Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose life is threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion of care.

In the case of a replacement, we are looking for a human resources manager E-Cell. The Human Resources Manager cell (RRHC) is the guarantor of good human resources management (consistency and quality) of countries in which IEL is in charge.

Mission

Under the hierarchical responsibility of the cell manager and the functional responsibility of the coordinator of the HR support, IEL is the interface between the HR department and the cell:

Main employment activities:
As a member of the cell team:

  • Be responsible for the coordination, definition and planning of field team compositions (coordination and projects)
  • Participate in the definition of the programs of the countries of its cell
  • Being involved in transverse projects

Be careful of respecting HR policies and procedures:

  • Guarantee the dissemination and compliance with policies and procedures for its perimeter
  • Inform the HR issues unit of programs and alert its managers to the risks
  • Be responsible for the declination and implementation of policies and procedures adapted by country based on HR and legal technical referents
  • Be in contact with your counterparts from other OCs to ensure good collaboration in the declination of our HR policies intersections
  • Advise the RC with proposals for exceptions when the constraints linked to operational implementation require it and request arbitration if necessary
  • Be responsible for the capitalization of the exceptions decided by the RC

Be responsible for the management of national human resources on the perimeter of the cell:

  • Advise and guide the different functional managers of his cell and field coordinates on policies, procedures and HR tools
  • Ensure control of the good management of the pay
  • Ensure the identification of the needs and implementation of training actions for national staff
  • Identify the future executives and follow the individual routes of executives and future national executives (training, promotions, detachments, expatriations) in collaboration with the HR development center
  • Ensure that national staff assessments are carried out and archived in the dedicated tool

Be responsible for the management of international human resources on the perimeter of the cell:

  • Define the profiles sought for positions of which he is responsible in collaboration with the members of his cell
  • Participate, with its RC, in the selection of international coordination teams
  • Make sure that briefs, debriefings and international staff are carried out and that the balance sheets are archived in the dedicated tool
  • Ensure good management of the departure and return of international staff
  • Participate in the identification of needs and implementation of training actions for international staff
  • Animate within the unit the identification of future executives in collaboration with coordination teams and share information with the development center

Be responsible for monitoring and analyzing your activity:

  • Guarantee the rise in the information necessary to pilot its activity
  • Analyze the specific HR issues of countries whose IEL is responsible and transmit them to the CORH
  • Supervise and coordinate, on its perimeter, pilot initiatives relating to Rhterrain policies and ensure reporting of their follow -up
  • Ensure HR reporting of the perimeter of its cell
  • Participate in the development of the HR budget budget and revised

Functional management, supervision of HR coordinates:

  • Supervise, advise, be in support, motivate, federate your teams and develop the skills of HR coordinates
  • Participate in the orientation and evaluation of their work in collaboration with the chief of mission
  • Ensure their understanding and challenges of the legal framework for countries, their mastery of institutional HR issues and HR tools
  • Ensure briefings and debriefings of COFIRH and CORH
  • Participate in briefs and debriefings of coordinates

Skills transmission:

  • Contribute to the development and animation of HR training sessions

Participate in the HR guards according to the planning in force

Possible employment activities:

  • May be led to ensure a short detachment on a mission to cover a GAP on a coordination position.

Profile sought

Experience :

  • An experience of 2 years minimum in the field as coordinator HR in NGOs compulsory in two different contexts.
  • An experience with MSF is an asset.
  • An experience as a project coordinator is an asset.

LANGUAGES :

  • French and English common (level C1).

SKILLS :

  • Know the techniques and tools for managing human resources.
  • Concept in project management.
  • Master HR management tools.

Status : CDD of 9 months full time. Framework post, based in Paris. Teleworking according to the rules in force at MSF (2 J/SEM.).

Conditions : € 50.4K annual gross over 13 months. 22 days of RTT per year. Complementary health care at 100% by doctors without borders. Restaurant titles with a facial value of € 12 (60% care by doctors without borders). Support at 50% of the title of public transport.
