Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose life is threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion of care.

Mission
Perform administrative, HR or legal work as assistant/e of the HR manager of the project, this in accordance with MSF standards and procedures and so as to guarantee compliance with regulations and make the HR capabilities necessary to achieve the project objectives.
Main responsibilities:
- Under the supervision of the HR manager of the project, manage personal files by ensuring their precision and compliance as well as the punctuality of payments.
- Update the HR database and personal files to facilitate management procedures.
- Update social security and tax office files, so as to be in accordance with legal requirements, including certain modifications if necessary, so as to comply with their compliance with labor and tax laws.
- Prepare the employment contracts by respecting local requirements in particular the specific modifications when necessary in order to comply with labor law and local tax law.
- Follow up on all the expiration dates for rental contracts and inform the administrative manager sufficiently on time for a renewal or an alternative solution.
- Prepare the payrolls for all staff, configure and update the necessary elements so as to guarantee the punctuality and accuracy of the personnel pay.
- Put all the administrative information available to staff (display, meetings, etc.); Help the finance manager of the project for the translation of documents in local language and assist it, at his request, for meetings.
- Any other task delegated by the HR manager of the project.
SPECIFIC RESPONSABILITIES AT THE MSF / Context section
- Ensure the monthly then annual follow -up of social security, taxes and ipres files and IPRES so as to be in accordance with legal requirements.
- Ensure the update of the payroll software for any change or modification concerning a worker
- Manage and archive the files (digital and physical) of all staff (contracts, leave monitoring, monitoring of medical rest, administrative documents,)
- Follow up on the day laborers (receipt of the request, followed by the scoring form, preparation of the pay sheet)
- Prepare the PER Diem sheets for any staff visiting or detachment
- Monitor staff health insurance (membership letters, termination, invoice, health cards, etc.)
- Edit service notes
- Prepare the various HR documents requested by the staff.
Profile sought:
Formation : Diploma in human resources management / finance, business management, desired administration
Experience :
- Professional experience of at least two years in corresponding positions essential;
- Experience in developing countries with MSF or other desired NGOs

Status and conditions:
CDD of 12 months full time. Post based in Dakar.
Salary: Level 6 of the MSF Senegal wage grid.
