Solidarites International (SI) is an association of international humanitarian aid which, for more than 40 years, has rescued populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases linked to unhealthy water, the leading cause of mortality in the world, if implemented by its interventions an expertise in the field of access to drinking water, sanitation and the promotion of hygiene but also in that, essential, of food safety and means of existence. Present in 26 countries, the SI teams – 3,200 people in total made up of expatriates, national employees, permanent staff at the headquarters, some volunteers, etc. – intervene with professionalism and commitment to cultures.

The mission

Solidarités International has been intervening in the DRC since 2001, in order to meet the humanitarian needs of the populations impacted by conflicts and natural disasters and to participate in the fight against epidemics.

The mission is active in the fields of food security and existence (Same), hygiene and sanitation water (EHA), and assistance in multisectoral monetary transfers (direct cash or coupons). Each of our activities include a strong protection component (transverse or “stand alone” via an implementation partner).
Our programs cover the emergency response, via quick response programs (RRM) and “second line”. However, they also include raising and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, namely the maintenance of a strong capacity for an emergency response while developing lasting solutions to the problems which affect the populations of the eastern country.

The mission has been made up of delocalized coordination since the advent of the M23 crisis in Bunia and three operational bases located in the Petit Nord Kivu (Goma, with a sub-base in Kiwandja), in the Far North Kivu (Beni with a base in Nobili) and in Ituri (Bunia, with a sub-base in Fataki). As part of our multi -year strategy, we have the ambition to open new bases and develop our programmatic portofolio.

The operational area of ​​the Petit Nord Kivu participates in this growth dynamic, in connection with the national coordination. Indeed, the field teams implement various projects (emergency, raising and development) while conducting multisectoral assessments in order to obtain additional funding and to continue supporting vulnerable populations. Currently, the base is funded by the following donors: DDC, CDCS, Echo and Fcdo. It should also be mentioned that a multisectoral emergency assistance project with internal displaced and returned populations of the M23 crisis in the territories of Rutshuru and Lubero is implemented.

General objective:

Ensure the processing of accounting and financial operations, tasks and procedures related to basic human resources and under operational base

Main challenges:

• Volatile context;
• Logistical access issues;
• New operational zone

Priorities of the first 2/3 months:

• Actively participate in the implementation of the new operational area.
• Develop Team-Building Initiatives to strengthen cohesion and work atmosphere in the base and base.

Security :

The context is particularly volatile. However, security processes and a dynamic context analysis are in place to reduce risks.

FORMATION

• University degree at least Bac + 3 level in one of the following areas: accounting, administration, finance, humanitarian resources management.

EXPERIENCE:

Experience in the humanitarian sector:

• At least an experience in an emergency context and if possible in Africa.
• At least a mission experience with difficult security context and if possible in Africa.

Experience on a similar position:

• Minimum experience of 2 years in similar positions in log, admin or both.
• Prior experience in team management.

COMPETENCES:

• Used to work in an unstable political and safe environment.
• Control of accounting software, Excel, saga; Homer.
• Mastery of the Office Pack.
• Basic knowledge in IT management.
• Managerial qualities, and in particular in capacity building.
• Taste for teamwork.
• Organization and prioritization skills, and ability to manage several things at the same time.
• Large work capacity and stress resistance.
• Availability, flexibility, autonomy.
• Strong adaptability.
• Knowledge of specific themes and tools so highly appreciated.
• Knowledge of the context of the DRC appreciated

LANGUAGES:

French, English and Swahili appreciated

A employee position: according to the experience, from EUR 2310 gross per month (2100 base salary + 10% of annual leave payments paid monthly) and a monthly per diem of USD 800

If also covers housing costs and travel costs between the country of origin of the expatriate and the place of assignment.

Breaks: During the mission, an work -study system between work and leave is set up for 7 working days every three months (with USD 850 allocated by International Solidarity). To these break periods, there is an additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a provident system including the risks of war. Indispensable vaccination and antimalartudian treatment costs are reimbursed.

Living conditions:

The living conditions in Goma are very good:
– Accommodation in a guest house with bedroom and private bathroom.
– Available cook and access to varied, quality and suitable food for different diets.
– Many organizations based in Goma and opportunities of a good social life.
– Many activities in the city (restaurant, bars, sports, etc.).
– Close to the Rwanda border, possible to spend a weekend or more.
– Evolutionary security rules depending on the context. Current curfew set at 2 a.m.

It should be mentioned that expatriates working in this area will not necessarily be based in Goma, but could spend some time on the field following the evolution of the context. They could in particular be deployed and based in the territory of Rutshuru, where the living conditions are different:
– Presence of armed groups and significant security considerations.
– Less possibility of social life and extra-professional activities
However, regular round trips to Goma will remain possible.
