Functional Responsibilities

  1. Development and Implementation of procurement strategies
  2. Management of procurement processes
  3. Implementation of sourcing strategy and e-procurement tools
  4. Facilitation of knowledge building and knowledge sharing
  5. Team Management

Under the authority of the director and the direct supervision of the support chief, the post holder will provide the following tasks and responsibilities:

1/ Management and strategic aspects

  • Consolidated market plans: ensure and coordinate the implementation of the Namco market plan on the required time, by ensuring their alignment with the purchasing strategy developed by Namco
  • Ensure the development and implementation of Namco’s strategy in terms of purchase
  • Develop tools, mechanisms and internal work systems to facilitate and rationalize purchasing processes, reduce transaction costs and ensure effective risk management upstream and downstream of the purchasing processes
  • For the sake of monitoring and measuring the performance of the Purchasing section, defining relevant performance indicators (KPI) which will be revised on a monthly basis
  • Keep the database up to date with all the requests and other purchasing transactions made at Namco level
  • Supervise and supervise unit staff and purchasing specialists in projects
  • Bring support to the head of the support services as part of the “Business Operations Strategy – BOS” in Tunisia.

2/ Compliance and collaboration

  • Revise and validate cases to be subject to HQCPC and LCPC contracts
  • Ensure the compliance of activities and transactions relating to purchases
  • If necessary, improve the internal control system relating to purchase transactions
  • Participate in expert networks and community practices community
  • Ensure the follow -up of seat requests for all questions relating to purchases
  • Prepare the documentation and coordinate the necessary activities in the context of internal and external audits.

3/ Capacity support and strengthening

  • Perform field missions as much as necessary in the context of supervision, control and capacity building
  • Organize and conduct training in markets for staff if necessary
  • Identify capacity building needs and organize specific training if relevant
  • Provide the necessary support for the head of the “transactional” portfolio “
  • Identify and propose solutions to unlock any bottlenecks.

4/Team management

  • Facilitate the commitment and the provision of high -quality results and services of the supervised team thanks to effective recruitment, work planning, performance management, coaching and promotion of learning and development.
  • Ensure surveillance, ensuring compliance by the members of the team of policies and existing best practices.

5/Knowledge development and knowledge sharing

  • Organize, facilitate and/or offer training and apprenticeship initiatives for business unit personnel on purchasing subjects.
  • Direct and conduct initiatives on capacity development and acquisition of knowledge for purchasing staff, including the development of networks, plans, learning activities, information on purchasing and comparative analysis practices.
  • Supervise the team’s contributions to knowledge networks and communities of supply practice, including the collaborative synthesis of learned lessons and the dissemination of best practices in purchasing management.
  • Guide the collection of comments, ideas and internal knowledge of the team on processes and best practices and use them in a productive way.
