Coopi has been present in Haiti since the 2010 earthquake, initially providing emergency aid to the affected communities, spending following in successive crises caused by the Cholera epidemic (since 2010), Les Hurricane Sandy (2012) and Matthew (2016). The interventions have focused on the urban areas of Port-au-Prince (Tabarre, Cité Soleil, Port-au-Prince, Gressier) with an accent in risk-catastrophe management and the support for reconstruction.

Since 2014, co -ops have been extended to food security interventions in rural areas of the country (Center and South-East departments), in order to strengthen the resilience of the most vulnerable rural communities. In October 2024, an exploratory mission was carried out to assess on -site needs and activity recovery opportunities.

Post objective

The head of mission is responsible for the activity of Coopi in the country. He participates in the definition of country strategy and intervention priorities with the AREA manager, and he identifies potential new project opportunities with the various donors on site. It ensures the application and compliance with Coopi’s general procedures and donors in all the activities of Coopi in the country. He ensures that in the country the internal regulations in the country be present and that they are respected in the implementation of projects. It represents Coopi before institutions, donors, organizations and all counterparts in Haiti.

Responsibilities

Institutional relations

  • Represent the organization in the country, By treating institutional relations with the government, civil society, local authorities, donors, international agencies and all NGOs.
  • Promote activities aimed at identifying new donors in the country, in accordance with Coopi procedures and with the support of the headquarters.
  • Manage relations with the main institutional donors and with potential donors.
  • Participate in thematic capital meetings and in the field according to the priority of programs and projects.
  • Define and propose to the head office, an annual plan for communication and visibility, by ensuring compliance with the principles of the organization.

Strategy and planning

  • Consolidate the presence of Coopi in the country by proposing Updates of the strategy plan (strategic programming) country at headquarters, also by formulating an operational plan for coordination and new initiatives.
  • Coordinate feasibility studies and all other inherent studies.
  • Ensure Writing new project proposals Based on its staff and at the seat support offices.

Program quality

  • Coordinate the development, drafting and sending of the documents necessary for the presentation of new projects.
  • Ensure the sending of all the documents requested by the headquarters for the presentation of new project proposals.
  • Ensure the drafting and sending of the narrative and financial reports of the projects, and the preparation of the follow -up documents requested by the headquarters of Milan.
  • Ensure the follow -up of the operational plan of the national coordination.
  • Ensure that monitoring and evaluation activities are properly planned and implemented in the country.

Logistics and security

  • Follow up on logistical function in the country, in compliance with procedures.
  • Ensure the correct application of security procedures in the country.

Economic and financial management

  • Responsible for the economic result of the country.
  • Ensure the preparation of the annual country budget and its revisions during the year; ensure the supervision of the economic management management of projects and coordination; Supervise the country’s financial and economic planning.

Human resources management

  • Ensure Local personnel management and security of all staff Coop en Haiti.
  • Participate and support the regional coordinator and the human resources office in the selection of expatriate staff.
  • Coordinate and control expatriate personnel management of the country.
  • Ensure the evaluation of expatriate personnel and, if necessary, directly assess expatriate staff.
  • Ensure the development and update of the country regulations in accordance with Coopi internal procedures.

Visibility and communication

  • Coordinate visibility and communication activities of Coopi in the countryin compliance with Coopi’s guidelines.
  • Ensure compliance with the contractual procedures and obligations of donors in terms of visibility as well as Coopi procedures.

Candidate profile

ESSENTIAL

  • University or postuniversity training in economics of development, management, social sciences, politicians or other relevant profiles, or mix of training and equivalent experience.
  • At least 5 years of experience in humanitarian interventions and in missions management.
  • Mastering procedures from the main donors : Echo, USAID-BHA, United Nations and others agencies;
  • Excellent Masters of French, of the English spoken and written ;
  • Excellent ability to work on a team and by objectives;
  • Excellent organizational capacity; Flexibility, a strong sense of initiative and autonomy in work.
  • Excellent capacity to work under pressure ;
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment;
  • Excellent abilities of Negotiation and communication ;
  • Excellent editorial skills and knowledge of the Office package;
  • Interest and motivation to work in an NGO respecting its values ​​and principles.

Desirable

  • Good knowledge of Spanish;
  • Previous experience with Coopi and knowledge of its procedures and tools;
  • Work experience in Haiti and / or in contexts of conflict / post-conflict.
