessary.
- Final responsible for the validation of the use of third parties linked to supply (suppliers, transport companies, forwarders, etc.) with technical referents if necessary
- Represent MSF during meetings with the authorities and others we
- Act as a focal point for the definition, planning and implementation of intersection projects (pooling, integration, fusion) and ensuring communication with the various stakeholders and participating in the editorial staff / revision of the mission.
- Responsible for the proper application of HR policies and associated processes (recruitment, training, briefing / debriefing, distribution of tasks, evaluation, potential, detection, staff development and internal communication) in order to ensure both the dimensioning and the level of knowledge required for the activities for which it / it is responsible.
- Responsible for the right communication flow within the mission (supply teams, DPTS OP, MED and support) and with external stakeholders (suppliers, CES, authorities, etc.)
- Analyze the activities of the supply chain through reporting and KPIs while communicating and collaborating proactively with the main stakeholders and offering corrective and preventive actions
- Global responsible for the quality and accuracy of the data -related data as well as the availability and optimization of the Mission’s Pournant and SOP guidelines.
Responsibilities specific to the MSF / Context section
- ‘A’ Supply Department which provides service to 2 missions:
- Chad, a regular mission, managed by CO3 with coordination based in Ndjamena with 1 project, Metché
- Darfour, an emergency mission, managed by EU with coordination based in Adré (Chad) but 2 projects in the Darfour area (Sudan), Rokero and Zalingei
- The big challenges of the two missions:
- Support 2 missions with different procedures and formalize procedures and processes,
- software not well implemented (incomplete data),
- an intermediate base,
- access challenges,
- change of import rules,
- Stabilize the HR structure and team training
- Improve local purchases through an updated market assessment
- Set up stockage:
- Chad:
- Ndjamena: Log and Med warehouse (central pharmacy for Chad and Darfour + EPP)
- Adré: Log one with Stock Transit
- Metchy: Pharmacy and Logistics Stock Project
- Darfour Rockero and Zalengei: each a pharmacy and logistics stock
- Chad:
- Set up RH supply:
- Tchad, Njamena (6): 1 SupplyCo, 1 Supply manager, 1 Purchaser, 1 Transport et Customs Officer, 1 Supply Officer, 1 Storekeeper
- Tchad, Adré (4): 1 Supply Manager, 1 Supply Officer, 1 Purchaser, 1 Storekeeper
Tchad, Metché (3): 1 Supply Superviseur, 1 Purchaser, 1 Storekeeper + supply team in Darfour (Zalingei and Rockero): each 1 Supply Superviseur, 1 Purchaser, 1 Storekeeper
Selections criteria
Diploma and experience:
- Indispensable diploma with specialization in logistics/ supply chain
- An essential professional experience of at least two years in relevant jobs and previous humanitarian experience in MSF or other NGOs in developing countries.
- Proven and desirable understanding of MSF (general knowledge of MSF equipment and kits as a function of the nature of the project).
- Basic languages of the essential mission (French for Chad and English for Darfur), a preferred local language
- Computer knowledge
CONDITIONS
- Start of the contract: as soon as possible.
- Post based in Ndjamena with visits to Adré, Metché and Darfour (Rockero and Zalingei) projects)
- Field contract – Full time – 3 to 6 months
- Level 13 position of the IRFFG MSF-OCBA international grid
