Under the supervision of the Director of Country (DP) based in Antananarivo, the manager of operations and partnerships pilot the management of the Bureau d’Antsirabe On all aspects, programmatic and support, ensures the coordination of projects by managing the monitoring of support actions with local partners and by facilitating partnership relations and represents Asmae in the Vakinankaratra region to the authorities.

He. She participates in the deployment of the intervention strategy thanks to the coordination of the projects implemented by the operational teams attached to him (7 people) and proposes the development axes of the intervention of Asmae in the country. He/she animates the human resources placed under his responsibility.

He/she applies local security rules and contributes to the analysis of the security context.

1. Implementation of the ASMAE intervention strategy and transversal initiatives

• contributes to the identification of geographic orientations and by area of ​​intervention for the development of Asmae’s intervention in the country, and more particularly in the Vakinankaratra region;

• Participates in the development of strategic and operational planning (intervention strategy by intervention field, forecast budget, annual action plan, etc.);

• ensures the monitoring and evaluation of the ASMAE intervention strategy in its area, in connection with the follow-up-evaluation carrier;

• is responsible for the design, the drafting of projects as well as the funding requests;

• Ensure the coordination of the intervention of Asmae in Antsirabe with the Pays d’Asmae office;

• Offers, organizes and/or participate in thematic groups with local, national and international actors involved in the field of education, child protection and training and professional integration of young people in the country;

• Participates in the organization of visits to headquarters employees, donors, association partners and institutional actors;

• Coordinates and contributes to the realization of transverse activities in connection with the management of the program of international action at the headquarters and in collaboration/consultation with the RPP based in Antananarivo.

2. Regional Coordination of Projects and Partnerships

• Ensures the proper implementation of projects: oversees the operational and financial monitoring of the projects implemented in compliance with the donors and ASMAE procedures;

• is in charge of partnership dynamics: proposes, initiates and monitors partnership relations (prospecting, opening, contracting, closing, etc.);

• Make regular follow-up visits to local partners, provides a advisory support activity and mobilizes adequate resources, consistent with the action plan and the country budget;

• Supervises the animation of collective bodies dedicated within the framework of the projects implemented (steering committees, networks);

• Coordinates and validates narrative and financial reports to donors and contributes to the smooth running of projects assessments;

• Facilitates the work of the manager of monitoring and evaluation of projects.

3. Financial and budgetary

• Participates in the development of the country budget, consistent with the intervention strategy and in compliance with internal procedures;

• contributes to the development of project budgets, in connection with the administrative and financial service as well as the partners and in compliance with the donors procedures;

• Ensures consistency between operational monitoring and financial monitoring of projects;

• Ensures with the regional office assistant, in connection with the administrative and financial service and the DP, the management of the Antsirabe bank account;

• contributes to the preparation and smooth running of the financial audits of the projects, in connection with the administrative and financial service.

4. Human resources.

• Ensures the supervision of the team placed under their responsibility (assistant regional office, driver assistance with logistician, project manager and technical advisor) and participates in the identification of support needs and the strengthening of the team for the proper implementation of actions/projects as well as in the identification and mobilization of means and resources relating to it;

• Ensures the animation of team meetings;

• contributes to the recruitment and integration of employees assigned in the region;

• contributes to the compliance of Asmae’s practices with the country’s regulatory framework;

• Ensure compliance and implementation of security rules, ensures the delegated missions of the Director of Country.

5.Gestion of logistics and general services of the Antsirabe office

• Frame the logistics of the office in Antsirabe with the support of the assistant of the regional office;

• Supervises travel management and the management of the car fleet;

• Ensures a safe watch in its intervention area;

• Participates in purchasing management by ensuring compliance with donor requirements.

Your profile

• Master level in international cooperation, organization of organizations or equivalent;

• At least five years of professional experience in the management and coordination of development projects funded by international donors;

• significant experience in the management of an office and partnership relationships with local associations (opening, support, disengagement);

• Experience in project management in the fields of education, child protection and/or socio-professional integration of young people;

• HR management experience;

• Experience in monitoring-evaluation;

• Excellent mastery of French (oral/written) and mastery of the desired English;

• Excellent editorial and synthesis capacities;

• Apperture for capacity support and strengthening;

• Strong autonomy and taking of initiatives.

Conditions

– CDD of Malagasy law, full time (40h/week), duration 12 months

– Remuneration: between 3,625,000 ariarias and 3,875,000 raw mensual ariary (depending on the profile and experience)
