Coopi is looking for a chief of mission in the DRC

Present in the DRC since 1977, Coopi has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu, where there was the first intervention, Coopi’s activities have extended to most of the crisis areas, in order to implement emergency programs for the benefit of the displaced populations and victims of war with a particular focus on nutrition, food security and child protection. In the provinces at the end of the crisis, Coopi engages in the implementation of multi -year projects in order to ensure an emergency transition to development and guarantee harmonious and sustainable development.

Coopi promotes a response relevant to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, Coopi implements a dozen projects on funding from the European Union, the Humanitarian Fund, the ICC and the UN agencies.

Post objective

The head of mission is responsible for the management of the office abroad in its various aspects : Mission development, Staff management and training, Budget viability, security, Respect for Coopi procedures and donors. It represents Coopi in its relations with all local and international realities. Collaborate with regional coordination or directly with headquarters in the definition of country strategy and intervention priorities. It guarantees the right implementation of projects.

Responsibilities

REPRESENTATION

  • Represent Coopi in the country of competencein institutional relations with the various bodies, partners and local and international organizations.
  • Manage relations with the main institutional donors for current and potential projects
  • Ensure the participation of the organization in local security meetings
  • He is responsible for the image of the organization in the country

DEVELOPMENT

  • Check and propose to regional coordinationin agreement with the national levels concerned, action priorities to consolidate the organization’s intervention possibilities in the country.
  • Participate in the definition of national strategy and oversees data collection (projects and coordination) for programming and planning

MANAGEMENT

Project management

  • Supervise the writing, writing and preparation of the documentation necessary for the submission of new projects, including budgetsby reporting to the regional coordination and support offices at the headquarters
  • Supervise the activities carried out by project managersensuring their proper execution in compliance with contractual constraints and donor procedures, as well as Coopi management procedures and standards.
  • He is responsible for the good quality of reports on projects and the preparation of follow -up documents required by the headquarters.
  • Ensure the transmission to the sits of all official and administrative documents relating to projects.

Office management abroad

  • He is responsible for the various aspects related to the management of the local site: local regulations, security plans, organization chart, logistics
  • Ensure compliance with the legal and administrative rules of the host country
  • has proxy for the legal signature of documents and accounts

Personnel management

  • He is responsible for the management of national staff in the countrywhile respecting the laws of the country.
  • Participates, on request, in the selection of expatriate staff in accordance with the organization’s procedures
  • Participate in information, training and evaluation activities of national and expatriate staff.
  • Coordinates and oversees the management of expatriate staff employed in the country

Security management

  • He is responsible for the security of expatriate and national personnel present in the country, information, training, implementation and compliance with security procedures.

Economic and financial management

  • It is co -responsible – with regional coordination – budget, sustainability and economic performance of the country.

Communication management and fundraising

  • Collaborate with institutional communication and fundraising services, at headquarters, for visibility, communication, awareness and fundraising activities (campaigns, distance support) for the country of competence.

Requirements

ESSENTIAL

  • University degree in the subjects concerned;
  • A relevant professional experience of at least five years is required ;
  • At least 5 years of experience proven and successful in similar functions in the field of humanitarian aid and international development ;
  • Proven skills in effective communication (oral and written), negotiation, simultaneous management of several tasks and organization;
  • Experience in relations with government/local authorities, international organizations (OI) and NGOs;
  • Proven ability to work in stressful and pressure environments;
  • Work experience in conflicting contexts (preferably);
  • Proven ability to manage a team (essential) ;
  • Current knowledge of the English language ;
  • IT skills.

Desirable

  • Logistics, supply and security experience;
  • Prior professional experience in countries in conflict situations (plus) ;
  • Work experience with Coopi (more);
  • Consortium management/complex partnership experience
